Domestic Key Alumina Enterprises Have Reached Consensus on Strictly Controlling New Production Capacity

In late August, the "First Summit Forum of Key Alumina Enterprises" sponsored by Aluminum Branch of China Nonferrous Metals Industry Association and jointly hosted by Cayman Aluminum (Sanmenxia) Co., Ltd. and Beijing Antaike Information Co., Ltd. was held in Taiyuan, Shanxi. Alumina production capacity of attending enterprises accounts for 80% of the country. The meeting reached five consensuses on promoting the high-quality development of China's alumina industry:

First, implement the new development concept completely, accurately and comprehensively. First, adhere to independent innovation, improve the level of intelligent manufacturing, and improve the quality of alumina products; Second, adhere to the coordinated development of the whole industrial chain, and the scale of industrial development should match the downstream demand; Third, adhere to the green development, continuously promote the emission reduction and comprehensive utilization of red mud, continuously tap the potential of energy conservation and carbon reduction, and strive to achieve the goal of double-carbon development; Fourth, adhere to the open strategy, strengthen the development of international resources in an all-round way, and plan the global industrial layout; Fifth, adhere to cooperation and sharing, strengthen industry self-discipline, and strive to improve the quality and efficiency of overseas investment.

Second, standardize the investment order of alumina production capacity. Facing the overheating of domestic alumina investment, in order to prevent the serious overcapacity, according to the characteristics of alumina industry, we can learn from the successful experience of structural reform on the supply side of electrolytic aluminum, strictly control the new alumina production capacity, and encourage mainland production capacity to transfer to coastal areas by implementing equal or reduced capacity replacement, and encourage mainland production capacity to shift to coastal areas for flexible advancing and retreating, so as to optimize industrial layout.

Third, ensure the safety of bauxite resources supply chain. First, increase the exploration of domestic bauxite resources (including aluminum under coal) and give priority to the allocation of resources to existing alumina enterprises; Actively carry out technical research on the extraction of alumina from low-grade bauxite, high-sulfur bauxite, and high-alumina fly ash, and strengthen the strategic guarantee of domestic resources. Second, continue to strengthen overseas resource development and cooperation, and study and set up a consortium of Chinese-funded enterprises in Guinea to co-build an alumina plant. The third is to adjust the import structure of aluminum resources and gradually increase the import of alumina. Fourth, when necessary, the whole industry chain should cooperate to cope with the risk of resource supply.

Fourthly, attach great importance to the comprehensive utilization of red mud. First, speed up the organization of research and development of comprehensive utilization technology of red mud and the construction of standard system. The second is to strengthen cross-industry cooperation and strive to make positive progress in red mud reduction and resource utilization. Third, strive for national policy support, including energy consumption of comprehensive utilization of red mud, environment, taxation, product promotion, and application, etc.

Fifth, reach a consensus on energy conservation, emission reduction, and product quality. First, attach great importance to the extraction and recovery of gallium, and resolutely obey the national strategy. Second, strictly implement the new national standard of Alumina (GB/T 24487-2022) to further improve product quality. Third, pay attention to energy conservation, emission reduction, and intelligent manufacturing in alumina production.
