怎樣保護(hù)好、傳承好、利用好大運(yùn)河的寶貴遺產(chǎn),如何古為今用深入挖掘以大運(yùn)河為核心的歷史文化資源,正成為當(dāng)下的重要課題。

2019年2月,國(guó)務(wù)院發(fā)布《大運(yùn)河文化保護(hù)傳承利用規(guī)劃綱要》,提出打造大運(yùn)河文化帶,清晰勾勒大運(yùn)河文化保護(hù)傳承利用的路線圖、任務(wù)書和時(shí)間表,突出以文化為引領(lǐng)推動(dòng)有關(guān)地區(qū)協(xié)調(diào)發(fā)展,堅(jiān)持共抓大保護(hù)、不搞大開發(fā)理念,有效銜接國(guó)家重大發(fā)展戰(zhàn)略等內(nèi)容。

根據(jù)《規(guī)劃綱要》要求,作為京杭大運(yùn)河的南北點(diǎn),北京、杭州兩地共同發(fā)起主辦“中國(guó)大運(yùn)河文化帶京杭對(duì)話”,每年一屆。2019年,中國(guó)大運(yùn)河文化帶京杭對(duì)話活動(dòng)在杭州舉行,兩地在大運(yùn)河保護(hù)、利用和開發(fā)方面走在前、作表率。

2020年,第二屆中國(guó)大運(yùn)河文化帶京杭對(duì)話在京開幕,讓更多人感知千年運(yùn)河的魅力,發(fā)揮京杭兩端在大運(yùn)河文化帶建設(shè)中的示范引領(lǐng)和輻射帶動(dòng)作用,提升中國(guó)大運(yùn)河文化帶的國(guó)際影響力。

“朋友圈”越來越大

與2019年首屆京杭對(duì)話活動(dòng)相比,2020京杭對(duì)話“朋友圈”再擴(kuò)大,從四方參與推動(dòng)大運(yùn)河文化帶建設(shè),升級(jí)為五方合作機(jī)制。

“2020京杭對(duì)話”主論壇暨開幕式之后,活動(dòng)主辦方集中開展了包括詩畫浙江文旅周(杭州日)暨2020浙江(北京)旅游交易會(huì)、“京杭風(fēng)韻”運(yùn)河雅集、“千年運(yùn)河”中外媒體大直播及媒體論道等在內(nèi)的“1+8+N”項(xiàng)主題活動(dòng),讓更多人感知千年運(yùn)河的魅力,促進(jìn)大運(yùn)河文化帶建設(shè)從“各美其美”走向“美美與共”。

在2020京杭對(duì)話主論壇暨開幕式上,北京市人民政府新聞辦公室、浙江省人民政府新聞辦公室、杭州市人民政府、中國(guó)新聞社以及世界運(yùn)河歷史文化城市合作組織(WCCO)共同簽署了《中國(guó)大運(yùn)河文化帶京杭對(duì)話五方合作機(jī)制框架協(xié)議》,攜手推動(dòng)大運(yùn)河文化保護(hù)、傳承和利用工作落到實(shí)處。

吸納WCCO加入“京杭對(duì)話”合作機(jī)制,意味著“京杭對(duì)話”活動(dòng)規(guī)模進(jìn)一步升級(jí),更重要的是,“京杭對(duì)話”合作機(jī)制進(jìn)一步擴(kuò)大與完善。五方將通過主辦京杭對(duì)話、定期開展運(yùn)河沿岸媒體采風(fēng)、不定期聯(lián)合舉辦京杭大運(yùn)河影像展等方式,彰顯大運(yùn)河文化遺產(chǎn)保護(hù)、傳承、利用的合作共識(shí),多平臺(tái)、多渠道加強(qiáng)運(yùn)河沿岸的城市合作,挖掘與傳承運(yùn)河文化,共同講好大運(yùn)河故事。

五方合作機(jī)制的建立只是京杭對(duì)話“朋友圈”擴(kuò)大的開始,“京杭對(duì)話”是一個(gè)開放的平臺(tái),歡迎更多運(yùn)河城市加入,向世界展示中國(guó)運(yùn)河城市的獨(dú)特魅力。五方合作機(jī)制的建立,更有利于推動(dòng)中國(guó)大運(yùn)河文化走向世界。

