康紹忠,著名農(nóng)業(yè)水土工程學(xué)家,中國(guó)工程院院士。1982 年武漢水利電力學(xué)院本科畢業(yè),1985 年和1990 年在西北農(nóng)業(yè)大學(xué)獲農(nóng)學(xué)碩士與工學(xué)博士學(xué)位,先后在香港浸會(huì)大學(xué)、以色列ARO 水土與環(huán)境科學(xué)研究所、澳大利亞維多利亞可持續(xù)灌溉農(nóng)業(yè)研究所、CSIRO 水土研究所進(jìn)行合作研究,2010 年被英國(guó)Lancaster 大學(xué)授予榮譽(yù)科學(xué)博士學(xué)位。1993 年9 月晉升為教授,1995 年被評(píng)為博士生導(dǎo)師。現(xiàn)任中國(guó)農(nóng)業(yè)大學(xué)教授、中國(guó)農(nóng)業(yè)水問題研究中心主任、甘肅武威綠洲農(nóng)業(yè)高效用水國(guó)家野外科學(xué)觀測(cè)研究站站長(zhǎng)。兼任中國(guó)工程院第八屆主席團(tuán)成員、國(guó)家自然科學(xué)基金委員會(huì)咨詢委員會(huì)委員、中國(guó)農(nóng)業(yè)節(jié)水和農(nóng)村供水技術(shù)協(xié)會(huì)會(huì)長(zhǎng)、全國(guó)高等學(xué)校農(nóng)業(yè)工程類專業(yè)教學(xué)指導(dǎo)委員會(huì)主任委員、農(nóng)業(yè)農(nóng)村部節(jié)水農(nóng)業(yè)專家指導(dǎo)組組長(zhǎng)、水利部科學(xué)技術(shù)委員會(huì)委員、中國(guó)農(nóng)業(yè)工程學(xué)會(huì)名譽(yù)理事長(zhǎng)、中國(guó)國(guó)家灌排委員會(huì)副主席,《中國(guó)農(nóng)業(yè)大學(xué)學(xué)報(bào)》編輯委員會(huì)主任、《Journal of Integrative Agriculture》、《生態(tài)學(xué)報(bào)》、《農(nóng)業(yè)工程學(xué)報(bào)》副主編。曾任中國(guó)工程院農(nóng)業(yè)學(xué)部第四屆常委會(huì)主任、國(guó)務(wù)院學(xué)位委員會(huì)第六、七屆農(nóng)業(yè)工程學(xué)科評(píng)議組召集人,農(nóng)業(yè)部第六、九屆科學(xué)技術(shù)委員會(huì)委員,教育部第五屆科學(xué)技術(shù)委員會(huì)委員。

長(zhǎng)期從事農(nóng)業(yè)高效用水與水資源研究,先后主持國(guó)家和部省級(jí)科研項(xiàng)目40 余項(xiàng),研究成果發(fā)展了旱區(qū)土壤-植物-大氣連續(xù)體水碳循環(huán)理論與作物耗水計(jì)算方法,創(chuàng)建了基于作物生命需水信息的節(jié)水調(diào)質(zhì)高效灌溉理論與技術(shù)體系,建立了河西走廊主要作物水肥藥一體化調(diào)控綜合技術(shù)模式,揭示了大規(guī)模人類水事活動(dòng)的生態(tài)環(huán)境影響,創(chuàng)立了旱區(qū)流域尺度面向生態(tài)的水資源合理配置與調(diào)控理論及其應(yīng)用模式,大幅度提升了區(qū)域農(nóng)業(yè)用水效率,推動(dòng)了農(nóng)業(yè)水土工程領(lǐng)域的科技進(jìn)步和學(xué)科發(fā)展。先后出版學(xué)術(shù)著作與教材16 部,獲國(guó)家優(yōu)秀科技圖書三等獎(jiǎng)1 部、中國(guó)出版政府獎(jiǎng)圖書獎(jiǎng)提名獎(jiǎng)1 部、國(guó)家“三個(gè)一百”原創(chuàng)性圖書出版工程1 部;公開發(fā)表學(xué)術(shù)論文500 余篇,其中SCI 收錄200 余篇;論著被引用38 000 余次,連續(xù)入選Elsevier“2014—2021 年中國(guó)高被引學(xué)者榜單”。獲2006 年度ICID 國(guó)際農(nóng)業(yè)節(jié)水技術(shù)創(chuàng)新杰出貢獻(xiàn)獎(jiǎng)1 項(xiàng)(該年度全球唯一獲獎(jiǎng)?wù)撸?、?guó)家科技進(jìn)步一等獎(jiǎng)1 項(xiàng)、國(guó)家科技進(jìn)步二等獎(jiǎng)3 項(xiàng)、國(guó)家自然科學(xué)二等獎(jiǎng)1 項(xiàng)。

發(fā)起成立中國(guó)農(nóng)業(yè)工程學(xué)會(huì)農(nóng)業(yè)水土工程專業(yè)委員會(huì),創(chuàng)建旱區(qū)農(nóng)業(yè)水土工程教育部重點(diǎn)實(shí)驗(yàn)室,領(lǐng)導(dǎo)建成了我國(guó)第一個(gè)農(nóng)業(yè)水土工程國(guó)家重點(diǎn)學(xué)科;發(fā)起成立中國(guó)農(nóng)業(yè)水問題研究中心,創(chuàng)建甘肅武威綠洲農(nóng)業(yè)高效用水國(guó)家野外科學(xué)觀測(cè)研究站,發(fā)起舉辦全國(guó)大學(xué)生農(nóng)業(yè)水利工程及相關(guān)專業(yè)創(chuàng)新設(shè)計(jì)大賽,多次參與國(guó)家相關(guān)部委的戰(zhàn)略咨詢研究,多項(xiàng)政策咨詢建議獲中央領(lǐng)導(dǎo)的重要批示。

