中新蘇州工業(yè)園

1994年2月26日,中國(guó)和新加坡兩國(guó)政府在北京簽署了《中華人民共和國(guó)政府和新加坡共和國(guó)政府關(guān)于合作開發(fā)建設(shè)蘇州工業(yè)園區(qū)的協(xié)議》,成立了中新聯(lián)合協(xié)調(diào)理事會(huì),開始了中國(guó)和新加坡的政府間的高級(jí)別合作。合作項(xiàng)目在同年8月正式展開并經(jīng)國(guó)家工商行政管理局批準(zhǔn),成立合資公司“中新蘇州工業(yè)園區(qū)開發(fā)有限公司”。該公司2008年上市,2009年啟用新名:中新蘇州工業(yè)園區(qū)開發(fā)集團(tuán)股份有限公司(中新集團(tuán))。

該集團(tuán)公司目前以城市綜合開發(fā)為主業(yè),經(jīng)過長(zhǎng)期實(shí)踐,已經(jīng)發(fā)展成為中國(guó)新型城鎮(zhèn)化的領(lǐng)軍企業(yè)。據(jù)官方資料介紹,現(xiàn)擁有員工近3000人,總資產(chǎn)200億元。2012年實(shí)現(xiàn)營(yíng)業(yè)收入超50億元,實(shí)現(xiàn)凈利潤(rùn)6.3億元。

中新天津生態(tài)城

中新天津生態(tài)城是第二個(gè)中國(guó)、新加坡兩國(guó)政府戰(zhàn)略性合作項(xiàng)目,正式誕生于2007年。

生態(tài)城距天津中心城區(qū)45公里,距濱海新區(qū)核心區(qū)15公里,是世界上第一個(gè)國(guó)家間合作開發(fā)建設(shè)的生態(tài)城市。生態(tài)城的建設(shè)顯示了中新兩國(guó)政府應(yīng)對(duì)全球氣候變化、加強(qiáng)環(huán)境保護(hù)、節(jié)約資源和能源的決心,為資源節(jié)約型、環(huán)境友好型社會(huì)的建設(shè)提供積極的探討和典型示范。

2013年5月4日,習(xí)近平主席視察生態(tài)城時(shí)指出,生態(tài)城要兼顧好先進(jìn)性、高端化和能復(fù)制、可推廣兩個(gè)方面,在體現(xiàn)人與人、人與經(jīng)濟(jì)活動(dòng)、人與環(huán)境和諧共存等方面作出有說服力的回答,為建設(shè)資源節(jié)約型、環(huán)境友好型社會(huì)提供示范。新加坡總理李顯龍表示,生態(tài)城是新中合作一個(gè)新的里程碑,生態(tài)城不僅要做成功,還要復(fù)制、推廣到中國(guó)的其他城市。

中新廣州知識(shí)城

除了國(guó)家層面的合作項(xiàng)目,中國(guó)與新加坡的其他合作項(xiàng)目,也同樣具有借鑒意義。2009年開始規(guī)劃建設(shè)的“知識(shí)城”即是一例。目前,“知識(shí)城”已經(jīng)初具規(guī)模。按照規(guī)劃,2020年,“知識(shí)城”要初步成為世界知識(shí)經(jīng)濟(jì)高地。這個(gè)立足于珠三角的項(xiàng)目也和重慶一樣肩負(fù)輻射華南,服務(wù)全國(guó)甚至影響東南亞的重任。根據(jù)中新知識(shí)城的總體設(shè)計(jì)師劉太格的設(shè)計(jì),知識(shí)城將建設(shè)高標(biāo)準(zhǔn)的基礎(chǔ)設(shè)施,并全面推行綠色建筑,最大限度地節(jié)約資源,保護(hù)生態(tài)環(huán)境,發(fā)展低碳經(jīng)濟(jì),實(shí)現(xiàn)人與建筑、自然和諧共存。建成之后,將重點(diǎn)發(fā)展研發(fā)服務(wù)業(yè)、創(chuàng)意產(chǎn)業(yè)、教育培訓(xùn)、生命健康服務(wù)、信息技術(shù)、生物技術(shù)、新能源與節(jié)能環(huán)保技術(shù)、先進(jìn)制造技術(shù)產(chǎn)業(yè)等與知識(shí)經(jīng)濟(jì)有密切關(guān)系的產(chǎn)業(yè)。

“Whether Southwest or Northwest China is more suitable, let’s consider it together, nevertheless we respect Singapore’s opinions more”. On the sidelines of the 2014 APEC summit, Chinese president Xi Jinping said to Prime Minister Lee Hsien Loong of Singapore concerning the location of the third intergovernmental cooperation project between China and Singapore.

