2013年4月,中國國家主席習(xí)近平在出席博鰲亞洲論壇年會時就曾提到:“中國將加快同周邊地區(qū)的互聯(lián)互通建設(shè),積極探討搭建地區(qū)性融資平臺,促進(jìn)區(qū)域內(nèi)經(jīng)濟(jì)融合,提高地區(qū)競爭力?!?/p>
同年10月召開的APEC領(lǐng)導(dǎo)人會議,習(xí)近平提出,亞太經(jīng)合組織要順應(yīng)潮流,做好互聯(lián)互通這篇大文章。就此,習(xí)近平提出了4點建議:
一要構(gòu)建覆蓋太平洋兩岸的亞太互聯(lián)互通格局,以此帶動建設(shè)各次區(qū)域經(jīng)濟(jì)走廊,進(jìn)而打造涵蓋21個經(jīng)濟(jì)體、28億人口的亞太大市場,保障本地區(qū)生產(chǎn)要素自由流通,穩(wěn)步提升太平洋兩岸成員協(xié)同發(fā)展水平,實現(xiàn)一體化。
二要打通制約互聯(lián)互通建設(shè)的瓶頸,建立政府、私營部門、國際機(jī)構(gòu)廣泛參與的投融資伙伴關(guān)系。中國愿意積極探索拓展基礎(chǔ)設(shè)施建設(shè)投融資渠道,倡議籌建亞洲基礎(chǔ)設(shè)施投資銀行。
三要在區(qū)域和國際合作框架內(nèi)推進(jìn)互聯(lián)互通和基礎(chǔ)設(shè)施建設(shè),各成員應(yīng)該秉持互利互惠、優(yōu)勢互補(bǔ)理念,堅持開放透明、合作共贏原則,加強(qiáng)溝通交流,積極參與合作。
四要用互聯(lián)互通促進(jìn)亞太地區(qū)人民在經(jīng)貿(mào)、金融、教育、科學(xué)、文化等各領(lǐng)域建立更密切聯(lián)系,加深彼此了解和信任。
在這次會議上,經(jīng)由習(xí)近平的表述,中國對“互聯(lián)互通”的闡釋已漸成體系。
此外,這一年APEC部長級會議通過了2個文件,分別是《APEC互聯(lián)互通框架》和《APEC基礎(chǔ)設(shè)施開發(fā)與投資多年計劃》,文件著眼點集中于解決基礎(chǔ)設(shè)施項目融資方面。
2014年11月8日,習(xí)近平在加強(qiáng)互聯(lián)互通伙伴關(guān)系對話會上,明確表示,“一帶一路”進(jìn)入了務(wù)實合作階段,同時提出深化合作的5點建議。其中包括,以亞洲國家為重點方向,率先實現(xiàn)亞洲互聯(lián)互通。以經(jīng)濟(jì)走廊為依托,建立亞洲互聯(lián)互通的基本框架。以交通基礎(chǔ)設(shè)施為突破,實現(xiàn)亞洲互聯(lián)互通的早期收獲。以建設(shè)融資平臺為抓手,打破亞洲互聯(lián)互通的瓶頸。以人文交流為紐帶,夯實亞洲互聯(lián)互通的社會根基。
以習(xí)近平的這番表述為起點,以“互聯(lián)互通”為要求,亞洲國家將會更緊密的交流。這種交流的層面,也必將會從經(jīng)濟(jì)領(lǐng)域的“互聯(lián)互通”,上升為文化、人才等多領(lǐng)域多層次的“互聯(lián)互通”。
2014年11月11日,習(xí)近平出席2014年亞太經(jīng)合組織(APEC)領(lǐng)導(dǎo)人非正式會議第一階段會議并講話。習(xí)近平指出,面對新形勢,我們應(yīng)該加快完善基礎(chǔ)設(shè)施建設(shè),打造全方位互聯(lián)互通格局?;ヂ?lián)互通是一條腳下之路,無論是公路、鐵路、航路還是網(wǎng)絡(luò),路通到哪里,我們的合作就在哪里?;ヂ?lián)互通是一條規(guī)則之路,多一些協(xié)調(diào)合作、少一些規(guī)則障礙,我們的物流就會更暢通,交通就會更便捷;互聯(lián)互通是一條心靈之路,你了解我、我懂得你,道理就會越講越明白,事情也就會越辦越好辦。實現(xiàn)亞太全方位的互聯(lián)互通,就是讓腳下之路、規(guī)則之路、心靈之路聯(lián)通太平洋兩岸的全體成員。打通融資貴、融資難的瓶頸,就是要加強(qiáng)公私伙伴關(guān)系建設(shè),實現(xiàn)聯(lián)動式發(fā)展。
President Xi Jinping’s Remarks on Connectivity
President Xi Jinping made the following remarks on connectivity when he delivered a keynote speech at the Boao Forum for Asia Annual Conference in April,2013.He said: “China will increase connectivity with its neighbors,actively explore the building of a regional financing platform,advance economic integration within the region and thus increase its competitiveness”.