1993 年獲國(guó)務(wù)院政府特殊津貼,1994 年首批入選中國(guó)科學(xué)院“百人計(jì)劃”并獲第四屆中國(guó)青年科技獎(jiǎng),1996 年首批入選國(guó)家“百千萬人才工程”,1997 年獲國(guó)家杰出青年科學(xué)基金并被中國(guó)科學(xué)院授予“優(yōu)秀科研團(tuán)隊(duì)”,2001 年入選教育部國(guó)家級(jí)人才計(jì)劃,2003 年被科技部、農(nóng)業(yè)部、水利部、國(guó)家林業(yè)局聯(lián)合授予“全國(guó)農(nóng)業(yè)科技先進(jìn)工作者”并獲中國(guó)科協(xié)首屆“西部開發(fā)突出貢獻(xiàn)獎(jiǎng)”,2006 年入選教育部創(chuàng)新團(tuán)隊(duì),2011 年當(dāng)選中國(guó)工程院院士,2013 年入選國(guó)家自然科學(xué)基金優(yōu)秀創(chuàng)新研究群體。曾被評(píng)為全國(guó)教書育人楷模、全國(guó)教育系統(tǒng)勞動(dòng)模范、全國(guó)模范教師、國(guó)家有突出貢獻(xiàn)的中青年專家,陜西省“十大杰出青年”以及北京市優(yōu)秀共產(chǎn)黨員、北京市優(yōu)秀思想政治工作者和北京市先進(jìn)工作者。

Prof. KANG Shaozhong is a renowned agricultural soil and water engineering scientist and an academician of the Chinese Academy of Engineering. He completed his undergraduate studies at Wuhan Institute of Hydraulic and Electric Engineering in 1982 and obtained a Masterapos;s degree in Agriculture and a Doctoral degree in Engineering from Northwest Aamp;F University in 1985 and 1990, respectively. He has conducted collaborative research at various international institutions including Hong Kong Baptist University, the Agricultural Research Organization (ARO) Volcani Center in Israel, the Institute of Sustainable Irrigated Agriculture (Vic.) in Australia, and the CSIRO Land and Water research institute. In 2010, he was awarded an Honorary Doctor of Science degree by Lancaster University, UK. Prof. KANG was promoted to professor in September 1993 and became a doctoral supervisor in 1995. Currently, he serves as a professor at China Agricultural University, the director of the Center for Agricultural Water Research in China. He also holds positions as a member of the 8th Council of the Chinese Academy of Engineering, a member of the Advisory Committee of the National Natural Science Foundation of China, the president of the China Agricultural Water-saving and Rural Drinking Supply Technology Association, the honorary chairman of the Chinese Society of Agricultural Engineering. Throughout his career, Prof. Kang has been engaged in research on efficient agricultural water use and water resources, and has undertaken more than 40 national and provincial research projects and has made significant contributions in areas such as the water-carbon cycle theory of soil-plant-atmosphere continuum and the calculation method of crop water consumption in arid areas, and comprehensive technology models for water-fertilizer-management integration in the Hexi Corridor. Therefore, his work has greatly improved regional agricultural water use efficiency and promoted technological advancements and disciplinary development in the field of agricultural soil and water engineering.

He has published 16 academic works and textbooks, including one that obtained the third prize for National Outstanding Science and Technology Books, one that was nominated for the China Publishing Government Award for Books, and one that was included in the National “Three Hundred” Original Book Publishing Project. Besides, he has issued over 500 academic papers, including more than 200 SCI-indexed papers, and his works have been cited over 38 000 times. Also, he won the following awards: the 2006 ICID Outstanding Contribution Award for Agricultural Water-saving Technology Innovation (the only winner worldwide in that year), the First Prize of National Science and Technology Progress Award, three Second Prizes of National Science and Technology Progress Award, and one Second Prize of National Natural Science Award.

In 1994, he was among the first group selected for the “Hundred Talents Program” of the Chinese Academy of Sciences and received the Fourth China Youth Science and Technology Award. In 1996, he was among the first group selected for the National “Hundred, Thousand, and Ten Thousand Talents Project.” In 2003, he was jointly awarded the title of “National Advanced Worker in Agricultural Science and Technology” by the Ministry of Science and Technology, the Ministry of Agriculture, the Ministry of Water Resources, and the National Forestry Administration, and received the inaugural “Outstanding Contribution to Western Development Award” from the China Association for Science and Technology. In 2011, he was elected as an academician of the Chinese Academy of Engineering. In 2013, he was selected for the outstanding innovative research group by the National Natural Science Foundation of China. Moreover, he has been recognized as a national model educator, an exemplary worker in the national education system, a model teacher, a young expert with distinguished contributions at the national level, one of the “Top Ten Outstanding Young People” in Shaanxi Province, an excellent Communist Party member in Beijing, an eminent ideological and political worker in Beijing, and an advanced worker in Beijing.
