摘? 要：黨的十八大以來，國家高度重視知識(shí)產(chǎn)權(quán)工作，這使高校知識(shí)產(chǎn)權(quán)事業(yè)迎來前所未有的機(jī)遇。通過對(duì)已建設(shè)知識(shí)產(chǎn)權(quán)信息服務(wù)平臺(tái)的9所河南省高校進(jìn)行網(wǎng)絡(luò)調(diào)查，了解目前該項(xiàng)服務(wù)開展的現(xiàn)狀，分析存在的問題，從規(guī)章制度、資源建設(shè)、人才引進(jìn)等幾個(gè)方面提出建議。以期促進(jìn)河南省高校知識(shí)產(chǎn)權(quán)信息服務(wù)水平的提升，助力建設(shè)知識(shí)產(chǎn)權(quán)強(qiáng)國計(jì)劃。

Analysis of the Status of Intellectual Property Information

Services of Universities in Henan Province

Abstract：Since the 18th National Congress of the CPC，China has attached great importance to intellectual property work，this is an unprecedented opportunity for the development of intellectual property in universities. Through an online survey of 9 universities in Henan Province that have built an intellectual property information service platform，they can grasp the current status of the service，analyze the existing problems，and make suggestions in terms of regulations，resource construction，and talent introduction. It is expected to promote the improvement of the level of intellectual property information services of colleges and universities in Henan Province，and to help build a plan to strengthen the country with intellectual property.

為實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略和國家知識(shí)產(chǎn)權(quán)強(qiáng)國戰(zhàn)略，如何利用自身的優(yōu)勢建設(shè)知識(shí)產(chǎn)權(quán)信息服務(wù)中心，充分發(fā)揮職能，開展高質(zhì)量知識(shí)產(chǎn)權(quán)信息服務(wù)，提升創(chuàng)新能力，是高等學(xué)校目前應(yīng)思考的問題。

2018年4月，習(xí)近平總書記在博鰲亞洲論壇年會(huì)上強(qiáng)調(diào)要加強(qiáng)知識(shí)產(chǎn)權(quán)保護(hù)。這再一次引起了河南省高校對(duì)發(fā)展知識(shí)產(chǎn)權(quán)信息服務(wù)工作的重視，在前期開展工作的基礎(chǔ)上，迅速響應(yīng)國家政策[1]。2019年3月，鄭州大學(xué)入選首批高校國家知識(shí)產(chǎn)權(quán)信息服務(wù)中心[2]。同年8月，河南省遴選出第一批高校知識(shí)產(chǎn)權(quán)運(yùn)營管理中心建設(shè)試點(diǎn)單位：河南師范大學(xué)、河南大學(xué)、中原工學(xué)院[3];9月，遴選出的2019年高校知識(shí)產(chǎn)權(quán)運(yùn)營管理中心建設(shè)試點(diǎn)單位為河南科技大學(xué)、洛陽理工學(xué)院、鄭州航空工業(yè)管理學(xué)院、商丘師范學(xué)院、信陽師范學(xué)院[4]。

1? 河南省高校知識(shí)產(chǎn)權(quán)信息服務(wù)現(xiàn)狀

河南省高校為提高教育綜合實(shí)力，深入貫徹知識(shí)產(chǎn)權(quán)戰(zhàn)略，在知識(shí)產(chǎn)權(quán)信息服務(wù)方面積極探索，推進(jìn)建設(shè)高校知識(shí)產(chǎn)權(quán)管理服務(wù)中心，完善知識(shí)產(chǎn)權(quán)信息服務(wù)平臺(tái)。

為充分了解河南省高校知識(shí)產(chǎn)權(quán)信息服務(wù)工作的現(xiàn)狀，下面選取河南省已開展知識(shí)產(chǎn)權(quán)管理服務(wù)平臺(tái)的高校，即鄭州大學(xué)、河南大學(xué)、河南師范大學(xué)、河南科技大學(xué)、中原工學(xué)院、洛陽理工學(xué)院、鄭州航空工業(yè)管理學(xué)院、商丘師范學(xué)院、信陽師范學(xué)院這9所高校為研究對(duì)象，分析河南省高校知識(shí)產(chǎn)權(quán)信息服務(wù)現(xiàn)狀。

1.1? 知識(shí)產(chǎn)權(quán)信息服務(wù)入口設(shè)置

知識(shí)產(chǎn)權(quán)信息服務(wù)平臺(tái)的入口位置從一定程度上反映該服務(wù)被知悉或被獲取的難易程度。如果提供服務(wù)平臺(tái)的位置比較隱蔽或無法找到相關(guān)信息，可能導(dǎo)相關(guān)服務(wù)的提供不被知曉。

對(duì)這9所高校知識(shí)產(chǎn)權(quán)信息服務(wù)平臺(tái)網(wǎng)頁進(jìn)行訪問（訪問調(diào)查時(shí)間為2020年3月20日），結(jié)果如表1所示。知識(shí)產(chǎn)權(quán)信息服務(wù)平臺(tái)設(shè)立在圖書館的有鄭州大學(xué)和河南大學(xué)，設(shè)立在科技處的是河南師范大學(xué)，其余高校均無法查找到知識(shí)產(chǎn)權(quán)信息服務(wù)平臺(tái)相關(guān)介紹。

1.2? 知識(shí)產(chǎn)權(quán)信息服務(wù)資源配置

為保障各高校知識(shí)產(chǎn)權(quán)信息服務(wù)順利開展，相關(guān)資源的配置是必不可少的。從調(diào)查結(jié)果看，除洛陽理工學(xué)院、鄭州航空工業(yè)管理學(xué)院、商丘師范學(xué)院沒有相關(guān)資源，信陽師范學(xué)院圖書館無法訪問外，其他高校主要的資源有2種類型：（1）購買的商業(yè)專利數(shù)據(jù)庫;（2）提供的免費(fèi)專利數(shù)據(jù)庫和公共服務(wù)平臺(tái)。
