滔滔黃河，奔騰入海；浩浩齊魯，山水雄渾。山東，地跨黃河、淮河、海河三大流域，治水歷史源遠流長，水網(wǎng)縱橫交錯，水利工程星羅棋布。

受地理、降水等自然條件制約，山東水資源嚴重短缺且時空分布不均，人均水資源占有量僅298立方米，不足全國人均占有量的1/6。盡管如此，山東仍以占全國1%的水資源，生產(chǎn)了約8%的糧食，養(yǎng)育了7.2%的人口。有限的水資源如何支撐經(jīng)濟社會高質(zhì)量發(fā)展，山東用行動給出了答案。

2022年，山東入選全國首批省級水網(wǎng)先導區(qū)，全省水利系統(tǒng)深入貫徹習近平總書記“節(jié)水優(yōu)先、空間均衡、系統(tǒng)治理、兩手發(fā)力”治水思路和關(guān)于治水的重要論述，錨定保障水安全、保護水生態(tài)、發(fā)展水經(jīng)濟、改善水民生“四水統(tǒng)籌”總體目標，全面落實依法管水、科技興水、系統(tǒng)治水、改革活水、數(shù)字強水、文化鑄水“六水共治”發(fā)展思路，更好統(tǒng)籌發(fā)展和安全，全力推進國家省級水網(wǎng)先導區(qū)建設(shè)。

聚力“水網(wǎng)+防洪安全”，確保重點河湖長治久安；聚力“水網(wǎng)+生態(tài)保護”，推動人與自然和諧共生；聚力“水網(wǎng)+民生改善”，增強優(yōu)質(zhì)涉水產(chǎn)品供給；聚力“水網(wǎng)+業(yè)態(tài)融合”，壯大綠色低碳發(fā)展動能……通過創(chuàng)新實施“水網(wǎng)+”行動，山東著力構(gòu)筑水安全保障網(wǎng)、水民生服務(wù)網(wǎng)、水生態(tài)保護網(wǎng)，建設(shè)水美鄉(xiāng)村示范帶、內(nèi)河航運示范帶、文旅融合示范帶、綠色發(fā)展示范帶，推動形成“三網(wǎng)四帶”總體格局，加快培育涉水綠色發(fā)展新業(yè)態(tài)，塑造水利發(fā)展新動能、新優(yōu)勢。

當前，山東正加快構(gòu)建形成“一環(huán)三軸、七縱九橫、兩湖多庫”的省級水網(wǎng)格局，打造國家水網(wǎng)建設(shè)的省域范例?？咐涡?lián)敚宫F(xiàn)新作為，山東現(xiàn)代水網(wǎng)建設(shè)正以昂揚的姿態(tài)力爭上游，從“先行先試”到“示范引領(lǐng)”，不斷開創(chuàng)新局面，譜寫新篇章。

沿著水網(wǎng)看山東，看山東沃野千里、長河奔涌、利澤萬方、揚浪千重；看水網(wǎng)保安全、護生態(tài)、惠民生、強支撐、深賦能……新時代的水利故事，正在齊魯大地精彩上演。

In 2022， the Ministry of Water Resources launched the building of provincial pilot zones for water networks in China and selected seven provinces for pilot programs. As one of the first batch of provincial-level water network pilot zones in China， Shandong made an all-out effort to advance the building of a provincial pilot zone for water networks with a focus on the overall goal of “coordinating water in four aspects”， i.e. ensuring water security， protecting water ecology， developing water economy， and improving water-related livelihoods.

Insisting on systematic planning and overall coordination， Shandong has organically combined water network building with flood control security， ecological protection， rural revitalization， industrial development， and transportation， ensured the effective combination of policies by integrated planning and coordinated advancement， and achieved the unity of economic benefits， social benefits， ecological benefits and security benefits.
