2014年10月16日，中國(guó)國(guó)務(wù)院總理李克強(qiáng)在意大利米蘭出席第十屆亞歐首腦會(huì)議第一次全會(huì)并在會(huì)上作了引導(dǎo)性發(fā)言，闡述了互聯(lián)互通思想。

李克強(qiáng)說(shuō)，亞歐大陸是世界上發(fā)展機(jī)遇最多、潛力最大的大陸。中方愿與亞歐各國(guó)一道，培育和凝聚亞歐共同體意識(shí)，倡導(dǎo)和促進(jìn)亞歐團(tuán)結(jié)協(xié)作，開(kāi)放兼容，同舟共濟(jì)，積極構(gòu)建面向和平與發(fā)展的亞歐新型全面伙伴關(guān)系。為此，李克強(qiáng)提出了三點(diǎn)建議：

——共同維護(hù)亞歐和平安全與穩(wěn)定發(fā)展。亞歐大陸橫跨北半球，面積超過(guò)4000多萬(wàn)平方公里，這塊土地的和平與否直接關(guān)乎生活于此的44億人口的前途與命運(yùn)，影響著整個(gè)世界。各國(guó)應(yīng)進(jìn)一步聯(lián)合起來(lái)，致力于在增進(jìn)互信、化解危機(jī)等方面發(fā)揮作用，致力于通過(guò)政治手段、和平方式解決沖突與爭(zhēng)端，推動(dòng)形成和平共處、合作共贏的國(guó)際關(guān)系新局面。

——共同推進(jìn)亞歐互聯(lián)互通和貿(mào)易投資自由化。亞歐國(guó)家雖同在一塊大陸，但經(jīng)貿(mào)往來(lái)卻受制于不少地理障礙。聯(lián)則通，通則興，亞歐大陸迫切需要互聯(lián)互通。中國(guó)提出建設(shè)絲綢之路經(jīng)濟(jì)帶和21世紀(jì)海上絲綢之路，愿與地區(qū)國(guó)家一道構(gòu)建亞歐大陸基礎(chǔ)設(shè)施互聯(lián)互通網(wǎng)絡(luò)，深化區(qū)域合作，促進(jìn)各國(guó)發(fā)展。中國(guó)將于2015年主辦亞歐互聯(lián)互通對(duì)話會(huì)，并適時(shí)啟動(dòng)一批合作項(xiàng)目。同時(shí)應(yīng)當(dāng)看到，目前亞歐之間的貿(mào)易額僅占兩個(gè)地區(qū)貿(mào)易總額的十分之一，擴(kuò)展規(guī)模潛力巨大。開(kāi)拓亞歐經(jīng)貿(mào)合作，不僅需要夯實(shí)互聯(lián)互通的“硬件”基礎(chǔ)，而且需要有制度安排這個(gè)“軟件”支撐。我們要高舉貿(mào)易投資自由化、便利化的大旗，共同維護(hù)公正和非歧視的多邊貿(mào)易體制，推動(dòng)建立開(kāi)放包容的區(qū)域自貿(mào)安排，堅(jiān)決反對(duì)各種形式的保護(hù)主義，加快構(gòu)建亞歐統(tǒng)一市場(chǎng)。

——共同促進(jìn)亞歐人文交流和社會(huì)發(fā)展。國(guó)之交在民相親，民相親則事易成。人文交流特別是民間交往是亞歐合作的強(qiáng)大助力，值得我們用心呵護(hù)、精耕細(xì)作。亞歐不同文化和信仰間對(duì)話機(jī)制啟動(dòng)已經(jīng)十年，亞歐基金在教育、文化、社會(huì)等領(lǐng)域開(kāi)展了600多個(gè)交流項(xiàng)目，參加人數(shù)超過(guò)1.7萬(wàn)人，受到亞歐人民的普遍歡迎。著眼未來(lái)，亞歐各方應(yīng)繼續(xù)推動(dòng)人文和社會(huì)領(lǐng)域合作，支持議會(huì)、社團(tuán)、智庫(kù)、高校、媒體等多渠道、多層次交流，加強(qiáng)在城鎮(zhèn)化、公共衛(wèi)生、老齡化、環(huán)境保護(hù)等領(lǐng)域經(jīng)驗(yàn)共享與項(xiàng)目合作。中方倡議將殘疾人合作列入亞歐合作框架，讓更多特殊群體和廣大人民都成為亞歐合作的直接受益者。

Premier Li Keqiang’s Remarks on Connectivity

The concept of connectivity was elaborated upon in Premier Li Keqiang’s Speech at the First Plenary Session of the Tenth ASEM Summit held in Milan,Italy on Oct.16th,2014.

Premier Li said:“Eurasia is a land that boasts the greatest development opportunities and potential in the world.China stands ready to work with other ASEM partners in an open,inclusive and united spirit to foster the awareness of community,advocate unity and coordination,and actively build a new type of comprehensive partnership for peace and development between Asia and Europe”.Along this line,Premier Li made the following 3 proposals:

We need to jointly uphold peace,security,stability and development in Asia and Europe.Spanning across the Northern hemisphere,Eurasia covers an area of over 40 million square kilometers.Peace on this land has a direct bearing on the future and destiny of the 4.4 billion people living here and its implication goes even beyond to affect the world as a whole.ASEM members need to be more united,committing ourselves to enhancing mutual trust and resolving crisis,and to addressing conflicts and disputes through political and peaceful means.Together,we may work to promote the building of a new pattern of international relations featuring peaceful coexistence and win-win cooperation.

We need to jointly promote connectivity and trade and investment liberalization in Asia and Europe.Though Asian and European countries are on the same landmass,their trade has been hampered by many geographical obstacles.Connectivity leads to prosperity,and that’s what Eurasia urgently needs.China has initiated the Silk Road Economic Belt and the 21st Century Maritime Silk Road,and is ready to work with countries in the region to build a network of infrastructure connectivity on Eurasia,so as to deepen regional cooperation and promote common development.China will host a dialogue on Asia-Europe connectivity in 2015,and will launch a number of cooperation projects in this regard in due time.Meanwhile,we should recognize that trade between Asia and Europe only accounts for ten percent of their total trade,which points to a huge potential to be tapped.To expand economic cooperation and trade between Asia and Europe,we need not only the hardware basis of connectivity,but also the software support of institutional arrangements.We need to hold high the banner of trade and investment liberalization and facilitation and work together to uphold a fair and non-discriminatory multilateral trading regime.We need to build an open and inclusive regional free trade arrangement,resolutely oppose all forms of protectionism,and speed up the development of an integrated Asia-Europe market.

We need to jointly promote Asia-Europe cultural exchange and social development.The key to sound relations between states lies in amity between their peoples,and amity between peoples heralds successful cooperation.Cultural interactions,especially people-to-people exchanges,serve as a strong boost to Asia-Europe cooperation and must therefore be nurtured and cultivated.The inter-culture and inter-faith dialogue mechanisms have been in function for ten years.The Asia-Europe Foundation has launched over 600 exchange projects in the areas of education,culture and social development involving more than 17,000 people,and these projects have been well received by the people of Asia and Europe.Going forward,ASEM partners should continue to promote cooperation in people-to-people and social exchanges,support multi-channel and multi-tiered exchanges between parliaments,social organizations,think tanks,universities and the media,and strengthen experience sharing and project cooperation on urbanization,public health,population aging and environmental protection.China proposes to incorporate cooperation on people with disabilities into the Asia-Europe cooperation framework,so that more special groups and the wider public could benefit directly from our cooperation.
