○國網(wǎng)濱州供電公司跟蹤服務助力光伏扶貧。SGCC Binzhou Power Supply Company provides follow-up services to boost photovoltaic poverty alleviation.

我們都知道新能源發(fā)電，但濱州供電公司通過發(fā)電幫助貧困戶增收還真是一條全新的致富路。

2017年以來，濱州供電公司認真貫徹落實濱州市委、市政府“光伏扶貧”有關(guān)部署和要求，組織各縣區(qū)供電公司多次召開光伏扶貧工作會議，敦促各縣區(qū)供電公司與縣扶貧辦等部門對接,梳理“光伏扶貧”項目及用戶情況，并下發(fā)通知要求各縣區(qū)供電公司提高認識，主動與扶貧辦、項目業(yè)主和代理單位進行溝通，確定“6·30”并網(wǎng)名單，倒排工期，共同制定投產(chǎn)方案、工作計劃。敦促施工單位加快工程施工進度，并向其解釋說明國家光伏產(chǎn)業(yè)補貼調(diào)整政策，積極服務光伏扶貧項目，主動開通分布式光伏接入“綠色通道”，進一步簡化項目并網(wǎng)手續(xù)、優(yōu)化并網(wǎng)流程，在同等條件下優(yōu)先保障光伏扶貧項目接入，與項目業(yè)主一起加快推進“光伏扶貧”項目并網(wǎng)工作，確保光伏扶貧項目早完成、早并網(wǎng)、早受益。

同時，濱州供電公司召集華能沾化清風湖、無棣中電建、無棣科諾、無棣愛康4個光伏電站扶貧項目業(yè)主多次召開并網(wǎng)協(xié)調(diào)會，與公司內(nèi)部調(diào)控中心、運維部、基建部、信通中心等部門對接，協(xié)調(diào)解決并網(wǎng)存在的問題。公司分管領(lǐng)導高度重視，親自掛帥，去一線現(xiàn)場掌握并網(wǎng)工程建設進展等情況，向省公司匯報溝通，協(xié)調(diào)解決扶貧光伏電站并網(wǎng)前存在的問題。目前，華能沾化清風湖光伏電站、無棣愛康光伏電站、無棣中電建光伏電站、無棣科飛光伏電站已順利完成并網(wǎng)。

下一步，濱州供電公司將嚴格落實濱州市委、市政府、市扶貧辦各項部署，繼續(xù)做好保障服務，加快并網(wǎng)接入方案設計等流程的進度，做好農(nóng)村線路改造、項目驗收、并網(wǎng)等工作，合理統(tǒng)籌安排扶貧項目并網(wǎng)各項工作銜接，避免驗收、并網(wǎng)等工作出現(xiàn)“窩工”現(xiàn)象，全力服務光伏扶貧工程實施。

另外，將繼續(xù)扎實做好光伏扶貧工作，特別是重點做好光伏扶貧貸項目的并網(wǎng)服務等工作，與市扶貧辦及各級扶貧部門加強溝通，全力做好工作協(xié)同配合，主動對接光伏扶貧項目，倒排工期，跟蹤服務項目建設，積極提供技術(shù)支持，確保各項光伏扶貧項目高效建設、順利并網(wǎng)，暢通分布式光伏接入“綠色通道”，確保光伏扶貧項目“建成一個、并網(wǎng)一個”。此外還將主動加強與貧困戶、貧困村村委的溝通，嚴格執(zhí)行光伏扶貧項目結(jié)算政策，確保及時、足額結(jié)算支付購電費及補貼，助力貧困人口盡早脫貧，努力實現(xiàn)全市2017年整體脫貧目標。

We all know new energy power generation. However,Binzhou Power Supply Company helps poor households to increase income by generating power. It’s a brand new way to acquire wealth.

Since 2017, Binzhou Power Supply Company has sorted out the photovoltaic poverty alleviation project and user conditions, and issued a notice, requiring the power supply companies of all counties to raise their awareness. Besides, it has determined the list of 6.30 grid connection, and developed a scheme for putting it into production and a work plan. It has urged the construction unit to accelerate the construction progress, and explained the national subsidy adjustment policy of the photovoltaic industry. Actively serving the photovoltaic poverty alleviation project, it has taken the initiative in opening the distributed photovoltaic power grid to access the “Green Channel”,further simplified the grid connection procedures of the project,optimized the grid connection process, given priority to guaranteeing the photovoltaic poverty alleviation project on equal conditions, and worked with the project owner to accelerate the grid connection of the photovoltaic poverty alleviation project.
