全民健身與旅游業(yè)齊飛萬盛，一座體育與旅游共融共贏的城市

“萬盛的變化讓我欣喜，城市更整潔了，景區(qū)更漂亮了，體育運動和賽事組織的水平也越來越高了……”

日前，在“重慶萬盛龍鱗石海杯”2015年全國無線電測向錦標(biāo)賽比賽現(xiàn)場，國家體育總局航空無線電模型運動管理中心副主任陳建軍這樣評價了今天的萬盛。

陳建軍是萬盛的老朋友。2011年第十八屆全國定向錦標(biāo)賽、第七屆全國定向冠軍賽以及2012年世界定向排位賽系列賽期間，陳建軍兩度蒞臨萬盛，親身感受了萬盛的城市環(huán)境、旅游風(fēng)貌、比賽場地和賽事組織等情況。

今年，全國無線電測向錦標(biāo)賽在次在萬盛舉辦，全國300余名高手同臺競技，陳建軍再次光臨萬盛。他無不感慨地說，萬盛現(xiàn)在正在大力實施全民健身戰(zhàn)略，定向測向運動具備的特性，與“全民健身”這個關(guān)鍵詞特別契合，同時定向測向運動更多是在野外舉行，這與萬盛旅游城市的內(nèi)涵打造不謀而合。

走體育與旅游結(jié)合之路，將運動健康植入旅游，促進體旅融合發(fā)展，著力打造運動休閑之城，構(gòu)建全民健身事業(yè)與旅游產(chǎn)業(yè)發(fā)展的雙贏格局，是萬盛經(jīng)開區(qū)近年來明確提出的“體旅融合”發(fā)展的重大戰(zhàn)略。

那么，萬盛為什么要大力推進體旅融合？體育融合有什么意義？如何對其謀篇布局？又要實現(xiàn)什么樣的目標(biāo)呢？

全民健身：萬盛旅游“三次創(chuàng)業(yè)”的核心驅(qū)動力

黨的十八大提出了“兩個一百年”的奮斗目標(biāo)。據(jù)測算，到2020年我國人均GDP將達到1.2-1.5萬美元，跨入中等收入國家行列，中國消費需求結(jié)構(gòu)將從生存型消費向發(fā)展型消費升級，從物質(zhì)消費向服務(wù)消費升級，旅游業(yè)發(fā)展進入新常態(tài)，大眾對旅游的消費理念和模式正在加快轉(zhuǎn)變。

萬盛是重慶市的一個老工礦區(qū)，也是全國100個產(chǎn)煤大縣之一，屬于典型的資源型城市。面對資源枯竭，萬盛未來如何轉(zhuǎn)型？如何在消費結(jié)構(gòu)升級過程中，并結(jié)合自己的特點創(chuàng)新型發(fā)展？這是他們思考的重點問題。

“當(dāng)前，我們實施全民健身戰(zhàn)略，將全民健身作為旅游‘三次創(chuàng)業(yè)’的重要內(nèi)容，將運動健康作為萬盛旅游的特質(zhì)，通過體育與旅游全面融合，大力發(fā)展體育旅游，正是新常態(tài)下適應(yīng)旅游業(yè)發(fā)展趨勢的重要舉措?！比f盛經(jīng)開區(qū)有關(guān)負責(zé)人說，由此萬盛將一舉搶占體育旅游的新興市場，促使萬盛旅游繼續(xù)領(lǐng)跑全市旅游發(fā)展。

萬盛旅游資源獨特，擁有黑山谷國家AAAAA級旅游景區(qū)，是“中國優(yōu)秀旅游城區(qū)”、重慶市唯一的“旅游經(jīng)濟試驗區(qū)”、“中國羽毛球之鄉(xiāng)”、“中國定向運動訓(xùn)練基地”和“國家資源轉(zhuǎn)型試點城市”，已成為重慶“山水都市”最具影響力的生態(tài)旅游精品、長江三峽旅游帶外環(huán)的重要節(jié)點和重慶周邊旅游的熱點地區(qū)之一。然而，目前萬盛旅游產(chǎn)品結(jié)構(gòu)單一、淡旺季明顯、消費業(yè)態(tài)奇缺。這既不能充分滿足人民群眾日益增長的旅游需求，也制約了萬盛旅游業(yè)的轉(zhuǎn)型升級、提質(zhì)增效。為此，萬盛確定，當(dāng)前和今后一個時期，要把傳統(tǒng)旅游產(chǎn)品升級和豐富旅游新產(chǎn)品新業(yè)態(tài)擺在突出位置，推動旅游產(chǎn)品結(jié)構(gòu)由觀光為主，向生態(tài)旅游、體育旅游全面發(fā)展。

