摘 要：農(nóng)業(yè)科技創(chuàng)新離不開金融的支持，科技與金融的深度耦合是農(nóng)業(yè)經(jīng)濟(jì)高質(zhì)量發(fā)展的有力助推器。該文結(jié)合安徽省實(shí)際情況，以農(nóng)業(yè)領(lǐng)域?yàn)榍腥朦c(diǎn)，探究了科技與金融的結(jié)合問題，分析發(fā)現(xiàn)農(nóng)業(yè)科技金融領(lǐng)域存在政策不協(xié)調(diào)、貸款門檻較高、農(nóng)業(yè)科技金融服務(wù)發(fā)展滯后與農(nóng)業(yè)科技風(fēng)險(xiǎn)分散機(jī)制缺乏等問題，據(jù)此提出了創(chuàng)新農(nóng)業(yè)科技與金融的結(jié)合模式、拓寬農(nóng)業(yè)科技融資渠道、完善農(nóng)業(yè)科技風(fēng)險(xiǎn)分散機(jī)制等針對(duì)性對(duì)策，以進(jìn)一步促進(jìn)金融惠農(nóng)，為農(nóng)業(yè)大省向農(nóng)業(yè)強(qiáng)省的轉(zhuǎn)變提供支撐。

Research on Combination of Agricultural Science and Technology and Rural Finance under the Rural Revitalization Strategy

——A Case Study of Anhui Province

Abstract： Agricultural science and technology innovation is inseparable from financial support. Under the background of national implementation of the rural revitalization strategy， the deep coupling of science and technology and finance has become a powerful booster for the high-quality development of agricultural economy. Combined with the actual situation of Anhui Province， this paper explores the combination of science and technology and finance in the agricultural field. The analysis found that there are some problems in the field of agricultural science and technology finance， such as uncoordinated policies， high loan threshold， lagging development of agricultural science and technology finance service and lack of risk diversification mechanism. Some targeted improvement measures， such as innovating the combination mode of agricultural science and technology and finance， broadening the financing channels of agricultural science and technology， and improving the risk dispersion mechanism of agricultural science and technology， are put forward. The financial benefit of agriculture can be promoted， so as to provide strong support for the transformation of agricultural province into a strong agricultural province.

當(dāng)前，我國正處于全面推進(jìn)鄉(xiāng)村振興和加快農(nóng)業(yè)現(xiàn)代化建設(shè)的關(guān)鍵時(shí)期。2021年中央一號(hào)文件中明確提出，全面推進(jìn)鄉(xiāng)村振興，加快農(nóng)業(yè)農(nóng)村現(xiàn)代化，堅(jiān)持創(chuàng)新驅(qū)動(dòng)發(fā)展，強(qiáng)化現(xiàn)代農(nóng)業(yè)科技。由此可見，農(nóng)業(yè)的高質(zhì)量發(fā)展，科技創(chuàng)新至關(guān)重要[1-3]。然而，農(nóng)業(yè)科技創(chuàng)新因其周期長、風(fēng)險(xiǎn)高的特點(diǎn)需要大量的資金支持[4-5]。因此，要將科技創(chuàng)新與金融創(chuàng)新緊密結(jié)合在一起，運(yùn)用科學(xué)合理的金融市場機(jī)制，借助政府和企業(yè)的力量，大力推動(dòng)農(nóng)業(yè)技術(shù)迅速推廣，解決農(nóng)業(yè)科技融資難題。

安徽作為農(nóng)業(yè)大省，必須貫徹中央關(guān)于金融惠農(nóng)的政策，加強(qiáng)農(nóng)業(yè)科技創(chuàng)新，振興鄉(xiāng)村發(fā)展，完成由“農(nóng)業(yè)大省”向“農(nóng)業(yè)強(qiáng)省”的轉(zhuǎn)變?！栋不帐窠?jīng)濟(jì)和社會(huì)發(fā)展第十四個(gè)五年規(guī)劃綱要》中明確指出：“加快農(nóng)業(yè)農(nóng)村現(xiàn)代化，發(fā)揮農(nóng)業(yè)科技創(chuàng)新驅(qū)動(dòng)作用，健全農(nóng)村金融服務(wù)體系，推動(dòng)由農(nóng)業(yè)大省向農(nóng)業(yè)強(qiáng)省轉(zhuǎn)變”。但是，目前安徽省農(nóng)業(yè)發(fā)展依然存在農(nóng)業(yè)科技成果轉(zhuǎn)化率較低、農(nóng)業(yè)科技融資渠道單一、農(nóng)業(yè)科技進(jìn)步貢獻(xiàn)率不高等問題，這在一定程度上阻礙了農(nóng)業(yè)現(xiàn)代化的發(fā)展。因此，安徽省應(yīng)當(dāng)加大農(nóng)業(yè)科技創(chuàng)新投入力度，多措并舉推進(jìn)科技與金融的深度結(jié)合和協(xié)同發(fā)展，提高農(nóng)業(yè)科技競爭力和金融影響力，進(jìn)而促進(jìn)安徽省農(nóng)業(yè)經(jīng)濟(jì)的快速、健康發(fā)展[6-8]。
