The urban renewal in Beijing is complex and extensive, affecting manystakeholders and capturing public attention. From March to early May 2022,the Beijing Urban Planning Society initiated the first “Best Practices in BeijingUrban Renewal” awards, which garnered considerable attention and enthusiasticresponses from the public, industry sectors, and leaders at all levels. Followingthis, the inaugural Beijing Urban Renewal Forum with the theme “Expanding Togetherin Renewal, Realizing Jointly the Revival” was successfully held, and theBeijing Urban Renewal Alliance was officially launched, significantly advancingurban renewal efforts. The enactment of the Beijing Urban Renewal Regulationsprovided a robust legal framework for these activities.
In 2023, under the guidance of Beijing’s Special Urban Renewal TaskForce and with support from the Municipal Party Committee’s Urban WorkOffice, Housing and Construction Commission, and Planning Commission, thesecond “Best Practices in Beijing Urban Renewal” was organized. It continuedlast year’s mission and introduced new elements, highlighting recent developmentsand making this edition more notable.
A total of 148 projects met the submission criteria in 2023. Approximately90 enterprises, predominantly state-owned, and about 70 design entitiesparticipated. The projects covered the five major categories and twelve itemsoutlined in the Beijing Urban Renewal Regulations, with industrial renewalprojects making up about 45% of the total. There was a higher degree of governmentinvolvement in residential, public space, and public facility projects,while industrial and comprehensive regional renewal projects showed greatermarket orientation and diversity.
The selection process combined self-nomination, expert r64ee993e30f21369e9fa94cf9658e1f0ecommendation,public voting, and comprehensive evaluation. Nearly one hundred organizationssubmitted projects, over twenty industry experts evaluated, and more thantwo million public votes were cast online. Ten projects were recognized as “BestPractices” and sixteen as “Outstanding Projects,” exemplifying governmentaldedication, expert craftsmanship, corporate diligence, and public enthusiasm.
Comparing the two editions, the inaugural event included a vast array ofupdated practices since the new Beijing City Master Plan’s implementation.The second edition focused on the most recent practices, with slightly lowernumbers in submissions and public participation. These evaluations havediscovered exemplary works and new practices, broadening perspectives andsetting benchmarks.
Despite these achievements, challenges such as coordinating regional updates,balancing funds, integrating industrial resources, and aligning stakeholders’interests persist. Urban renewal is a long-term endeavor; expecting immediateresults is unrealistic. We must confront these challenges through in-depthresearch and collective strategizing to elevate urban renewal, invigorating ourcities, motivating enterprises, and bolstering public confidence.
We sincerely thank all entities involved and the public for their enthusiasticparticipation. This year, despite severe heatwaves and flooding, the organizingcommittee members rose to the challenges and collaborated closely to producethis publication, now presented for your reference and learning. 北京的城市更新工作情況復(fù)雜、涉及廣泛,事關(guān)各方,牽動人心。2022年3月至5月初,北京城市規(guī)劃學(xué)會組織開展了首屆“北京城市更新最佳實踐”評選活動,得到廣大群眾、有關(guān)業(yè)界、各級領(lǐng)導(dǎo)的高度關(guān)注和熱烈反應(yīng)。隨之,以“共拓更新 共圓復(fù)興”為主題的首屆“北京城市更新論壇”成功召開,“北京城市更新聯(lián)盟”正式啟動,有利地推動了城市更新工作的開展。特別是《北京市城市更新條例》的頒布,使得這項工作進(jìn)一步有法可依、有據(jù)可循。
2023年,我們?nèi)栽诒本┏鞘懈聦m椥〗M指導(dǎo)和市委城工辦、市住建委、市規(guī)自委支持下,組織開展了第二屆“北京城市更新最佳實踐”評選活動,既延續(xù)了去年的宗旨,又體現(xiàn)了新的特點,展現(xiàn)了新一年的成果,使得本屆評選活動更加引人注目。
2023年共收到148個符合申報條件的項目。申報主體中各類企業(yè)(作為實施主體或施工單位的央企、市企、區(qū)企和民企)約90家,其中又以國企為主力,各類設(shè)計單位(規(guī)劃院、建筑院等)約70家。項目類型基本涵蓋了《北京市城市更新條例》提出的5大類12項內(nèi)容,其中產(chǎn)業(yè)類城市更新項目(老舊廠房、低效產(chǎn)業(yè)園區(qū)、老舊低效樓宇、傳統(tǒng)商業(yè)設(shè)施)較多,約占總數(shù)45%;居住類、公共空間類和公共設(shè)施類項目中政府(區(qū)屬部門、屬地街道等)參與程度相對較高,體現(xiàn)了政府的公共服務(wù)職能;產(chǎn)業(yè)類和區(qū)域綜合性更新項目的實施主體則更為市場化、多樣化,其中國有企業(yè)占比超過1/2,民營企業(yè)近1/3。在區(qū)域分布上,以東城區(qū)、朝陽區(qū)、海淀區(qū)的項目較多。
2023年評選依舊采用“自主申報、專家評薦、群眾投票、綜合審定”相結(jié)合的方式進(jìn)行,近百家開展城市更新工作的單位進(jìn)行了申報,20多位具有豐富實踐經(jīng)驗的業(yè)內(nèi)專家參與了評薦,200多萬群眾在網(wǎng)絡(luò)上投出了自己心儀的一票,最終綜合評定10個“最佳實踐”和16個“優(yōu)秀項目”。這些項目凝聚了政府的用心、專家的匠心、企業(yè)的精心和群眾的熱心。
對比兩屆北京城市更新最佳實踐評選工作,首屆囊括了新版北京城市總體規(guī)劃實施以來積累的一大批更新實踐;第二屆聚焦北京近兩年最新的實踐成果,申報項目總數(shù)、入圍群眾投票和最終評定的項目數(shù)量、參與投票的群眾總數(shù)均略低于去年。通過兩年連續(xù)評選,我們欣喜地發(fā)現(xiàn)了一大批好作品、新實踐,為大家開拓了眼界,也樹立了標(biāo)桿。
喜人的成績背后,我們也發(fā)現(xiàn)了一些難點和堵點,比如片區(qū)更新難統(tǒng)籌、更新資金難平衡、產(chǎn)業(yè)資源難導(dǎo)入、利益主體難協(xié)調(diào),等等。當(dāng)然,我們也要冷靜地認(rèn)識到,城市更新是一項長期而艱巨的事業(yè),一蹴而就的想法并不現(xiàn)實。除了眼下的這些問題,未來還會接踵而至新的挑戰(zhàn),換個視角看,這其實也預(yù)示著北京城市更新工作將一步步進(jìn)入深水區(qū)。如果受困于這些問題,裹足不前,將有負(fù)人民的期望,我們必須正視這些問題,深入研究,群策群力,攻堅克難,將城市更新推進(jìn)到一個新的高度,使城市更有活力,企業(yè)更有動力,群眾更有信心。