為此，實施全民健身戰(zhàn)略將充分發(fā)揮萬盛體育與旅游先天優(yōu)勢，致使旅游與一二三產(chǎn)業(yè)融合發(fā)展，與生態(tài)文明、城鎮(zhèn)化、信息化、農(nóng)業(yè)現(xiàn)代化緊密結(jié)合，與文化、科技、醫(yī)療、商貿(mào)領(lǐng)域深度融合，不斷催生體育競技旅游、體育健身旅游、體育賽事旅游、體育文化旅游、體育科技旅游、體育醫(yī)療健康旅游等新業(yè)態(tài)，延長游客停留時間，拉動來區(qū)游客人均消費水平跨越式增長（預(yù)計從現(xiàn)階段500元/人，躍升到1000元/人），形成從量到質(zhì)的變化。由此推動萬盛旅游產(chǎn)業(yè)與優(yōu)勢資本相結(jié)合，拓展旅游產(chǎn)業(yè)鏈、拉長產(chǎn)業(yè)鏈，激勵萬眾創(chuàng)業(yè)，共享旅游發(fā)展機遇，共同做大旅游產(chǎn)業(yè)，實現(xiàn)旅游經(jīng)濟極速增長。

推進體旅融合發(fā)展擁有深厚的基礎(chǔ)

一直以來，萬盛經(jīng)開區(qū)都非常注重全民健身運動，為該區(qū)體育旅游融合發(fā)展作了有益的探索和嘗試。據(jù)區(qū)旅游局局長梁正和介紹，他們曾成功舉辦過2011年全國定向錦標(biāo)賽、2012年全國定向冠軍賽，吸引了世界和全國最優(yōu)秀的定向運動選手參賽，同時萬盛也成為了中國首個定向運動訓(xùn)練活動基地。同時，他們曾多次冠名國家、市級羽毛球賽事活動，通過在賽場上的曝光率，提升并展示萬盛旅游品牌形象。比如，舉辦了“體驗萬盛羽球文化、暢游最美養(yǎng)生峽谷”中國運動養(yǎng)生旅游專線黑山谷百車自駕體驗活動，開辟康體健身旅游線路；舉辦了“全市大學(xué)生徒步穿越黑山谷戶外競技大賽”、“氧出健康美”黑山谷·新女報2015重慶小姐大賽等系列體育與旅游結(jié)合的活動，進一步弘揚運動之美、健康之旅。

近年來，萬盛旅游業(yè)也獲得了快速發(fā)展。2013年，萬盛接待游客數(shù)達712萬人次，旅游綜合收入為35.6億元。2014年，全區(qū)接待游客數(shù)為770.3萬人次，同比增長8%，實現(xiàn)旅游綜合收入38.5億元，同比增長8.1%。

從三個方面，加快推進體旅深度融合

那么，在新的歷史階段，萬盛區(qū)對體旅融合發(fā)展如何謀篇布局呢？

據(jù)介紹，按照實施全民健身戰(zhàn)略意見要求，該區(qū)將從三個方面加快推進體旅深度融合：

一是打造運動健康景區(qū)景點。以黑山谷、龍鱗石海景區(qū)為重點，打造戶外運動、定向測向運動基地。完善旅游度假區(qū)健身設(shè)施，為游客提供旅游健身服務(wù)。

二是開發(fā)運動健康線路產(chǎn)品。策劃包裝以羽毛球、定向運動、戶外健身等為主題的旅游線路，鼓勵旅行社開發(fā)團隊線路產(chǎn)品，參觀運動健康景點，體驗體育健身活動。支持運動健康俱樂部、社團組織開展體育旅游主題活動。

三是策劃體育旅游宣傳營銷活動。將“健康之旅”作為旅游宣傳營銷主題，充分利用各類媒體，大力度、全方位、深層次廣泛宣傳。策劃組織體育與旅游的賽事活動，重點打造黑山谷全國羽毛球挑戰(zhàn)賽，增強旅游影響力，提升地區(qū)知名度。

千里之行 始于足下

方向已經(jīng)明確，目標(biāo)已經(jīng)確定，那么眼下如何做呢？

“當(dāng)前，我們正在積極策劃和籌備一系列體旅融合賽事活動?！绷赫驼劦搅搜巯滤麄円龅囊恍┚唧w事宜。

一是推出健步走系列活動。在黑山谷景區(qū)開展“走出健康美、氧在黑山谷”——有氧健步走運動體驗游活動，通過具體的運動指標(biāo)參數(shù)，讓游客直觀感受到健步走運動給身體帶來的各種益處。邀請“重慶走走族”、萬盛戶外運動協(xié)會等，到景區(qū)實地體驗健步走運動。結(jié)合金科、天籟谷等旅游地產(chǎn)企業(yè)組織的大型銷售活動，開展萬人黑山谷健步走活動。

