摘? 要：新時(shí)代的創(chuàng)新創(chuàng)業(yè)教育，要堅(jiān)持問題導(dǎo)向，圍繞“為誰培養(yǎng)人”“怎樣培養(yǎng)人”“由誰來培養(yǎng)人”的基本思路深入改革實(shí)踐。經(jīng)過近10年的探索，圍繞“立德樹人”根本任務(wù)，凝練以思政為引領(lǐng)的創(chuàng)新創(chuàng)業(yè)教育理念，建立了思創(chuàng)深度融合機(jī)制，將思政教育貫穿創(chuàng)新創(chuàng)業(yè)教育全過程;堅(jiān)持循序漸進(jìn)、因材施教的原則，圍繞“學(xué)生、師資、課程、基地”四個(gè)核心要素，創(chuàng)建了雙創(chuàng)通識教育、專創(chuàng)融合教育、科創(chuàng)實(shí)踐教育的分層分類雙創(chuàng)育人模式;實(shí)施“政策、資金、技術(shù)、人才”創(chuàng)新要素跨界合作，有效匯聚優(yōu)質(zhì)創(chuàng)新創(chuàng)業(yè)教育資源，搭建了進(jìn)階式創(chuàng)新創(chuàng)業(yè)訓(xùn)練平臺，在深度和廣度上取得顯著成效。

Abstract： In the education of innovation and entrepreneurship of the new era， we should adhere to the problem-oriented approach and carry out practice of reform in depth based on the essential ideas of "who to train for"， "how to train for" and "by whom to train for". After nearly 10 years of exploration， centering on the fundamental task of "cultivating people with moral education"， the innovation and entrepreneurship education concept guided by ideology and politics has been refined. A mechanism has been set up for the deep integration of thinking and innovation， with ideological and political education running through it. Adhering to the principle of gradual improvement and individualized education， and centering on the four core elements of "students， teachers， courses and bases"， we have established hierarchical cultivating modes of combining innovation with entrepreneurship， professionalism and science. Carrying out cooperation integrated with elements of "policy， capital， technology and talent"， we effectively pooled high-quality innovation and entrepreneurship education resources， and set up an advanced training platform， which has achieved remarkable results in depth and breadth.

創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略實(shí)施以來，人民群眾的創(chuàng)造潛能得到充分激發(fā)，營造了“大眾創(chuàng)業(yè)、萬眾創(chuàng)新”的新勢態(tài)。2018年9月10日，習(xí)近平總書記在全國教育大會(huì)提出“要把創(chuàng)新創(chuàng)業(yè)教育貫穿人才培養(yǎng)全過程，以創(chuàng)造之教育培養(yǎng)創(chuàng)造之人才，以創(chuàng)造之人才造就創(chuàng)新之國家”，倡導(dǎo)“處處是創(chuàng)造之地，天天是創(chuàng)造之時(shí)，人人是創(chuàng)造之人”的教育氛圍;2015年10月，李克強(qiáng)總理對中國“互聯(lián)網(wǎng)+”大學(xué)生創(chuàng)新創(chuàng)業(yè)大賽作出重要批示：“把創(chuàng)新創(chuàng)業(yè)教育融入人才培養(yǎng)，切實(shí)增強(qiáng)學(xué)生的創(chuàng)業(yè)意識、創(chuàng)新精神和創(chuàng)造能力”“厚植大眾創(chuàng)業(yè)、萬眾創(chuàng)新土壤，為建設(shè)創(chuàng)新型國家提供源源不斷的人才智力支撐”。可以說，新時(shí)代開展創(chuàng)新創(chuàng)業(yè)教育，是實(shí)施國家創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略、實(shí)現(xiàn)經(jīng)濟(jì)高質(zhì)量發(fā)展、推進(jìn)高等教育綜合改革、促進(jìn)高校畢業(yè)生更高質(zhì)量創(chuàng)業(yè)就業(yè)的重大戰(zhàn)略舉措和迫切需求。

一、創(chuàng)新創(chuàng)業(yè)教育改革的時(shí)代背景

為加快推進(jìn)創(chuàng)新創(chuàng)業(yè)教育，黨中央、國務(wù)院及時(shí)決策部署，并相繼出臺文件予以支持。早在2002年8月，《國務(wù)院關(guān)于大力推進(jìn)職業(yè)教育改革與發(fā)展的決定》（國發(fā)〔2002〕16號）提出，要“注重培養(yǎng)受教育者的專業(yè)技能、鉆研精神、務(wù)實(shí)精神、創(chuàng)新精神和創(chuàng)業(yè)能力”，這是第一次在職業(yè)教育領(lǐng)域提出進(jìn)行創(chuàng)新創(chuàng)業(yè)能力的培養(yǎng)。2010年5月，教育部印發(fā)《關(guān)于大力推進(jìn)高等學(xué)校創(chuàng)新創(chuàng)業(yè)教育和大學(xué)生自主創(chuàng)業(yè)工作的意見》，推動(dòng)全國高校創(chuàng)新創(chuàng)業(yè)教育（以下簡稱“創(chuàng)新創(chuàng)業(yè)教育”）蓬勃興起。2015年5月，國務(wù)院辦公廳印發(fā)《關(guān)于深化高等學(xué)校創(chuàng)新創(chuàng)業(yè)教育改革的實(shí)施意見》，明確提出創(chuàng)新創(chuàng)業(yè)教育要與專業(yè)教育深度融合（簡稱“專創(chuàng)融合”）的要求。2016年5月，國務(wù)院辦公廳印發(fā)《促進(jìn)科技成果轉(zhuǎn)移轉(zhuǎn)化行動(dòng)方案的通知》，要求“加大創(chuàng)新創(chuàng)業(yè)科研成果轉(zhuǎn)移轉(zhuǎn)化，實(shí)現(xiàn)科創(chuàng)融合發(fā)展”（簡稱“科創(chuàng)實(shí)踐”）。2017年8月，習(xí)近平總書記給第三屆中國“互聯(lián)網(wǎng)+”大學(xué)生創(chuàng)新創(chuàng)業(yè)大賽“青年紅色筑夢之旅”大學(xué)生的回信：“祖國的青年一代有理想、有追求、有擔(dān)當(dāng)，實(shí)現(xiàn)中華民族偉大復(fù)興就有源源不斷的青春力量……”，鼓勵(lì)青年大學(xué)生走進(jìn)貧困山區(qū)和革命老區(qū)，其中就蘊(yùn)含了創(chuàng)新創(chuàng)業(yè)教育要與思政教育融合（簡稱“思創(chuàng)融合”）的要求。
