摘? 要：近年來，多變的國際局勢(shì)和國內(nèi)對(duì)高質(zhì)量發(fā)展的迫切需求，使得技術(shù)轉(zhuǎn)移備受重視。高效地將優(yōu)質(zhì)技術(shù)應(yīng)用到實(shí)際生產(chǎn)中，從而提高經(jīng)濟(jì)效益、提升產(chǎn)業(yè)水平，對(duì)一個(gè)城市的經(jīng)濟(jì)發(fā)展起到至關(guān)重要的作用。天津有著良好的經(jīng)濟(jì)基礎(chǔ)和豐厚的創(chuàng)新底蘊(yùn)，但由于其正處在產(chǎn)業(yè)調(diào)整的陣痛期，各項(xiàng)經(jīng)濟(jì)指標(biāo)還有待突破。為提升天津市技術(shù)轉(zhuǎn)移工作效能，解決技術(shù)轉(zhuǎn)移過程中遇到的阻礙，打通新技術(shù)到新產(chǎn)品的轉(zhuǎn)化通路，該文通過對(duì)英國技術(shù)轉(zhuǎn)移的資金、機(jī)構(gòu)、評(píng)價(jià)體系、知識(shí)產(chǎn)權(quán)保護(hù)4個(gè)方面總結(jié)分析，得出英國成功經(jīng)驗(yàn)，結(jié)合天津市的現(xiàn)狀，提出下一步工作建議。

Enlightenment of British Technology Transfer Model to the Development of Tianjin

Abstract：In recent years， the changing international situation and the urgent need for high-quality development in China have made technology transfer more and more important. It plays a crucial role in the economic development of a city to efficiently apply high-quality technology to actual production， thus improving economic benefits and industrial level. Tianjin has a good economic foundation and rich innovation background， but because it is in the labor pains of industrial adjustment， the economic indicators still need to be broken through. To enhance working efficiency of Tianjin technology transfer， solve encountered in the process of technology transfer of obstacles， get through to the transformation of the new product new technology pathways， based on the technology transfer of funds， mechanism， evaluation system， intellectual property rights protection four aspects to analyze， draw the successful experience， combined with the status quo of Tianjin， the next step of work were also suggested.

近年來，我國的技術(shù)轉(zhuǎn)移體系建設(shè)得到了國家層面的空前重視，技術(shù)轉(zhuǎn)移工作在對(duì)國家重大研究和關(guān)鍵技術(shù)開發(fā)提供支撐的同時(shí)，也為社會(huì)進(jìn)步和經(jīng)濟(jì)發(fā)展貢獻(xiàn)力量。

天津作為老牌的工業(yè)城市，有著良好的工業(yè)基礎(chǔ)。并且在高等教育以及高端科研領(lǐng)域也都展現(xiàn)出良好的發(fā)展勢(shì)頭。然而，由于天津現(xiàn)階段的技術(shù)轉(zhuǎn)移體系不夠完善，使得天津的高新技術(shù)領(lǐng)域沒能充分得到發(fā)展。如何進(jìn)一步調(diào)配好現(xiàn)有資源，打破阻礙科技成果轉(zhuǎn)化的各種壁壘，在新時(shí)代顯得尤為重要。

英國較早建立了完善的技術(shù)轉(zhuǎn)移體系，通過有組織的技術(shù)轉(zhuǎn)移，給國民帶來了豐厚的社會(huì)意義和經(jīng)濟(jì)價(jià)值。該文通過分析英國技術(shù)轉(zhuǎn)移模式，結(jié)合天津現(xiàn)狀，為天津技術(shù)轉(zhuǎn)移的發(fā)展方向提供建議。

1? 英國的技術(shù)轉(zhuǎn)移

在全世界范圍內(nèi)，英國的技術(shù)轉(zhuǎn)移工作一直走在前列，了解和學(xué)習(xí)英國的技術(shù)轉(zhuǎn)移先進(jìn)經(jīng)驗(yàn)，對(duì)于天津技術(shù)轉(zhuǎn)移工作的開展具有現(xiàn)實(shí)意義。

1.1 政府重視技術(shù)轉(zhuǎn)移

英國是世界科技創(chuàng)新的重要核心力量，其科研能力和成果轉(zhuǎn)化能力為其他國家和地區(qū)提供了良好的樣板。英國政府很早便提出要將科技創(chuàng)新作為英國未來經(jīng)濟(jì)和社會(huì)不斷發(fā)展的支撐，要不斷破除阻隔高新技術(shù)變成社會(huì)生產(chǎn)力的屏障，加速高新技術(shù)產(chǎn)業(yè)化[1]。

在英國，政府通過了解社會(huì)和經(jīng)濟(jì)發(fā)展所需要的新技術(shù)，為高校和科研院所投資建設(shè)一流的實(shí)驗(yàn)室，并且投資建設(shè)大學(xué)科技園、技術(shù)轉(zhuǎn)移中心等服務(wù)技術(shù)轉(zhuǎn)移轉(zhuǎn)化的重要平臺(tái)。目前，全英國共有60多家科技園，這些科技園的建設(shè)資金大部分來源于政府資金[2]。
