8月31日，市長(zhǎng)黃奇帆主持召開(kāi)重慶市推動(dòng)“一帶一路”和長(zhǎng)江經(jīng)濟(jì)帶發(fā)展領(lǐng)導(dǎo)小組第一次全體會(huì)議，審議并原則通過(guò)了《重慶市貫徹落實(shí)國(guó)家“一帶一路”戰(zhàn)略和建設(shè)長(zhǎng)江經(jīng)濟(jì)帶三年行動(dòng)計(jì)劃》以及相關(guān)工作規(guī)則。會(huì)議還就我市如何更好地主動(dòng)融入國(guó)家戰(zhàn)略，推動(dòng)“一帶一路”和長(zhǎng)江經(jīng)濟(jì)帶發(fā)展進(jìn)行了研究部署。

會(huì)議指出，實(shí)施“一帶一路”和長(zhǎng)江經(jīng)濟(jì)帶戰(zhàn)略，是中央主動(dòng)應(yīng)對(duì)全球形勢(shì)深刻變化，統(tǒng)籌國(guó)內(nèi)國(guó)際兩個(gè)大局做出的重大戰(zhàn)略部署。推動(dòng)“一帶一路”和長(zhǎng)江經(jīng)濟(jì)帶發(fā)展，很重要的是要促進(jìn)沿線(xiàn)國(guó)家和地區(qū)政策溝通、設(shè)施聯(lián)通、貿(mào)易暢通、資金融通、民心相通，這為廣大內(nèi)陸地區(qū)進(jìn)一步擴(kuò)大對(duì)外開(kāi)放、加快發(fā)展提供了難得的機(jī)遇。中央部署“一帶一路”戰(zhàn)略和推動(dòng)長(zhǎng)江經(jīng)濟(jì)帶發(fā)展以來(lái)，市委、市政府一手抓戰(zhàn)略部署落地，一手抓年度任務(wù)推進(jìn)，積極有序開(kāi)展各項(xiàng)工作，取得初步成效。

會(huì)議指出，此次制定的三年行動(dòng)計(jì)劃和相關(guān)工作規(guī)則，旨在深入實(shí)施國(guó)家“一帶一路”和長(zhǎng)江經(jīng)濟(jì)帶戰(zhàn)略部署，進(jìn)一步明確各單位工作職責(zé)和近期工作重點(diǎn)。三年行動(dòng)計(jì)劃分為綜合交通體系建設(shè)、能源設(shè)施建設(shè)、水利基礎(chǔ)設(shè)施建設(shè)、創(chuàng)新驅(qū)動(dòng)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)、內(nèi)陸開(kāi)放高地建設(shè)、長(zhǎng)江上游生態(tài)安全屏障建設(shè)、體制機(jī)制創(chuàng)新保障幾個(gè)部分，每個(gè)部分的重大項(xiàng)目、重大事項(xiàng)都落實(shí)到2015年至2017年三年工作中。相關(guān)工作規(guī)則明確了領(lǐng)導(dǎo)小組統(tǒng)籌推進(jìn)落實(shí)國(guó)家決策部署、審議和研究全市推動(dòng)“一帶一路”和長(zhǎng)江經(jīng)濟(jì)帶發(fā)展重大問(wèn)題等主要職責(zé)，以及各成員單位的職責(zé)分工、工作目標(biāo)和任務(wù)。

Huang Qifan: Chongqing needs to actively integrate into the national strategies, and promotes the development of “One Belt and One Road” and the Yangtze River Economic Belt

On August 31, Huang Qifan,the mayor of Chongqing, chaired the fi rst plenary meeting of the leading panel on the promotion of “One Belt and One Road” and the development of the Yangtze River Economic Belt in Chongqing. “Chongqing’s three-year action plan to carry out the national strategy of “One Belt and One Road” and the construction of the Yangtze River Economic Belt”and the relevant working rules have been reviewed and passed. On the meeting, strategies on how to better actively integrate into the national strategy to promote “One Belt and One Road” and the development of the Yangtze River Economic Belt have also been studied.

On the meeting, it has been pointed out that implementing the initiatives of “One Belt and One Road” and the construction of the Yangtze River Economic Belt is the major strategic deployment actively taken by the Central Committee in face of the profound changes of global situation to integrate domestic and international situations in a holistic way. To carry out the strategies, it is important to realize the connectivity of policies, facilities, trades, finance and peoples’ hearts among the countries and regions along the route, which provides the inland with great opportunities to further expand opening to the outside world and accelerate development. Since the formulation of the strategies by the Central Committee, the municipal Party committee and government have actively carried out the strategies as they forged ahead the annual task. All work is going well and initial results have been achieved.

On the meeting, it has been pointed out that implementing the three-year action plan and relevant working rules is to carry out to the letter the national strategies of “One Belt and One Road”and the construction of the Yangtze River Economic Belt, and to further define the responsibilities and recent work focus of all units. The three-year action plan includes several parts: the construction of comprehensive traffic system, energy facilities construction, water conservancy infrastructure construction, the transformation and upgrading of innovation-driven industry, the opening-up of the inland, the construction of ecological security barrier in the upper area of Yangtze river, and insurance for system and mechanism innovation. The major projects and issues of each part shall be completed from 2015 to 2017. The relevant working rules have specified the responsibilities of the leading panel to holistically promote and implement the national policies, and to review and study the major issues appearing in the promotion process of “One Belt and One Road” and the construction of the Yangtze River Economic Belt. The responsibilities, working objectives and tasks of the member units also have been specifi ed in these rules.