Mr. Chan Chun Sing, Minister for Social and Family Development of Singapore and Madam Gao Yan, Vice Minister of the Ministry of Commerce of the P.R.C. led a China-Singapore study team to Chongqing on Feb 1, 2015. After the fi rst leg, they will visit Chengdu and Xi’an respectively.

The third intergovernmental cooperation between China and Singapore refers to the national-level cooperation project between the two countries, which is viewed as a flagship project after China-Singapore Suzhou Industrial Park in 1994 and Sino-Singapore Tianjin Eco-City in 2007. Zaobao disclosed that the project was initiated by Mr. Zhang Gaoli, Member of the Standing Committee of the Political Bureau of the CPC Central Committee, Vice Premier of the State Council, and Chinese Chairman of JCBC when he visited Singapore in 2013. However Singapore has been cautious, for the project is too gigantic. How to implement the third intergovernmental cooperation project has been a hot topic in high level visits over the period of time.

The study team paid visits to Chongqing Cuntan Free Trade Port Area, Liangjiang International Cloud Computing Center, International Exhibition and Trading Center, Chongqing Urban Planning Exhibition Hall, Capitaland Chaotianmen Project, and Chongqing Jiangbei International Airport etc. and held discussions in depth with Chongqing Municipal Government.

Mr. Sun Zhengcai, Member of the Political Bureau of the CPC Central Committee and Secretary of the CPC Chongqing Committee met with the team. Mr. Sun Zhengcaiexpressed, there are a sound foundation and huge potential for cooperation between Chongqing and Singapore. It’s hoped both sides intensify communication and exchange, upgrade cooperation, and expand the scope of cooperation on the basis of mutual benefit and interest and win-win so as to promote stable development between the two countries.

Mayor Huang Qifan energetically introduced Chongqing to the team. He elucidated, Chongqing, a national-level central city, a mega city, a pilot area for national integrated urban and rural development reform, and an opening-up highland inland, is the economic, financial, and trade center on the upper reaches of the Yangtze River. To undertake the third China-Singapore intergovernmental cooperation project will enable Chongqing to further open up in spectrum and profundity, and let Chongqing exert the bridgehead role in implementing China’s “One Belt and One Road” initiative and the Yangtze River Economic Belt strategy so as to advance Chinese inland for a better future.

Chinese inland, particularly China’s West lags behind the coastal regions in terms of opening-up and economic development. With the forceful implementation of the western China development strategy, China’s West tries hard to catch up and turns out to be a new growth point in national economy. Chongqing is building itself into an “inland highlight of opening-up”, in this sense, the unique role of Chongqing in China’s openingup policy has added unquestionably to the lure of the city. Developing Chinese inland coincides with the thoughts of the Singaporean team.

Madam Gao Yan, China’s Vice Minister of Commerce, reiterated that leaders of the two countries attached great importance to the project. Rapid development of Chongqing in recent years impressed us. The government of China will proactively push forward the location selection and try to get the project started as early as possible.

Leader of the Team: it’s hoped to further tap potential in West China

Comparing to the previous two projects, this cooperation aims high. Along with the study team there were leaders from the Ministry of Trade and Industry, Ministry of Transport, Ministry of Finance, Ministry of Foreign Affairs, Ministry of Community Development and Sports, Monetary Authority, Singapore Tourism Board, Civil Aviation Authority, and Infocomm Development Authority of Singapore, and representatives from the Singapore’s architecture, planning, technology, fi nance, and transport & logistics sectors as well as leaders of the departments concerned underChina’s Ministry of Commerce.

During the fi eld tour, Mr. Chan Chun Sing, Minister for Social and Family Development of Singapore, expressed, the third Singapore-China inter-governmental cooperation project not only forges ahead in a region’s development but, what’s more, it can help tap potential in China’s West and give a strong push to the entire region, so that the east coast and the west inland will become a “dual engine” in China’s development and is bound to elevate the relations between Singapore and China to a new high.

Mr. Chan Chun Sing spoke highly of Chongqing as the municipality impressed the team very much with rapid development, ample potential, and vitality. Singapore will actively align to China’s new regional development strategy in a bid to forge into interconnectivity partnership, draw upon essences from each other, deepen practical cooperation, and contribute fresh efforts to relations in between.

Comparing to the previous projects catering for regional economic development and rippling the regions nearby, this time Singapore pays more attention to the development potential in China’s West as a whole and intends to pinpoint a pivot to unleash the potential. Therefore, the pivot must act as a center of the entire region, an economic powerhouse of the nation, and an opening up highland.