為推動(dòng)大運(yùn)河文化保護(hù)傳承和利用工作落到實(shí)處,號(hào)召各方參與大運(yùn)河共建,活動(dòng)組委會(huì)還向全社會(huì)發(fā)出了《共建共享大運(yùn)河文化倡議》,從加強(qiáng)運(yùn)河保護(hù)、傳承運(yùn)河文化、用好運(yùn)河財(cái)富、推動(dòng)國(guó)際交流、帶動(dòng)全民參與五方面,號(hào)召全社會(huì)共同參與到大運(yùn)河文化帶的保護(hù)、傳承和利用中來,共建共享新未來。

通過多地、多點(diǎn)、多方聯(lián)動(dòng),2020年京杭對(duì)話突出展示了大運(yùn)河文化帶建設(shè)的豐富成就,努力推動(dòng)大運(yùn)河的共建共享,促成“朋友圈”擴(kuò)大、認(rèn)知達(dá)共識(shí)、文化出精彩、產(chǎn)業(yè)有落地、傳播新亮點(diǎn)的五大成果,對(duì)于帶動(dòng)運(yùn)河沿線城市發(fā)展、推動(dòng)中國(guó)大運(yùn)河文化帶建設(shè)具有積極意義。

發(fā)布共建共享倡議

中國(guó)大運(yùn)河縱貫?zāi)媳保趶V袤土地上流淌了2500多年,是寶貴的世界文化遺產(chǎn)、中華民族標(biāo)志性工程,其衍生的大運(yùn)河文化成為中華文化不可或缺的一部分,串聯(lián)起華夏兒女的情感與共鳴。

如何將這份共鳴與大運(yùn)河文化帶的傳承與保護(hù)相結(jié)合?合作共建是2020京杭對(duì)話上智囊團(tuán)成員們達(dá)成的共識(shí)。2020京杭對(duì)話中,“運(yùn)河文化名人對(duì)談”“千年運(yùn)河中外媒體大直播及媒體論道”“數(shù)字大運(yùn)河:文化遺產(chǎn)的價(jià)值闡釋與展示專題論壇”“中國(guó)大運(yùn)河智庫論壇”發(fā)布“1+3”研究成果,以旗艦報(bào)告《國(guó)家戰(zhàn)略視野的大運(yùn)河文化帶建設(shè)趨勢(shì)》為引領(lǐng),配套《大運(yùn)河國(guó)家文化公園建設(shè)中的政策協(xié)同》《雙循環(huán)背景下北京市大運(yùn)河文化帶建設(shè)的著力點(diǎn)》和《“十四五”時(shí)期北京大運(yùn)河文化帶建設(shè)前瞻》,是國(guó)內(nèi)首次發(fā)布,獨(dú)家、獨(dú)立地呈現(xiàn)大運(yùn)河文化帶建設(shè)客觀態(tài)勢(shì)和愿景;并在現(xiàn)場(chǎng)正式揭牌“中國(guó)大運(yùn)河智庫聯(lián)盟北京城市副中心發(fā)展研究中心、服務(wù)貿(mào)易發(fā)展研究中心”……來自各個(gè)領(lǐng)域的專家學(xué)者,以這場(chǎng)跨越南北的對(duì)話為契機(jī),在“新時(shí)代下共建共享運(yùn)河新未來”的合作共識(shí)上,為運(yùn)河沿線經(jīng)濟(jì)、社會(huì)、自然、生態(tài)、民生等方面的發(fā)展出謀劃策,為運(yùn)河文化的保護(hù)、傳承與建設(shè)貢獻(xiàn)智慧和力量。

運(yùn)河上曾經(jīng)熱鬧而繁忙的漕運(yùn)景象已被折進(jìn)歷史的書頁,但作為連接南北文化的紐帶,大運(yùn)河文化帶的影響力并未消退,而是在新時(shí)代有著更強(qiáng)的凝聚力。文化興、國(guó)運(yùn)興,新時(shí)代運(yùn)河兩岸的面貌和人們的生活煥發(fā)出新的生機(jī)與活力,每個(gè)人都是運(yùn)河文化的親歷者、見證者和守護(hù)者,也是共建共享運(yùn)河文化的創(chuàng)造者。

