(1)Mechanism,Characteristics and Implementation of Macro-regulatory Cross-cycle Design
Liu Jinquan,Guo Huiping·5·
In the process of perfecting China’s macroeconomic regulation system and macroeconomic governance system, the CPC Central Committee innovatively puts forward a new model of macroeconomic cross-cycle regulation. The design and implementation of cross-cycle regulation not only shows the significant transformation of China’s macroeconomic management from macroeconomic regulation to macroeconomic governance, but also reflects the improvement of China’s macroeconomic management ability. The internal requirements of cross-cycle regulation include:first,we should strengthen the directional and trend regulation under the guidance of the national economic development strategy, significantly improve the ability of macro-control to control the level of economic development trends, and significantly extend the term structure of macroeconomic regulation.Second,we should strengthen the optimization of objectives in the process of macroeconomic governance, adopt rule-based and target-constrained economic policy tools, reduce the uncertainty and discretion,so as to avoid the losses caused by policy adjustment.Third,it is necessary to give consideration to the balance among various economic aggregates in the process of economic cycle transformation, and maintain the dynamic balance between“stable growth”and“risk prevention”on the basis of “stability first” and “stable but progressing,”so as to ensure national development security and economic security.
(2)Prevention and Containment:Perception of and Strategy towards the Chinese Revolutionaries in the Wilson Administration’s China Policy(1913—1917)
Lu Hua·85·
After the Xinhai Revolution,Yuan Shikai and his clique quickly took control of the situation in the newly born Republic.Among the powers,Wilson’s government took the lead in recognizing the Republic of China and made official recognition of Yuan Shikai’s government, looking forward to a stable republican order in China.By contrast, the image of Dr.Sun Yat-sen and his revolutionary partners in the Wilson administration experienced a transformation from a “troublemaker” of the Republic of China to a“threat”in the Far East, eventually an“enemy”in its China policy. The reasons why the Wilson administration formulated this perception and strategy include:first,Wilson’s own deep-seated Southern Presbyterian Puritanism tradition, which saw radical changes in social-political order as unacceptable and damageable;second, the influence of reports from U.S.embassies and consulates in the Far East;third, the U.S.government’s Far East considerations and its competition with Japan and Russia, especially Japan. The combination of a series of actions taken by the revolutionaries to overthrow Yuan and their ambiguous relationship with Japan and Germany during World War I also played a part. This negative understanding and strategy carried over into Sun Yat-sen’s three diplomatic efforts in establishing a Southern government, and shaped the history of Sun and his Southern government’s turn to Soviet Russia. However, the Wilson administration’s multiple goals in the Far East conflicted with each other and it also lacked the will and means to achieve its Far Eastern designs, leading to the failure of its China policy almost inevitably.

(4)The Three Dimensions and Interrelationships of the Ethical Narrative of New Literature
Song Jianhua·151·
The pursuit of modernity in Chinese literature for a hundred years is that the new literature writers comprehensively demonstrated the historical process of the great rejuvenation of the Chinese nation, through in-depth thinking on the ethical relationship between“individual ”and“ family,”“individual” and “society,”“individual”and“nation”in a critical period of great changes in the world pattern. From opposing “home” to thinking about “home,”it is a literary expression that returns to rationality. From paying attention to “self” to paying attention to “society,”it is a literary expression of responsibility. From paying attention to the interests of the “group” to the interests of the “nation,”it is also a literary expression of cultural self-confidence.Therefore,the modernity of a century of Chinese literature is an artistic expression of rebuilding national self-confidence.It takes care of the society and people’s livelihood as its own responsibility and revives the national spirit as its vision. Its awareness of “joining the world” that “everyone is responsible for the rise and fall of the world”always reflects the unique cultural character of Chinese literature.

(6)On the Unusual Fluctuation of Crime Types and Its Causes in China’s Modernization Process
Zhang Xiaohu·224·
Statistics show that with the deepening of social transformation, the structure of crime types in our country faces a grim situation that the proportion of crimes endangering public security and disturbing social order is increasing. The reasons are closely related to management loophole, such as slack public service and failure of the system.Management loophole not only damages public interests, but also ignores the sufferings of the masses, which easily destroys the public’s social moral beliefs and arouses the dissatisfaction of the masses. Therefore, this kind of crime is also a kind of “involving public anomie offence.”The breeding of management loophole comes from the defects of institutional norms,so it is necessary to strengthen the institutional framework and “put power in the institutional cage” to curb management loophole.
(7)Judgment in Rawls’s Moral Powers of Citizens:Also on the Translation of “Mutually Disinterested”
Wang Wei·263·
In Rawls’s theory,it is assumed that citizens have two basic moral powers:the sense of justice and the concept of good. These two kinds of moral powers are theoretically related to the two propositions of “aesthetic indifference” and “higher-order desire ability” put forward by Kant inCritique of Judgment. In Rawls’theory, the non-biased stand is reflected as a sense of justice of mutual disinterested. The higher-order desire ability is our ability to be motivated by reasonable moral law rather than emotional desire.Rawls expresses it as a kind of the concept of good, that is,the ideal of citizens of taking justice action as the highest good.Clarifying this theoretical kinship is helpful to understand Rawls’s theory of justice more accurately.