二是開展定向體驗系列活動。啟動“重返6億年，定向古石林”—定向運動體驗游活動，在龍鱗石海景區(qū)內(nèi)安裝定向運動體驗設(shè)備，讓廣大市民游客親身體驗定向運動的樂趣。邀請南岸區(qū)珊瑚小學(xué)定向運動隊與萬盛小學(xué)定向運動隊在龍鱗石海景區(qū)進行定向運動友誼賽，共同切磋技藝、交流感受。在第四屆中國西部旅游產(chǎn)業(yè)博覽會萬盛展廳中設(shè)置定向運動體驗游項目，游客可在專業(yè)教練指導(dǎo)下，帶上指卡，現(xiàn)場參與定向運動旅游。

三是舉辦中國·重慶萬盛黑山谷杯羽毛球挑戰(zhàn)賽。該賽事于2015年7月4日-2016年1月3日舉行，主要面向業(yè)余羽毛球運動員，比賽分為周賽和總決賽，其中周賽將舉辦24場，每場將決出前3名，分別獲得1萬元、8000元、5000元獎勵；最終24名周冠軍將角逐最后的總冠軍，總冠軍將獲得20萬元巨額獎勵，亞軍至第六名將分別獲得10萬元、8萬元、4萬元、3萬元和2萬元的獎勵。賽事期間還將舉行子如廣場“千人揮拍”、羽球高峰論壇、媒體記者羽球邀請賽、公益捐助等活動。

同時，他們還將以羽毛球運動、戶外運動、定向測向運動為特色打造提升全民健身中心（羽毛球公園、羽毛球廣場）、黑山谷景區(qū)、龍鱗石海景區(qū)、青山湖、板遼湖、魚子崗等體育旅游景區(qū)景點；開發(fā)以羽毛球、定向運動、戶外健身等為主題的參觀體育旅游景點、體驗運動健身活動的體育旅游線路；將“運動之旅”作為旅游宣傳營銷主題，重點打造中國（重慶）萬盛羽毛球旅游文化節(jié)、重慶萬盛黑山谷羽毛球公開賽，開展體育旅游宣傳營銷活動。

這些，都將極大豐富萬盛旅游內(nèi)涵，切實增強萬盛旅游的知名度和影響力，形成萬盛旅游的特質(zhì)和賣點，有力提升萬盛旅游核心競爭力。

To most people who love to travel, they are quite familiar with Wansheng Black Mountain Valley which is well-known to every household in Chongqing. Wansheng Black Mountain Valley has been open to public since 2002; people who have been there once will never forget its "nature, simplicity, origin". In recent years, Black Mountain valley added new projects that explore more fun and health experiences to tourists, on the basis of the original ecological landscape by re-planning, renovation.

Black Mountain valley scenic area is one of the national 5A scenic spot, as well as a national forest park, a national geological park. It is also one of the most attractive scenic spots and famous mountains for best tourist resort in China. It is marked as "new Ba-Yu top 12", Chongqing's first environmental protection demonstration area.

Chongqing Black Mountain valley scenic area has two major attractions: Black Mountain valley and Dragon Scale Stone Sea, which are 90km away from Chongqing city, covering an area of 110 square kilometers. Black Mountain valley takes up to 13 km walk-way. There are "fi ve gorges, seven areas, twelve peaks, thirty-six bridges, ninety-nine waterfalls, one hundred and eight pools" and many other beautiful tourist spots. The height from the bottom to the top of the mountain is about 1,200 meters. The slope of the valley’s two asides is 70-80 degrees.

No one would doubt the beautiful scenic spots when they have their fi rst sight at Black Mountain Valley.

About seventy million years ago, the mainland of China had a huge crustal movement (the "Yanshan movement"). Sichuan basin and Chongqing Wansheng Black Mountain valley area suffered serious extrusion and bending, combined with the junction with the long-term effects of conflicting and resistance to corrosion of bed rock. So nowadays, Black Mountain valley was created as the largest and most intact original ecological protection of the high and steep 5 a forest canyon in Chongqing…

The scene that one initially meets the boundless original forest certainly holds the impression of vast Green Ocean. Tourists are warmly welcomed by the vivacious surrounding views, and feel like literally in the hands of nature.