Prime Minister Lee Hsien Loong of Singapore explained in an interview earlier, both sides agreed to take “combining interconnectivity and modern service” as the content. Interconnectivity denotes not only the flow of human resources and materials but also communication and coordination amongst organizations and institutions in the finance, telecom, and aviation sectors. It illustrated that the third cooperation project will not only consider the commercial infrastructure e.g. logistics channel and IT but also contain political factors e.g. administrative effi ciency.

Singapore Becomes Chongqing’s Second Largest Source of Investment

Singapore is the second largest source of Chongqing’s inbound investment, following Hong Kong. As of the end of 2012, totally 211 Singaporean companies put investment in Chongqing, with contracted direct investment $4.598 billion dollars and paid-up investment $3.59 billion dollars in the fields e.g. city planning, automobile, finance, real estate, tourism, and health etc. At same time, Singapore placed the largest amounts of investment in Chongqing in comparison with other cities in China, and the biggest standalone project in Chongqing.

Singapore Pacific Telecom, the largest independent telecommunication service provider, poured $150 million dollars into building a world-class data center in Chongqing in 2011, the first of this kind in southwestern China, business of which can probably generate the production value of 1 billion yuan for Chongqing every year. The city complex project funded by Capitaland, a well-known real estate multinational in Asia, is in full swing at Chaotianmen. As the largest standalone project in China ever invested by a Singaporean company, its initial investment totaled 21.1 billion yuan.

GCCCI COO Mr. Andikoo expressed when the company put investment in Chongqing, on the one hand, Chongqing is competitive in location, policy, and resources because it’s the only municipality in western China; on the other, Chongqing, as a traditional city famous for industries, has a solid foundation for manufacturing. Sino-Singapore Suzhou Industrial Park

The Agreement on Co-Development and Construction of Suzhou Industrial Park by the Government of the People’s Republic of China and the Government of the Republic of Singapore was inked in Beijing on February 26, 1994 and both governments formed the China-Singapore Joint Coordination Council, embarking on highlevel intergovernmental cooperation. The project was rolled out in August 1994. Having been approved by the State Administration for Industry and Commerce, China-Singapore Suzhou Industrial Park Development Co., Ltd was incorporated. The company went to public in 2008 and was renamed China-Singapore Suzhou Industrial Park Development Group Co., Ltd in 2009. (CSSD)

The group is mainly engaged in city comprehensive development. Upon practice in the past years, it has evolved into a leader in China’s new-type urbanization. According to the offi cial data, it is in possession of nearly 3,000 employees and total assets of 20 billion yuan. In 2012 it saw more than fi ve billion yuan for operating revenue and 630 million yuan for net profi ts.

Sino-Singapore Tianjin Eco-City

Sino-Singapore Tianjin Eco-city is the second fl agship government-to-government project between Singapore and China after Suzhou Industrial Park, and was born in 2007.

The Eco-city site, located 45 km from Tianjin city center and 15 km from the core section of Binhai New Area, boasts the first of this kind in the world under the intergovernmental cooperation framework. The construction of the Eco-city demonstrated both governments’determination in responding to global climate change and improving environmental protection, contributing its efforts to and acting as a model for the building of a resourceeffi cient and environment-friendly society.

Mr. Xi Jinping paid a visit to the Eco-city and pointed out on May 4, 2013, the Eco-city is required to put equal emphasis on the two aspects, leading and hi-end on one side, and replicable and disseminating on the other. The Eco-city is required to give convincing answers to the questions e.g. the harmonious coexistence between man and man, man and economic activities, and man and environment and act as a model for building a resourceefficient and environment-friendly society. Prime Minister Lee Hsien Loong of Singapore stated, the Eco-city is a new milestone for cooperation between the two countries, not only will it be successful but it can be replicable and disseminated to the rest of the country.

Sino-Singapore Guangzhou Knowledge City

Except for intergovernmental cooperation, there are other cooperation projects, which are worthy learning. The knowledge city, built in 2009, is an example. At present, it takes initial shape. According to the master plan, the knowledge city will turn out to be a highland of knowledge economy in the world by 2020. The project, situated in the Pearl River delta, has a rippling effect to southern China, even the entire country and beyond. According to the chief designer Liu Taige’s plan, the knowledge city will build high-standard infrastructure facilities and disseminate in all respects green building in an endeavor to save resources, protect ecological environment, develop low-carbon economy, and achieve the harmonious coexistence of man, architecture, and fundamentality as much as possible. Upon construction, it will mainly nurture knowledge economyrelated industries e.g. R&D service, creativity, education & training, life science, IT, biology, new energy, and energy efficient & environmental protection, and leading manufacturing.
