New Changes in Development Patterns of Urban Agglomerations in the Guangdong-Hong Kong-Macao Greater Bay Area 6

Abstract:Having evolved from a marginal area in southern China to a national portal city,the Pearl River Delta has benefited from the changing world patterns and the national efforts.As the world today is undergoing major changes unseen in a century,the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area serves as a top-level design of the national strategic responses to the international and domestic develop‐ment situation,promoting the functional division of GBA cities in the context of the national strategy.Since the release of the Outline Developmet Plan,new development trends including growth driven by science and inno‐vation,cooperations crossing municipal boundaries,and overlapping agglomerations,bringing new and histori‐cal opportunities to cities on the western bank of the Pearl River estuary,which will eventually reshape the re‐gional development pattern of the GBA.

Abstract:Historical logic is one of the perspectives to analyze the new development pattern of“dual circula‐tion”.Since the founding of the People’s Republic of China,China’s economic development pattern has experi‐enced three stages.History of the world economy shows that the development modes of the world’s economic powers have all gone from external circulation to domestic circulation.A review of the economic development history of China and the world’s major economic powers shows that economic society involves four links:pro‐duction,distribution,circulation and consumption.Only when all these links are effectively and smoothly oper‐ated can the entire national economy be operated in an orderly manner.This historical law provides practical in‐spiration for China to promote the development of the Guangdong-Hong Kong-Macao Greater Bay Area under the context of“dual circulation”.

Abstract:After over four decades of reform and opening-up,China has been making great achievements while facing with challenges of aging population.Actively responding to the issue has become a national strategy.As China’s Demonstration Pilot Zone,Shenzhen is also face with these challenges,but has actively implemented the policy goal of“cared for the elderly”proposed by the CPC Central Committee,with feasible experience.Based on the main content of the Shenzhen Solution,this paper analyzes the exemplary significance behind the Shen‐zhen practice and proposes three ways to make it happen:first,a change in the mindset of governance to attain good governance with the help of digital technologies;second,a raise in the level of expertise of the volunteers;and third,exploration in the construction of an elderly-friendly city.

Abstract:As more and more of the world’s population live in cities because of the advancement of urbanization,the concentration of economic activities has also brought risk of cities being hit by natural disasters.In the face of intensifying climate change,it has become an important goal for cities to enhance resilience to risks via urban construction.Taking the storm flood in Guangzhou in May 22nd,2020 as an example,this paper examines the mechanism of how this kind of rainstorm waterlogging was formed from the perspective of urban governance.The paper puts forward the construction of resilient city from the perspective of whole process management:firstly,to apply the resilient city theory on urban planning;secondly,to enable dynamic governance throughout the whole process by means of new technologies;thirdly,to strengthen multi-subject,collaborative and diversi‐fied governance.

Children carry family hopes and national expectations.The Report to the 19thCPC National Congress puts for‐ward a 14-point basic policy for upholding and developing socialism with Chinese characteristics in the new era.Article 8 of the policy,“ensuring and improving living standards through development”,explicitly stated new re‐quirements for childcare and social assistance.The Outline of the 14thFive-Year Plan(2021-2025)for National Economic and Social Development and Vision 2035 of the People’s Republic of China issued in 2021 has made special arrangements for the development of child friendly cities in the column of service projects for the elderly and the young,which is an important measure to ensure childcare and social assistance during the 14th Five-Year Plan period.That October,23 state departments including the National Development and Reform Commis‐sion issued the Guiding Opinions on Promoting the Construction of Child Friendly Cities,which further clarified the guiding ideology,basic principles and construction goals.This is of great significance to safeguarding chil‐dren’s rights,improving the quality of urbanization,meeting people’s needs for better lives,and embarking on a new journey of socialist modernization in an all-round way.Experts and researchers from different disciplines is now invited to discuss the connotation of child friendly cities,practices home and abroad,community plan‐ning and design,and the supply of public space,so as to provide references for the construction of child friendly cities in China.

