航運(yùn)安全一直是人們非常關(guān)注的問(wèn)題，而船舶安全是航運(yùn)安全中最為重要的組成部分之一。航運(yùn)安全除了受人為、船舶、環(huán)境等傳統(tǒng)因素影響外，近年又新增威脅。各種“不安”因素一次次觸碰著航運(yùn)業(yè)安全管理人士的神經(jīng)，航運(yùn)安全形勢(shì)不容樂(lè)觀。面對(duì)“威脅”，國(guó)內(nèi)外一系列舉措、辦法紛紛出臺(tái)。

People are quite concerned about maritime security, and ship security is one of the most important parts of maritime security. Besides artificial factors and some traditional factors, such as ship troubles and environment pollution, etc., other dangerous factors have appeared in recent years. In such a condition, a series of counter measures are issued at home and abroad.