From the moment the lodge reveals itself shyly between the beautiful surrounding mountains and valleys, you know this place is special. Taking electromobile for 6 km, one can arrive at his fi rst sight of the valley—Green Jade Tower. Whether one travels around "five gorge, seven areas twelve peaks, thirty-six bridges, ninety-nine waterfalls, one hundred and eight pools" or catch a cool summer's breeze on the wrap-around exterior deck overlooking the valley, the pervading feeling is oneness with nature. The valley actually is extremely narrow, cliffs stands on both sides of the bamboo ridge cover. The gorge is in general about 20 meters wide some of the river just a few meters. One can spot along the transparent glass plank cliff seeing the Carp River flowing under their feet . The famous Yu Qian rift valley is located in the deepest of Black Mountain Valley. Tourists also are able to choose their favorable activitiesamong the abundant forest, experience standing on the bridge of the narrowest place of valley, touching engraved letters "Chongqing" and "Guizhou" that on the rocks. One would feel like within himself there is stillness and a sanctuary to which he can retreat at any time and be himself.

Natural Dragon Scale Stone Sea, Explores the secrets of nature

Dragon Scale Stone Sea is the other main scenic spot of Black Mountain Valley. It is a typical carbonate karsts erosion karsts landforms, demonstrated by the stone forest, underground caves and ancient fossils landscape. This scenic spot could be dated back to 465-600 million years ago.

As China's first flower- stone forest, it is surrounded by a lot of flowers and plants, and the Dragon Scale Stone Sea seems to have many secrets. It has been found that one of the oldest stone forest with a view of rare dragon scaly surface rendering, as well as their reputation, both due to accident of natural viewing, and due to the heavy history, culture, the perfect fusion.

Walking in the Dragon Scale Stone Sea, people will fi nd there are many natural graces to enjoy, including as many as 207 tourist sites, such as "stone fan, stone drum, stone turtle”. "Water Stone Forest, Fog Stone Forest, Hole Stone Forest" are given a name of Forest-Stone three odds. One would be amazed by all the parts within the stone sea, the mountains, valleys and stones.

Wansheng Black-Mountain Valley Trip Advisor

From Chongqing outer ring expressway, Yu-Qian highway, Qi Wan Highway, to Wansheng, then Black-Mountain valley, the entire journey is about 110 km, and there are parking lots in the scenic area. Black Mountain Valley Resort Landscape

Tourism, a distinctive characteristic of Wansheng, is the strategic target in its transitional development. Since the establishment of Wansheng Economic and Technology Development Zone, the Party Working Committee and Administrative Committee of Wansheng District have selected tourism development as the direction of urban transformation, encouraging a third startup in tourism business. And their goal is to develop Black Mountain Valley into a state-level tourist resort by 2017 and to build Wansheng into a nationwide renowned tourism city by the year of 2020 with all efforts.

Zhu Chuan, deputy director of the Party Working Committee and Administrative Committee of Wansheng Economic and Technology Development Zone, elaborately pictures the prospect of Wansheng as follows: Focusing on the development goal to build it into a state-level tourist resort and an eco-tourism holiday resort of Chongqing, we will achieve a win-win interaction and benign circulation between the scenic area and tourism real estate and build Wansheng into a nationally famous tourist city with ecological, athletic and healthy natures as well as a second living home fo citizens in the major city by continuously pushing forward the tough three-year operation to promote tourism infrastructura facilities, scenic areas and normative order, comprehensively enhancing the arrangement and management of infrastructures in the summer resort real estate, and improving the core competitiveness of tourism products.

A wellness-based tourist resort in the suburb

In January of 2014, 10 tourist resorts including Chongqing Black Mountain Valley were conferred the First Batch o Municipal-level (Provincial-level) Tourist Resort after the deliberation of the leading group of Chongqing Tourism and Economy Development on its fi rst plenary session. It was then that Wansheng Black Mountain Valley Tourist Resort wasoffi cially listed in the batch.

As one of the most inviting tourist cities of China, Chongqing will be attaching greater importance to the development of tourist resorts in its future tourism promotion so as to meet the comprehensive leisure demand of tourists such as relaxation, health care, sports, puzzle game, and recreation. And as a favorable tourist city in China and Chongqing’s pilot area of tourism economy, Wansheng will usher in its times of driving tourism development in all respects after the Black Valley Resort’s successful promotion as one of the “5A-level National Tourist Attractions”.

Located in the territory of Heishan Black Mountain Town and back to the 5A-level Black Valley tourist attraction, National Forest Park, and National Geological Park, Black Mountain Valley Tourist Resort covers an area of about 28 square kilometers. Distinctive in natural ecology and with a cultural connotation of health maintenance, the resort integrates functions such as healthy holidaying, ecorecreation, rehabilitation and convalesce, sports and exercise, commercial meeting, and cultural experience, which make it a mountainous tourist resort in the suburb that is suitable for traveling, living, and health caring.

