九曲黃河奔騰入海，巍巍泰山屹立東方。當(dāng)新舊動(dòng)能轉(zhuǎn)換的號(hào)角聲響徹齊魯大地，山東高質(zhì)量發(fā)展之路綠色動(dòng)能澎湃成潮。

2022年8月，國務(wù)院印發(fā)《關(guān)于支持山東深化新舊動(dòng)能轉(zhuǎn)換推動(dòng)綠色低碳高質(zhì)量發(fā)展的意見》，賦予山東建設(shè)綠色低碳高質(zhì)量發(fā)展先行區(qū)的重大使命。這是黨中央提出“雙碳”戰(zhàn)略以來，全國第一個(gè)以綠色低碳高質(zhì)量發(fā)展為主題的戰(zhàn)略布局，也是新中國成立以來第一個(gè)以國發(fā)文件賦予山東的重大戰(zhàn)略使命，為中國式現(xiàn)代化山東實(shí)踐開辟了廣闊空間。

厚望如山，使命在肩。2023年是山東建設(shè)綠色低碳高質(zhì)量發(fā)展先行區(qū)的開局起步之年。作為中國重要的工業(yè)基地和北方地區(qū)經(jīng)濟(jì)發(fā)展的戰(zhàn)略支點(diǎn)，山東于2023年年初制定了《山東省建設(shè)綠色低碳高質(zhì)量發(fā)展先行區(qū)三年行動(dòng)計(jì)劃（2023—2025年）》《山東省建設(shè)綠色低碳高質(zhì)量發(fā)展先行區(qū)2023年重點(diǎn)工作任務(wù)》等政策措施，為綠色低碳高質(zhì)量發(fā)展提供制度保障。

能源是工業(yè)的糧食、國民經(jīng)濟(jì)的命脈，也是綠色轉(zhuǎn)型、推動(dòng)高質(zhì)量發(fā)展的主陣地。從黃渤海濱到魯西南腹地，從茫茫曠野到城市深處，五大清潔能源基地動(dòng)能迸發(fā)，碳達(dá)峰“十大工程”和能源轉(zhuǎn)型發(fā)展“九大工程”全面起勢(shì)，找能、造能、儲(chǔ)能的規(guī)模體量和技術(shù)支撐不斷躍升，山東新型能源體系建設(shè)行動(dòng)正高歌猛進(jìn)，一日千里。

傳統(tǒng)產(chǎn)業(yè)是山東的寶貴家底和財(cái)富，端牢端穩(wěn)傳統(tǒng)產(chǎn)業(yè)的飯碗，是山東塑成綠色低碳高質(zhì)量發(fā)展新優(yōu)勢(shì)的基礎(chǔ)。山東以智能化、綠色化、融合化為主攻方向，滾動(dòng)實(shí)施“萬項(xiàng)技改、萬企轉(zhuǎn)型”，落地實(shí)施裕龍島煉化一體化、日照精品鋼鐵基地等一批產(chǎn)業(yè)轉(zhuǎn)型重大項(xiàng)目，推動(dòng)傳統(tǒng)產(chǎn)業(yè)提檔升級(jí)、闖出“新天地”。

既要固本也要興新。改造提升傳統(tǒng)產(chǎn)業(yè)的同時(shí)，山東大力發(fā)展新技術(shù)，加速建設(shè)綠色制造體系和服務(wù)體系，讓新興產(chǎn)業(yè)競(jìng)逐“新賽道”，7個(gè)集群入選首批國家級(jí)戰(zhàn)略性新興產(chǎn)業(yè)集群，數(shù)量居全國首位。同時(shí)，山東積極布局建設(shè)空天信息、磁懸浮、元宇宙、量子科技等未來產(chǎn)業(yè)，加快形成新質(zhì)生產(chǎn)力，不斷塑強(qiáng)高質(zhì)量發(fā)展的新動(dòng)能、新優(yōu)勢(shì)。

創(chuàng)新引領(lǐng)，奏響綠色低碳高質(zhì)量發(fā)展澎湃樂章。山東推動(dòng)數(shù)字經(jīng)濟(jì)與實(shí)體經(jīng)濟(jì)深度融合，加快建設(shè)高能級(jí)創(chuàng)新平臺(tái)助推科技創(chuàng)新，中科院濟(jì)南科創(chuàng)城、濱州渤?？苿?chuàng)城、菏澤現(xiàn)代醫(yī)藥港等一批區(qū)域科技創(chuàng)新高地在黃河流域加速崛起。

新征程呼喚新?lián)?dāng)，新使命激勵(lì)新作為。推動(dòng)綠色低碳高質(zhì)量發(fā)展，有挑戰(zhàn)，也充滿機(jī)遇。山東以“綠”為底，向“綠”而行，以發(fā)展的“含綠量”提升增長的“含金量”，一幅綠色低碳高質(zhì)量發(fā)展的時(shí)代畫卷正在齊魯大地徐徐展開。

In August 2022， the State Council issued the Opinions on Supporting Shandong in Deepening Its Transition from Old to New Growth Drivers and Promoting Green， Low-Carbon， and High-Quality Development， entrusting Shandong with the major mission of building a pioneering zone for green， low-carbon and high-quality development. This is not only China’s first strategic layout with a theme of green， low-carbon， and high-quality development since the proposal of the“carbon peaking and carbon neutrality” strategy by the CPC Central Committee， but also the first major strategic mission given to Shandong in the form of a State Council document since the founding of New China， opening up broad space for Shandong’s practice in Chinese-type modernization.

The mountain-like expectation highlights the importance of the mission. The year 2023 marks the start of Shandong’s building of a pioneering zone for green， low-carbon and high-quality development. As an important industrial base of China and the strategic fulcrum of North China’s economic development， Shandong developed relevant policies in early 2023 to provide institutional guarantee for green， low-carbon and high-quality development.

Besides， in new energy， green transition of traditional industries， emerging industries， future industry layout and other aspects， Shandong has continued to strengthen its new growth drivers and advantages of high-quality development. In the course of green， low-carbon and high-quality development， Shandong is undoubtedly a “top student”. On a new journey， Shandong will continue to compose a new chapter on green， low-carbon and high-quality development.
