摘? 要:為有效提升江蘇高水平高職院校知識(shí)產(chǎn)權(quán)工作水平,以常州機(jī)電職業(yè)技術(shù)學(xué)院等22所高職院校為研究對(duì)象,從知識(shí)產(chǎn)權(quán)制度、專(zhuān)業(yè)人才培養(yǎng)、知識(shí)產(chǎn)權(quán)的數(shù)量與質(zhì)量、知識(shí)產(chǎn)權(quán)的轉(zhuǎn)移與轉(zhuǎn)化和服務(wù)機(jī)構(gòu)管理五個(gè)維度全面調(diào)研江蘇省高水平高職院校知識(shí)產(chǎn)權(quán)工作現(xiàn)狀,分析其存在的突出問(wèn)題。最后提出了形成制度層面的政策合力、培養(yǎng)內(nèi)部管理人員的業(yè)務(wù)能力、設(shè)置知識(shí)產(chǎn)權(quán)專(zhuān)業(yè)技術(shù)崗、深化產(chǎn)教融合和加強(qiáng)外部服務(wù)機(jī)構(gòu)考核與溝通四大具體舉措,以引領(lǐng)全省高職院校增強(qiáng)技術(shù)技能積累,促進(jìn)區(qū)域產(chǎn)業(yè)升級(jí)與發(fā)展。

Abstract: In order to effectively improve the level of intellectual property rights in high-level vocational colleges in Jiangsu, 22 vocational colleges such as Changzhou Institute of Mechatronics are taken as research objects. A comprehensive survey of the status quo of intellectual property rights in high-level vocational colleges in Jiangsu Province is completed from the dimensions of the intellectual property system, the training of professionals, the quantity and quality of intellectual property, intellectual property rights transfer and transformation and service organization management and the existing key problems is analyzed. The four specific measures of formation for the resultant of intellectual property rights policies, and the development of internal managers' capabilities, the configuration of professional intellectual property posts, deepening integration of production and education, and communication with external service agencies are given for Jiangsu high level higher vocational colleges to lead the province's higher vocational colleges to enhance the accumulation of technical skills and promote regional industrial transformation and upgrading.

《江蘇省高等職業(yè)教育創(chuàng)新發(fā)展卓越計(jì)劃》指出江蘇省高水平高等職業(yè)院校要發(fā)揮示范領(lǐng)軍作用,引領(lǐng)全省高職院校增強(qiáng)技術(shù)技能積累,更好地服務(wù)國(guó)家和地方發(fā)展。以發(fā)明專(zhuān)利為代表的高質(zhì)量知識(shí)產(chǎn)權(quán)的創(chuàng)造能力已成為衡量學(xué)校核心競(jìng)爭(zhēng)力尤其是科技創(chuàng)新水平的重要指標(biāo),知識(shí)產(chǎn)權(quán)的轉(zhuǎn)移轉(zhuǎn)化能力更是能夠充分體現(xiàn)學(xué)??蒲信c社會(huì)服務(wù)能力。江蘇省高水平高等職業(yè)院校建設(shè)單位只有不斷完善知識(shí)產(chǎn)權(quán)管理制度體系,營(yíng)造崇尚技術(shù)創(chuàng)新的校園文化, 才能不斷提升高職院校的核心競(jìng)爭(zhēng)力,才能有效支撐學(xué)校高水平的科技創(chuàng)新和服務(wù)區(qū)域經(jīng)濟(jì)轉(zhuǎn)型和升級(jí)發(fā)展。作者對(duì)2018年江蘇省立項(xiàng)建設(shè)的江蘇省優(yōu)質(zhì)高職院校的知識(shí)產(chǎn)權(quán)制度體系、服務(wù)能力、知識(shí)產(chǎn)權(quán)數(shù)量與質(zhì)量以及知識(shí)產(chǎn)權(quán)的轉(zhuǎn)移轉(zhuǎn)化情況進(jìn)行了比較全面的調(diào)研,并提出了提高江蘇高水平高職院校工作水平的具體舉措。
一、研究方法
(一)調(diào)研對(duì)象
經(jīng)過(guò)國(guó)家示范性(骨干)高等職業(yè)院校建設(shè)計(jì)劃和省示范院校立項(xiàng)建設(shè),江蘇高職院校服務(wù)經(jīng)濟(jì)社會(huì)發(fā)展的能力得到大幅度增強(qiáng)。2018年,江蘇省教育廳和財(cái)政廳認(rèn)定徐州工業(yè)職業(yè)技術(shù)學(xué)院等8所省示范高職院校、常州機(jī)電職業(yè)技術(shù)學(xué)院等7所國(guó)家骨干高職院校、南京工業(yè)職業(yè)技術(shù)學(xué)院等6所國(guó)家示范高職院校和南通職業(yè)大學(xué)為江蘇省高水平高職院校(如圖1所示)。本文的調(diào)研對(duì)象全面覆蓋了上述22所高水平高等職業(yè)院校。
(二)數(shù)據(jù)來(lái)源
基于知識(shí)產(chǎn)權(quán)調(diào)查問(wèn)卷,完成22所江蘇省高水平院校的知識(shí)產(chǎn)權(quán)制度及專(zhuān)業(yè)人員培養(yǎng)現(xiàn)狀數(shù)據(jù)的采集。以江蘇省高水平高職院校的職務(wù)發(fā)明為檢索對(duì)象,以Innojoy專(zhuān)利檢索引擎作為專(zhuān)利檢索數(shù)據(jù)庫(kù),精確采集2010~2017年之間的發(fā)明專(zhuān)利申請(qǐng)、授權(quán)、轉(zhuǎn)讓、質(zhì)押和許可數(shù)據(jù)。