President Xi said in his address at the Asia-Pacific Economic Cooperation (APEC) Economic Leaders' Meeting in October,2013 that APEC should follow the trend of connectivity and make full use of connectivity.4 proposals were made by President Xi as follows: First,an Eurasia connectivity pattern should be in place incorporating both sides of the Pacific so as to facilitate the building of economic corridors in sub-regions.As a result,a huge Eurasia marketplace covering 21 economies and 2.8 billion people can then take shape,ensuring the free flow of production factors,bringing coordinated development of countries on both sides of the Pacific to a higher level and achieving integration.
Second,the bottleneck in the building of connectivity should be broken and a partnership regarding investment and financing should be set up featuring extensive participation of governments,private sectors and international organizations.China stands ready to positively explore the investment and financing instruments for infrastructure construction and proposes the preparation for the inception of Asian Infrastructure Investment Bank (AIIB).
Third,connectivity and infrastructure construction should be carried out within regional and international cooperation frameworks.In the spirit of benefiting each other and complementing each others’advantages,communications and exchanges should be intensified and cooperation actively promoted based on the principal of openness,transparency and win-win cooperation.
Fourth,by enhancing connectivity,a closer tie should be forged among people in the Asia-Pacific in economy and trade,finance,education,science and culture and mutual understanding and trust cemented.
The interpretation upon “connectivity”came into being after President Xi’s explanation of the idea in this meeting.
Besides,two documents: the APEC Framework on Connectivity and APEC Multi-Year Program on Infrastructure Development and Investment was issued on the APEC ministerial-level meeting in 2013,prioritizing the solution of financing for infrastructure programs.
In his address at Dialogue on Strengthening Connectivity Partnership on Nov.8th,2014,President Xi made it clear that the building of One Belt One Road has embraced practical cooperation and proposed 5 suggestions on deepening cooperation.He said:“We should strive to realize Asia’s connectivity first by making Asian countries our priority.We should develop a basic framework of Asian connectivity by making economic corridors the support pillar.We should realize an early harvest in Asian connectivity by making breakthroughs in transport infrastructure development.We should break the bottleneck in Asian connectivity by building a financing platform.We should strengthen the social foundation for Asian connectivity by promoting people-to-people exchanges”.
Beginning from then,more frequent exchanges are carried out among Asian countries to meet the demands of connectivity.The scope of exchanges is further expanded from economic connectivity to a multi-fields and multi-level one including cultural and personnel exchanges.
Addressing the first phase meeting of 2014 APEC Economic Leaders' Meeting in Nov.11th,President Xi said facing the new situation,we should facilitate infrastructure construction to build connectivity in all fronts.Connectivity is the road lying in front of us.Be it highway,railway,airway or the Internet,where there is the road,there is our cooperation.Connectivity is a road of rules,because more coordinated cooperation and less obstacles to the rules can make uninterrupted logistics and convenient transportation possible;Connectivity is a road of hearts,because with mutual understanding,we can get across points of view and have things done in an easier manner.Therefore,realizing a comprehensive connectivity means all peoples on both sides of the Pacific can be linked by the road in front of us,the road of rules and the road of hearts.To break the bottleneck of expensive financing and difficult financing,we need to enhance Public-Private Partnership to achieve a coordinated growth..