Black Mountain Valley—what is in store?

On Otc.28th, 2014, Chongqing Municipal People’s Government issued an official approval of“Overall Plan for the Chongqing Black Valley Tourist Resort(2014—2030)” ( hereinafter referred to as plan), which provides Wansheng with a detailed plan and high standards for the establishment of the statelevel Black Valley Tourist Resort.

The prospective of the Black Mountain Valley is indeed worth expectation. But what can we mass consumers expect of the resort?

According to the plan, the development of the state-level Black Valley Tourist Resort mainly covers the following aspects:

Planning scope and area

Based on the standards of state-level tourist resort and the status of construction, the scope of Black Valley Tourist Resort covers the region along“Guanyin Temple—Hegou—Bajiao—Dapingtu—Tianlai Valley”, with an area as large as 28 square kilometers and an aptitude between 800 to 1559 meters.

Strategic positioning

The functional positioning of the Black Mountain Valley Tourist Resort is to be distinctive in natural ecology and with a cultural connotation of health maintenance, it will integrate functions such as healthy holidaying, eco-recreation, rehabilitation and convalesce, sports and exercise, commercial meeting, and cultural experience, which make it a mountainous tourist resort in the suburb that is suitable for traveling, living, and health caring.

Development goals

By 2017, the Black Mountain Valley Tourist Resort will have been developed into a state-level tourist resort and a base for summer vacation and health maintenance in the city of Chongqing. By 2025, it will have been built into a nationwide renowned tourist destination for holidaying and health maintenance.

Space arrangement and zone planning

Based on the circumstances of the space and resource, the resort was set a development pattern called “One Corridor and Three Clusters”. “One corridor” refers to the long landscape corridor that crosses the resort area from the south to the north, and “three clusters” means Tianlai Valley’s ecoleisure cluster, Bajiao mountain summer vacation cluster, and Hegou outdoor sports consultation cluster.

With Kucaotang and Tianlai Valley as the core areas, Tianlai Valley eco-leisure cluster will highlight the theme of eco-leisure, introducing various projects of leisure and recreation to make it an eco-leisure resort that is rich in activities and forms, suitable for all-season traveling.

Bajiao mountain summer vacation cluster, with Bajiao, Dapingtu as core areas, will demonstrate itself in its advantages of natural, ecological environment and unique mountain climate for summer holiday. It will exert efforts on the development of modern service industry and build characteristic summer holiday town in mountain area and new urbanization projects oriented by wellness and retirement vocation industry.

The Hegou outdoor sports consultation cluster, with areas like Guanyin Temple and Hegou as its core, will highlight Linhai’s eco-environment advantage and the theme of “Staying healthy by exercise”, putting efforts into the development of leisure sports and ecological conference vocation industry so as to build a characteristic outdoor mountain sports base and a resort center of ecological conference in the mountainous area of West China.

System planning of tourism products

On the basis of Black Mountain Valley’s image positioning as “an all-season health-care tourist resort”, 10 quality tourism projects and 28 supporting tourism projects and a batch of supporting projects of tourism real estate are set in the plan.

The 10 quality tourism projects include an all-season indoor skiing resort, a wind tunnel for space entertainment, a club for low-aptitude flight sightseeing, a leisure park for outdoor mountain sports, Bajiao health care and holiday town, Dapingtu Medical Rehabilitation Center, Chinese Medicine Health World, Black Mountain Yelangli, Baoding Temple Monastery, and Black Valley Great Cultural Theater.

The 28 supporting tourism projects include 1 comprehensive service center, that is, the Bajiao Tourism Service Center; 2 commercial theme streets, which are, the Bajiao Leisure and Cultural Street and Tianlai Gourmet Street; 15 ecological experience projects that involve a long landscape corridor, Banshan Agricultural Tourist Park, Tianlai Karst Cave Science Fiction World, and the Forest Kingdom Adventure World; and 10 regimen vocation theme hotels which consist of Tianlai Valley Thermal Spring Spa Hotel, Black Mountain Forest Holiday Hotel, Kucaotang Chinese Medical Regimen Hotel and so on. The batch of supporting tourism real estates covers Jinke Chinese Regimen Town and Chongbao Cultural village.

As Zhu Chuan puts it, a tourism product system themed on ecological, medical, sports, food, cultural and entertainment regiment will thus take shape after the completion of the abovementioned projects, which on the other hand contributes to the building of a unique regimen industrial chain of the Black Mountain Valley and the creation of wellness tourism in mountainous area with Chinese characteristics.