運(yùn)河文化的傳承與發(fā)展,離不開全民的共同參與,2020京杭對(duì)話組委會(huì)向全社會(huì)發(fā)出的《共建共享大運(yùn)河文化倡議》,構(gòu)建起號(hào)召全民參與運(yùn)河共建的橋梁。倡議從加強(qiáng)運(yùn)河保護(hù)永葆運(yùn)河活力、傳承運(yùn)河文化攜手共筑大運(yùn)河文化共同體、用好運(yùn)河財(cái)富永續(xù)運(yùn)河魅力、推動(dòng)國(guó)際交流推動(dòng)中國(guó)大運(yùn)河“走出去”帶動(dòng)全民參與大運(yùn)河共建共享新未來五方面,號(hào)召全社會(huì)共同參與到大運(yùn)河文化帶的保護(hù)、傳承和利用中,讓千年文脈奔流不止,讓運(yùn)河文化生生不息。

展現(xiàn)運(yùn)河背后的民族精神

在2020京杭對(duì)話上,成功舉辦了“鑒古藏今共建共享千年運(yùn)河”系列主題展,包括京杭大運(yùn)河圖片圖書展、杭州文瀾閣四庫全書原件重返北京展、“通衢之州水陸都會(huì)”檔案展、大運(yùn)河國(guó)家文化公園杭州段展、“千年運(yùn)河歷久彌新—中國(guó)大運(yùn)河文化帶手機(jī)影像大賽”優(yōu)秀作品展、WCCO有關(guān)成果展等,參展者通過圖片、書卷和文物,深刻感知源遠(yuǎn)流長(zhǎng)的運(yùn)河文化內(nèi)涵。在本次系列主題展覽中,浙江圖書館鎮(zhèn)館之寶文瀾閣本《四庫全書》重返“誕生地”北京,更是引起人們對(duì)博大深厚的中華傳統(tǒng)文化和千年運(yùn)河文化長(zhǎng)流的共鳴。

元代霽藍(lán)釉白龍紋梅瓶、清乾隆紫檀云龍紋有束腰三彎腿羅漢床等明星展品紛紛現(xiàn)身中國(guó)園林博物館,以文物為載體的《園說II——頤和園建園270周年文物特展》,匯集了各類文物208件/套、資料品190件/套、時(shí)間跨度超過2000年的展品,近六成珍貴展品首次“走出園墻”面向公眾展出。頤和園與大運(yùn)河有著深厚的歷史淵源,大船塢、繡漪橋等歷史古跡和繡漪閘、二龍閘等保存完好的大運(yùn)河水利設(shè)施,在這場(chǎng)文物特展中通過頤和園與大運(yùn)河之間的水系脈絡(luò)精彩呈現(xiàn)。深入大眾、震撼人心的特展,凝聚著中國(guó)人民的偉大智慧和勇氣,讓參觀者更加深刻了解古運(yùn)河的千年文脈。

拼搏、交融、繁榮、希望……這些大運(yùn)河留下來的精神財(cái)富,被運(yùn)河人一代又一代地傳承。在北京通州大運(yùn)河畔,運(yùn)河人的質(zhì)樸、善良與堅(jiān)韌,流淌在北京物資學(xué)院青年學(xué)生原創(chuàng)舞劇《運(yùn)》的表演中,無論歲月如何變遷,這些閃光匯聚在運(yùn)河精神的光芒里,靜靜守望,熠熠生輝,也將代代傳承、再鑄輝煌。

古琴音律曲韻流觴,一筆丹青聯(lián)通古今。來自北京、浙江、杭州、揚(yáng)州四地的藝術(shù)家,齊聚大型仿古畫舫“通運(yùn)號(hào)”,在運(yùn)河之上舉辦“京杭風(fēng)韻”雅集活動(dòng),南北文化名家共聚一堂,深入交流,充分展示了書畫、舞蹈、戲曲等南北交融的魅力。

