The national standard was proposed by China National Light Industry Council.
The national standard is under the jurisdiction of National Technical Committee 272 on Surfactant and Detergent of Standardization Administration of China (SAC/TC 272).
The national standard was drafted by the China Research Institute of Daily Chemical Industry, China National Institute of Standardization, Guangzhou Blue Moon Industrial Co., Ltd., Xi’ an KaiMi Co., Ltd., Beijing LvSan Chemistry Co., Ltd., Beijing Reward Home Care Chemical Co., Ltd. It was issued on 12 May, 2011, and implemented on 15 September, 2011.
The main drafters of the standard are Yao Chenzhi, Tang Wangjin, Li Xiaohui, Yang Yuexiang, Yu Wen, He Qiong,Zhao Xinyu and Zhao Jianli.
The national standard specifies terms and definitions,types, requirements, test methods and inspecting rules of soaps and detergents.
The national standard is applicable to the soaps and detergents produced, sold and used in China, including detergent for food, food tools and installations, detergent for personal cleaning and detergent for any other purposes.
The national standard is not applicable to any drycleaning agent with organic solvent as main component,or any industrial detergent produced for special purpose.

Health Supervision Order No. 1 [2007] Hygienic Standard for Cosmetics.
For the purposes of this document, the following terms and definitions apply.
A special product containing soaps and/or surfactants to achieve washing and cleaning properties.
Note: Soaps and detergents may be in any form (liquid,powder, paste, bar, cake, moulded piece, shape, etc.) and marketed for the usage of household, institutional or industrial purposes.
Loss of a specific property of a chemical compound due to the molecule structural change (transformation) by micro-organisms.
In the presence of oxygen, compounds or organic matters are biodegraded into CO2, H2O and mineral salts in element speciation, and assimilated to be part of the microorganisms.
The products are divided into 3 types according to objects used.
Type A—Detergent for food, food tools and installations,including detergent for dishwashing, detergent for fruit and vegetable, etc.
Type B—Detergent for personal cleaning, including toilet soaps, bath agents and shower agents, hand cleaner, etc.
Type C—Detergent for other goods, including laundry powders, laundry detergent, laundry bar soap, laundry soap powder, laundry paste, toilet bowel and ceramic tile cleansers, kitchen cleaner, glass cleaner, floor cleaner,furniture cleaner, detergent used in laundry room,softening agent, bleach, cleaning shampoo for pets, etc.
The soaps and detergents shall not do harm to human health or plant and animal safety when used under normal,reasonable and foreseeable conditions. The environmental influences of the products and the discharge shall be acceptable.
The quality of soaps and detergents shall meet the requirements of corresponding product standards and specifications.
General.The raw materials (including packing material)of soaps and detergents shall conform to corresponding national laws, regulations and standards.
Surfactants
1) Biodegradability
All the surfactants used in soaps and detergents shall have been confirmed to be biodegradable. The surfactants and the biodegradation products shall not do harm to plant, animal or environment at present science cognitive level. The specific requirements are as follows.
a) Primary biodegradability of surfactants shall not be less than 90%.
b) With primary biodegradability of surfactants less than 90%, but not less than 80%, the ultimate biodegradability shall not be less than 60%.
Note-Alkylphenol ethoxylates and propylene tetramer alkylbenzene sulfonate are known as the surfactants which can’t be used in soaps and detergents.
2) Hazardous substances
The hazardous residues in the finish product, due to the technology, raw materials and other inevitable factors during the manufacture of surfactants, shall be below the acceptable safety level. The manufacturer should guarantee that the hazardous substances shall not do harm to human health, environment, plant and animal at present science cognitive level under normal conditions.
Preservative. Preservatives used in Type A products shall conform to provisions specified in GB 9985.
Preservatives used in Type B products shall be the substances listed in Table 4 specified in Hygienic standard for cosmetics (2007) and conform to its regulations.
Colorant. Colorants used in Type A products shall conform to provisions specified in GB 14930.1.
Colorants used in Type B products shall be the substances listed in Table 6 specified in Hygienic standard for cosmetics (2007) and conform to its regulations.
Flavoring. Flavoring used in Type A products shall conform to provisions specified in QB/T 1505.
Flavoring used in Type B and C products shall conform to corresponding provisions specified in GB/T 22731.
Type A products. The hygienic specifications of Type A products shall conform to provisions specified in GB 14930.1.
Type B products. The hygienic specifications of Type B products shall conform to provisions specified in Hygienic standard for cosmetics (2007).
Type C products
1) Type C products or the residues that may have direct contact with human or animal skin (such as laundry powders, laundry detergent and cleaning shampoo for pets) shall have safety data to ensure no strong skin irritation or sensitization under using concentration. The safety data shall include any of the following contents.
—Skin irritation and sensitization assessment of ingredients and finish products.
—Skin irritation and sensitization toxicology data of ingredients, from material safety data sheet or chemical materials safety assessment report of the raw materials suppliers, existing data of chemicals of similar structure,or data determined according to 6.3.
—Skin irritation and sensitization test data of finish products.
2) If the Type C products have strong irritation or corrosion, or have risk or potential risk when used, the using conditions, methods, notes, situations should be avoided, emergency treatment and the like, shall be clearly declared to the users in an easily understood way.
The marks and packaging requirements of soaps and detergents shall conform to provisions specified in QB/T 2952.
The primary biodegradability shall be tested in accordance with GB/T 15818.
The ultimate biodegradability shall be tested in accordance with any appropriate standard of GB/T 21801, GB/T 21802, GB/T 21831 and GB/T 21856.
Strong skin irritation or corrosion. Tested in accordance with the test methods specified in any appropriate standard of SN/T 2245 and SN/T 2246.
Skin irritation and sensitization. Tested in accordance with the test methods specified in GB/T 21827.
In accordance with QB/T 2951.
