:During Merkel’s administration (2005-2021),the German government attached great importance to scientific and technological innovation and introduced effective policies that promoted the economic and social development of Germany.After this year’s election,Merkel will resign as Chancellor of Germany,and the Merkel era is coming to an end.At present and for a period of time in the future,Germany’s science and technology policy will be affected by various factors such as the tense competition between China and the United States,the EU’s development strategy,and domestic political changes.The German science and technology policy in the post-Merkel era will retain and expand the existing“tool set”of science and technology policies,implement greater state intervention in scientific research activities,and invest more resources in the development of climate neutralizing related technologies,strengthening trans-Atlantic technological cooperation,and emphasizing the competitiveness of China’s science and technology,showing more obvious ideological characteristics.Keywords

:The authors discuss the digital reform and its prospects of the current Japanese government under Yoshihide Suga.COVID-19 pandemic has revealed Japan’s past digital strategy was not implemented,and its e-government,digital economy,and digital society construction lack the essential meaning of interconnection.Yoshihide Suga has proposed a new strategy for digital reform.His plan is to establish a digital office directly under the Prime Minister’s jurisdiction to promote digital reforms,rebuild the digital administrative governance system through parliamentary legislation,popularize the personal ID number system,promote digital social transformation,and get rid of the predicament of digitally backward country.However,the reform faces many constraints.Keywords

:Since the outbreak of COVID-19 pandemic in 2020,the GCC countries have accelerated the economic transformation in the face of the government’s fiscal deficit incurred by the sharp decline of international oil prices.To promote the transformation of the economic development model,GCC countries has taken reform measures.Adverse factors such as the shortage of financial funds,insufficient supply of human resources,the decline in FDI attractiveness,and the homogenized competition among the countries within the GCC countries have brought serious obstacles to the promotion of the economic transformation strategy of the GCC countries.However,the investment environment of GCC countries is undergoing many changes,which are mainly reflected in the gradual integration of business rules with international standards,the obvious increase in investment opportunities and operating costs,and the significant increase in social security risks.Keywords

:After the victory against the Islamic State (ISIS),Iraq embarked on a new journey of political reconstruction.The goal and task of the reconstruction is to reunite Iraqis,and to integrate Iraq into one centripetal and cohesive country,which has been torn apart by sectarian politics,the Islamic State,and Iraqi Kurds.During the process of the political reconstruction,sectarian conflicts,Kurdish separation,Hezbollahization of the Popular Militias Forces (PMFs),and protection of the vulnerable groups are the biggest challenges to Iraq.Under the guidance of the Multi-Pluralistic Balance Theory,President Saleh has pursued the policies such as negotiating with Kurdish government,promoting the return of exiled Sunni leaders,inviting the Vatican Pope Francis to visit Iraq,and enacting the New Election Law.These policies have achieved positive results for the political reconstruction of Iraq.Keywords