長(zhǎng)期以來,大運(yùn)河滋潤(rùn)了南北兩岸的文化發(fā)展,它的流經(jīng)之地,既鍛造出江南水鄉(xiāng)的風(fēng)韻和北國(guó)風(fēng)光的壯美,也澆灌出“詩書酒畫”的藝術(shù)風(fēng)情。北京市政府新聞辦主任徐和建指出:“當(dāng)下我們探討大運(yùn)河文化的當(dāng)代價(jià)值,有很多載體和角度,詩書酒畫是探討和挖掘運(yùn)河文化的重要載體和巧妙角度,深入理解大運(yùn)河文化的深刻內(nèi)涵,為沿岸城市相關(guān)產(chǎn)業(yè)發(fā)展提供新的思路。如何把這些多元化的文化形態(tài)落在實(shí)處,傳承并發(fā)揚(yáng)光大,是我們聚焦‘一河水、一脈情進(jìn)行深入探討的關(guān)鍵?!?/p>

如何擦亮這張“文化名片”,建設(shè)文化之河、生態(tài)之河、發(fā)展之河、融合之河?如何將千年運(yùn)河打造成為宣傳中國(guó)形象,展示中華文化,講好中國(guó)故事,彰顯文化自信的亮麗名片?徐和建表示,要深刻認(rèn)知大運(yùn)河的文化內(nèi)涵,從遺產(chǎn)保護(hù)和文化挖掘上下功夫,多角度全方位解讀運(yùn)河文化。2020京杭對(duì)話借助多種形式,煥發(fā)了大運(yùn)河文化帶的活力,多維度展現(xiàn)了運(yùn)河的人文之美、生態(tài)之美、發(fā)展之美。希望今后可以創(chuàng)作更多蘊(yùn)含大運(yùn)河文化精髓的精品力作,讓這條豐沛的文化之河流向下一個(gè)千年,滋養(yǎng)民族復(fù)興的偉大征程。

產(chǎn)業(yè)發(fā)展為運(yùn)河文化增添新動(dòng)能

運(yùn)河文化發(fā)展離不開產(chǎn)業(yè)支撐。北京市高水平推進(jìn)四個(gè)中心建設(shè),在之前的“京杭對(duì)話”中充分發(fā)揮輻射帶動(dòng)作用,積極推進(jìn)2020京杭對(duì)話產(chǎn)業(yè)成果落地。

2020京杭對(duì)話開幕式現(xiàn)場(chǎng),各方共同見證了基于大運(yùn)河文化帶建設(shè)的產(chǎn)業(yè)成果發(fā)布和簽約——中國(guó)大運(yùn)河文化帶文化金融產(chǎn)品發(fā)布和《北京浙江文旅高質(zhì)量發(fā)展合作框架協(xié)議》簽約完成。

近年來,北京文化金融市場(chǎng)規(guī)模全國(guó)領(lǐng)先,持續(xù)活躍。文化與金融互聯(lián)互補(bǔ)、相互促進(jìn),構(gòu)成了首都文化產(chǎn)業(yè)高質(zhì)量發(fā)展的重要支撐。正是借鑒了文化金融的“北京經(jīng)驗(yàn)”,本屆“京杭對(duì)話”發(fā)布中國(guó)大運(yùn)河文化帶文化金融產(chǎn)品,這是北京、浙江兩地首次聯(lián)合發(fā)布大運(yùn)河文化金融專屬產(chǎn)品。

活動(dòng)現(xiàn)場(chǎng),北京銀行和杭州銀行共同發(fā)布了“運(yùn)河帆影”“京杭通惠”兩款文化金融產(chǎn)品,成為大運(yùn)河文化帶發(fā)展的“金融動(dòng)能”,將持續(xù)為其注入金融“活水”。

為振興疫后運(yùn)河文化的交往互動(dòng),2020“京杭對(duì)話”以文旅產(chǎn)業(yè)為抓手,在活動(dòng)現(xiàn)場(chǎng)簽訂了《北京浙江文旅高質(zhì)量發(fā)展合作框架協(xié)議》。未來京浙雙方將堅(jiān)持“資源共享、優(yōu)勢(shì)互補(bǔ)、合作雙贏、共謀發(fā)展”的原則,利用各自文化旅游的優(yōu)勢(shì)資源,全面促進(jìn)兩地文化旅游業(yè)高質(zhì)量發(fā)展,為大運(yùn)河文化帶建設(shè)再添產(chǎn)業(yè)“新動(dòng)能”。

