春天的浙江省湖州市安吉縣天荒坪鎮(zhèn)余村，遠(yuǎn)山、竹林、溪水、春花，構(gòu)成一幅幅美不勝收的畫卷。村口水塘邊立著一塊巨石，正面鐫刻10個(gè)紅色大字：綠水青山就是金山銀山。余村人自豪地說(shuō)，這里是“兩山論”的誕生地。

“我們過(guò)去講既要綠水青山，又要金山銀山，實(shí)際上綠水青山就是金山銀山?！?005年8月15日，時(shí)任浙江省委書記的習(xí)近平來(lái)到余村，首次提出“綠水青山就是金山銀山”。16年來(lái)，余村堅(jiān)定踐行這一理念，走出了一條生態(tài)美、產(chǎn)業(yè)興、百姓富的可持續(xù)發(fā)展之路，“兩山論”也從余村走向了全國(guó)。

改革開(kāi)放以來(lái)，長(zhǎng)三角地區(qū)率先實(shí)現(xiàn)經(jīng)濟(jì)騰飛，同時(shí)也最早感受到粗放發(fā)展方式帶來(lái)的環(huán)境代價(jià)。要經(jīng)濟(jì)還是要環(huán)境，要增長(zhǎng)還是要生態(tài)，似乎是一個(gè)不可能解決的難題。直到“兩山論”的提出，以更具前瞻性的理念回答了這個(gè)時(shí)代之問(wèn)。如果能夠把這些生態(tài)環(huán)境優(yōu)勢(shì)轉(zhuǎn)化為生態(tài)農(nóng)業(yè)、生態(tài)工業(yè)、生態(tài)旅游等生態(tài)經(jīng)濟(jì)的優(yōu)勢(shì)，那么綠水青山也就變成了金山銀山。

“綠水青山就是金山銀山”短短10個(gè)字，閃耀著習(xí)近平總書記對(duì)生態(tài)環(huán)境保護(hù)和經(jīng)濟(jì)發(fā)展之間關(guān)系的深邃思考。黨的十八大以來(lái)，習(xí)總書記多次對(duì)生態(tài)文明建設(shè)作出重要指示，在不同場(chǎng)合反復(fù)強(qiáng)調(diào)“綠水青山就是金山銀山”。

2018年6月，習(xí)近平總書記在山東考察時(shí)強(qiáng)調(diào)，良好生態(tài)環(huán)境是經(jīng)濟(jì)社會(huì)持續(xù)健康發(fā)展的重要基礎(chǔ)，要把生態(tài)文明建設(shè)放在突出地位，把綠水青山就是金山銀山的理念印在腦子里、落實(shí)在行動(dòng)上，統(tǒng)籌山水林田湖草系統(tǒng)治理，讓祖國(guó)大地不斷綠起來(lái)、美起來(lái)。

環(huán)境如水，發(fā)展似舟，水能載舟，亦能覆舟。山東牢記習(xí)近平總書記殷殷囑托，堅(jiān)持生態(tài)優(yōu)先、綠色發(fā)展，不斷為推進(jìn)高質(zhì)量發(fā)展注入生態(tài)動(dòng)力、擦亮生態(tài)底色，環(huán)境質(zhì)量持續(xù)改善，生態(tài)環(huán)境治理體系和治理能力不斷提升，人民生態(tài)環(huán)保意識(shí)不斷增強(qiáng)。截至目前，山東省共有國(guó)家生態(tài)文明建設(shè)示范市縣9個(gè)，“綠水青山就是金山銀山”實(shí)踐創(chuàng)新基地5個(gè)，全國(guó)生態(tài)文化村48個(gè)。其中，去年山東“兩山”實(shí)踐創(chuàng)新基地命名數(shù)量位居全國(guó)首位，總數(shù)躍居全國(guó)第二位。

“十四五”是污染防治攻堅(jiān)戰(zhàn)取得階段性勝利、繼續(xù)推進(jìn)美麗中國(guó)建設(shè)的關(guān)鍵期，黨的十九屆五中全會(huì)擘畫了生態(tài)文明建設(shè)的新藍(lán)圖。山東省生態(tài)環(huán)境廳黨組書記、廳長(zhǎng)宋繼寶表示，“山東省生態(tài)環(huán)境的持續(xù)改善要從減少排放入手。我們要持續(xù)地調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、能源結(jié)構(gòu)、交通運(yùn)輸結(jié)構(gòu)、農(nóng)業(yè)投入結(jié)構(gòu)，持續(xù)推進(jìn)藍(lán)天、碧水、凈土空間，持續(xù)推進(jìn)生態(tài)的修復(fù)，持續(xù)推進(jìn)治理體系和治理能力現(xiàn)代化，重點(diǎn)是要構(gòu)建大環(huán)保的格局，讓山東的山更綠、水更清、環(huán)境更美好?！?/p>

如今，一幅青山綠水、江山如畫的生態(tài)文明建設(shè)美好圖景，正在神州大地鋪展；一場(chǎng)關(guān)乎億萬(wàn)人民福祉、中華民族永續(xù)發(fā)展的綠色變革，已經(jīng)開(kāi)啟。逐綠前行，踏上生態(tài)文明建設(shè)新征程的山東，必將更加美麗宜人。