Evaluation on the Mechanism and Coordination Degree of Industrial Transfer and Aviation Logistics:A Case Study of Zhengzhou 90

Abstract:Based on the multi-interaction relationship between Zhengzhou’s aviation logistics and industrial transferring,the article constructs the evaluation index systems by imparting weights on the indicators at all lev‐els through the entropy method,using coupling coordination model to calculate the coupling correlation and co‐ordination between Zhengzhou’s aviation logistics and industrial transfer capacity,and applying the Grey Rela‐tion Analysis to analyze the key to the coupling effect.Studies show that the coupling coordination level between Zhengzhou’s aviation logistics and industrial transfer capacity has experienced four imbalanced phrases since 2004,and gradually entered high-level coupling in 2013.The key actors impacting aviation logistics in the pro‐cess of industrial transfer include the number of permanent population,deposit balance in financial institutions,per capita GDP,the value-added proportion of the primary industry in GDP,and foreign direct investment in ac‐tual use.

Abstract:As the aging population issue gets more and more prominent,how to provide elderly-friendly living enviroment has become an inevitable question for China’s urban planning.Based on POI data and with GIS spa‐tial data analysis,the paper studies elderly population density and spatial compatibility of public facilities for the elderly in Chengdu’s Qingyang district,in order to provide reference for the planning and building of public facilities for the elderly and relevant industry development.

Policy Research of Giving Tenants Equal Rights to Public Services as Homeowners Progressively 113

Abstract:Giving tenants equal rights to public services as homeowners is extremely supportive for promoting the rental market that encourages both renting and housing purchase.The biggest restriction is inadequate sup‐ply of basic public services for people’s ever-growing demands,especially the severe supply shortage of elite schools which derives the school catchment area.In terms of basic public education,differences in property own‐ership have become a ranking factor of higher priority than“hukou”.Giving tenants equal rights to public servic‐es as homeowners should be promoted progressively according to the types and levels of the rights,and step by step from granting single and basic rights to multiple and comprehensive rights.Since the process involves vari‐ous public sectors,it is necessary to collaborate with different government departments including household reg‐istration,education and medical care in order to carry out an overall and systematic mechanism reform.

Abstract:Night market is a multiple social space with economic and cultural values,which dated back to the Tang and Song dynasties and is closely related to people’s daily livelihoods.The paper studies the types and management of night markets based on empirical investigations and theoretical discussions.Results show that there are two types of night markets:mobile night market and sightseeing night market.Through case analysis,these night markets can be explained with the supply and demand perspective in terms of layout,target custom‐er,facilities and goals.It also discusses the spatial essence and management of night markets,focusing on the ma‐jor role of the government and the supplement role of different types of night markets.The author proposes a management framework with government,market and the third party to offer references for the practice of night market spatial management in China.

Abstract:The preservation and revitalization of modern architecture of western styles is not only an awareness of the Chinese culture,but also a re-understanding of urban culture and tourism industry in the new era.Based on the integration of culture and tourism,the paper analyzes the existing modern architectures of western styles at Que Shi Scenic Zone in Shantou.Its preservation and revitalization is in a primary stage and lacks a compre‐hensive and characteristic redevelopment mode,and is determined by ideological,economic and innovative fac‐tors.Though faced with challenges,there are tremendous redevelopment opportunities as well.The author pro‐poses four pathways for preserving and revitalizing existing modern architectures of western styles based on the integration of culture and tourism industry,including culture and tourism integration,government-led program,innovation in ownership and ecological conservation.

Mode Innovation of Creating New Administrative City:A Case Study of Longgang in Zhejiang Prov‐ince 149

Abstract:With the development of industrialization and urbanization,creating new administrative city is not on‐ly the inevitable requirement of municipal administration,but also an important measure to enhance the vitality of regional economic development.“Creating new administrative city accordingly”was once a mainstream mode of city building in China,but has gradually gone subordinate.In almost two decades before the city of Longgang was set up,there was no single such cases.This model is conducive to improving governance efficien‐cy in highly urbanized areas,fully releasing development potential,and enabling more people to obtain highquality public service supply.Taking Longgang city as an example,the paper reviews how the mode evolved,an‐alyzes its advantages and disadvantages,compares with similar examples around the world,and puts forward some innovative pathways.The paper focuses on the selection of the object of establishing a city,the demarcation of the space scope,level defining of the city,innovation in governance mode and means,the deepening of gover‐nance reform and the coordinated development of regional development,so as to provide decision-making refer‐ence for the high-quality promotion of neo-urbanization.