2020京杭對(duì)話是一次行動(dòng)力極強(qiáng)的盛會(huì)。在京浙文旅戰(zhàn)略合作協(xié)議簽約當(dāng)天,北京及全國(guó)游客便在頤和園欣賞了一場(chǎng)名為“詩畫浙江”的文旅盛宴。以杭州西湖為建設(shè)藍(lán)本的頤和園與浙江各地市文旅項(xiàng)目的近距離互動(dòng),續(xù)寫了一段大運(yùn)河兩端的人文佳話,“詩畫浙江”文旅周活動(dòng)在頤和園的昆明湖上開啟,現(xiàn)場(chǎng)發(fā)布了價(jià)值5億元的旅游消費(fèi)券,為民眾小長(zhǎng)假出游送出大禮包、大福利。

推動(dòng)千年運(yùn)河走向世界

大運(yùn)河生動(dòng)記錄著國(guó)脈的世代賡續(xù),傳承著中華民族的璀璨文明,挖掘更多大運(yùn)河的故事向全世界傳播,亦是2020京杭對(duì)話的新探索。

2020京杭對(duì)話開幕式現(xiàn)場(chǎng),多位國(guó)際組織負(fù)責(zé)人、運(yùn)河專家及國(guó)際名人通過視頻方式表達(dá)了對(duì)中國(guó)運(yùn)河文化的認(rèn)同,并將共同助力中國(guó)大運(yùn)河文化走向世界。

作為2020京杭對(duì)話的重要主場(chǎng)活動(dòng)之一,“千年運(yùn)河”中外媒體大直播及媒體論道活動(dòng),通過40余家中外媒體的線上直播,將運(yùn)河專家學(xué)者與資深媒體人泛舟于運(yùn)河之上所見的美景,與暢談新時(shí)代運(yùn)河文化等精彩觀點(diǎn)實(shí)時(shí)對(duì)外傳播,并同觀看直播的觀眾開展留言互動(dòng)。新的傳播方式,讓世界一同感受著運(yùn)河文化傳承的“中國(guó)智慧”,中國(guó)運(yùn)河與繁華都市的共融共生。

“詩畫浙江”文旅周活動(dòng)現(xiàn)場(chǎng),無論是衢州的“邵永豐”麻餅制作、臺(tái)州的溫嶺大奏鼓、金華的《烏龜端茶》,還是西子湖畔的“人文風(fēng)景線”、杭州西湖女子巡邏隊(duì),都通過時(shí)下流行的“Vlog”視頻多平臺(tái)傳播,讓無法在線下參與活動(dòng)的觀眾,在“線上”見證頤和園與西子湖的“隔空重逢”,為古老運(yùn)河文化元素的傳播增添新意。

十里藕花香不斷,晚風(fēng)吹過步糧橋。在“中國(guó)大運(yùn)河文化帶京杭對(duì)話——大V東城行”主題活動(dòng)中,十余名網(wǎng)絡(luò)名人及媒體代表走進(jìn)玉河遺址公園和雨兒胡同,看“水穿街巷”,訪雨兒人家,品老胡同新老建筑共生、新老居民共生、文化共生,用手機(jī)拍下最美運(yùn)河,領(lǐng)略運(yùn)河文化底蘊(yùn),感受老城保護(hù)更新與大運(yùn)河文化帶建設(shè)的融合發(fā)展。

Dialogue: A New Chapter

As a monumental project in ancient China, the Grand Canal is an irreplaceable Chinese heritage. How to better protect, inherit, utilize this particular heritage and how to leverage the historical and cultural resources related to it is now an important project in itself.

In February 2019, the Outline of the Plan for the Protection, Inheritance and Utilization of the Grand Canal Culture (the Outline) was issued. In the Outline, the creation of the Grand Canal Cultural Belt was proposed, with a clear road map, task book and time table. The Outline highlighted efforts to promote the coordinated development of relevant regions, and the concept of joint efforts to protect the Grand Canal, effectively integrating with major national development strategies.

According to the Outline, Beijing and Hangzhou, as the northern and southern points of the Grand Canal, should hold the “Beijing-Hangzhou Dialogue on the Grand Canal” (the Dialogue) every year from 2019 as a model for the protection, preservation and utilization of the canal and to enhance its international influence. The second Dialogue, convened in Beijing, served just that purpose.

Compared with the first edition, the 2020 Dialogue has seen the cooperation on the Grand Canal further expanded, from four-party participation in promoting the construction of the Grand Canal Cultural Belt to a five-party cooperation mechanism. At the opening Ceremony, the Information Office of Beijing Municipal Peoples Government, the Information Office of Zhejiang Provincial Peoples Government, the Hangzhou Municipal Peoples Government, China News Service and the World Historic and Cultural Canal Cities Cooperation Organization (WCCO) co-signed the Framework Agreement on the Five-party Cooperation Mechanism for the Beijing-Hangzhou Dialogue on the Grand Canal,? jointly promoting the protection, inheritance and utilization of the Grand Canal culture.

The inclusion of WCCO in the cooperation mechanism of the Jiang-Hang Dialogue means that it will be further upgraded, expanded and improved. The five parties will regularly organize media tours along the canal and photography exhibitions, among other events, through the Dialogue, strengthening cooperation among the cities lying along the canal via multiple platforms and channels. The establishment of the five-party cooperation mechanism is only the beginning of the expansion of the Dialogue, which is an open platform for more canal cities to join and to show the unique charm of Chinas canal cities to the world.

Indeed, as a world cultural heritage and as Chinas landmark project, the culture that the Grand Canal has generated has also become an indispensable part of the Chinese culture, emotionally resonating with Chinese people all over the world.

How to blend the inheritance and the protection of the Grand Canal culture into the resonance? There is a broad consensus at the 2020 Dialogue: cooperation and co-construction. During the Dialogue, a slew of forums were held, reports published, initiatives proposed, and research centers unveiled to that effect. Experts and scholars from all fields took the Dialogue as an opportunity, offering advice and recommendations for the development of economy, society, environment and peoples livelihood along the canal.

The once lively and busy scene of the Grand Canal transport may have been history, but as a link between the north and the south, the influence of the Grand Canal Cultural Belt has not faded. Instead, it serves as a strong cohesive force in the new era. With a flourishing culture and a prosperous China, people living along the canal in the new era are full of new vigor and vitality. Everyone is the witness, the guardian and the creator of the canal culture.

The inheritance and development of the canal culture cannot be separated from the participation of the people. The Initiative for the Co-Construction and Co-Sharing of the Grand Canal Culture issued by the organizing committee of the 2020 Dialogue is a good start. The initiative calls for strengthening the protection of the canal and keeping the vitality of the canal; inheriting canal culture and jointly building a Grand Canal cultural community; making good use of the canal resources and sustaining its charm; promoting international exchanges and the Grand Canal “going global”; as well as public participation in the protection, inheritance and utilization of the Grand Canal Cultural Belt.

In fact, at the 2020 Dialogue, a series of themed exhibitions on the Grand Canal, including a photo and book exhibition, the original copies of the Siku Quanshu (or Complete Library of the Four Treasuries) exhibition, an archive exhibition, as well as an exhibition on the best works of Grand Canal photo competition, were held, attracting not only visitors but more importantly participants.

The Grand Canal is a vivid record of generations of the Chinese nation and in it is embodied the nations splendid civilization. Indeed, the 2020 Beijing-Hangzhou Dialogue on the Grand Canal also explored a number of new channels to better tell the Grand Canal stories to the world.

At the opening ceremony of the 2020 Dialogue, heads of international organizations, experts on the Grand Canal and international celebrities expressed their recognition of Chinas canal culture through videos, pledging to jointly help push the Grand Canal culture on to the world stage.

In the main forum at the Dialogue, over 40 domestic and international media outlets livestreamed the discussions of senior experts on the Grand Canal. Audiences were able to interact with these scholars in real time by posing questions through livestreaming. During the “Poetic and Picturesque Zhejiang” Culture and Tourism Week, another event for the Dialogue, performances and shows with distinctive local features, such as the making of Quzhous sesame cakes and the all-female patrol team from the West Lake, were “broadcast” via the popular “Vlog” format across multiple platforms. Audiences who could not attend in person were able to watch them online.

In yet another media tour, a dozen social media influencers and reporters journeyed to the Yuhe River Heritage Park and Yuer Hutong (alley) in Beijings Dongcheng district, to witness the harmonious relationships between the ancient and the modern buildings, between the old and the new residents, and to have a taste of the coordinated development between protecting the old city and building the Grand Canal Cultural Belt.
