他們的足跡遍布廣袤的呼倫貝爾草原,他們是祖國邊防線上移動的鋼鐵長城,他們是踐行守護(hù)祖國北疆錚錚誓言的騎兵衛(wèi)士,他們是呼倫貝爾草原牧民心中的“守護(hù)神”。他們,就是呼倫貝爾市陳巴爾虎旗海東青騎警隊(duì)。
海東青騎警隊(duì)是呼倫貝爾市第一支公安騎警隊(duì)伍,成立于2017年8 月1 日,其前身為陳旗特警騎巡隊(duì),隸屬于陳巴爾虎旗公安局。騎警隊(duì)共有10 名隊(duì)員,其中8 人為蒙漢兼通民警,全體隊(duì)員平均年齡29 歲。騎警隊(duì)成立以來曾多次參與重大慶典活動安保工作,累計(jì)邊境沿線巡邏近八萬公里,為守衛(wèi)陳巴爾虎旗和諧安寧做出了突出貢獻(xiàn)。
足跡遍布呼倫貝爾草原
陳巴爾虎旗位于呼倫貝爾草原腹地,全旗土地面積1.74 萬平方公里,與俄羅斯隔額爾古納河相望,中俄邊境線長206.7 公里,共有蒙、漢、鄂溫克、達(dá)斡爾等15 個(gè)民族聚居。由于陳巴爾虎旗地理位置特殊、地理環(huán)境復(fù)雜,騎馬便成為牧區(qū)人民最便利的生活方式和必不可少的出行手段。
蒙古族素來有“馬背上的民族”之稱。騎馬,既是日常生活所需,也是對馬背文化的傳承。在陳巴爾虎旗,流傳著這樣的一句俗語:“即便是醉酒的牧人,只要伏在馬背上,依然可以安然無恙地回到氈房。”海東青騎警隊(duì)正是基于悠久的馬背文化,堅(jiān)持不破壞草原生態(tài)植被,順應(yīng)自然,保護(hù)自然,以最原始卻又最溫和的方式守護(hù)著這片草原。
陳巴爾虎旗屬邊陲重地,是少數(shù)民族聚居地區(qū),這里每年都會舉辦多次那達(dá)慕、祭敖包、賽馬等盛會。然而,草原生態(tài)脆弱,一旦被破壞,短時(shí)間內(nèi)很難恢復(fù),這也對安保警衛(wèi)提出了嚴(yán)峻的挑戰(zhàn)。在幾千人的活動現(xiàn)場,既要提高工作效率,又要保護(hù)好環(huán)境,單靠步行巡邏是不切實(shí)際的,一旦出現(xiàn)警情,警車不能在第一時(shí)間抵達(dá),潛在的危險(xiǎn)將無法估量。騎警隊(duì)則能在此時(shí)完美地代替警車,既完成日常巡邏任務(wù),又能在草原深處突發(fā)警情時(shí),無論何時(shí)何地,無論白天黑夜,也無論風(fēng)霜雪雨,都如同一把“尖刀”,精確定位,直抵現(xiàn)場。因此,騎警隊(duì)也被人們親切地稱為草原上的“活地圖”。
在海東青騎警隊(duì)有這樣一位明星隊(duì)長,被人稱為隊(duì)里的“排頭兵”“靈魂人物”,他就是石永志。從小在草原上長大,牧區(qū)艱苦的生活伴隨著石永志童年的記憶。冬天大雪封路是常事,牧民們遭遇暴雪,牲畜走失更是家常便飯。2000 年,石永志剛參加公安工作,他一頭扎進(jìn)基層蘇木,一干就是二十幾年。
巡邏中的海東青騎警隊(duì)
在西烏珠爾交警中隊(duì)任職期間,石永志每天都要上路查車。那年初春,牧民們正忙著迎接新出生的羊羔。接連幾日的暴雪,草原上更是不見人煙。牧民們?yōu)榱巳テ炖锊少徤钣闷?,都是先騎馬到石永志所在的檢查站,將自己的馬寄放在檢查站后,再攔路搭載通往旗里的汽車。
一天傍晚,檢查站來了一個(gè)滿身掛著霜雪的牧民,見到石永志后,他焦急又激動地用并不流利的漢語說著什么。經(jīng)過一番蒙語交談后,石永志得知,牧民名叫巴特,由于趕上暴雪天氣,他家中幾乎三分之一的母羊出現(xiàn)了拉肚的情況,大羊站不起身,新出生的小羊吃不上奶。眼看著暴雪連天,巴特還是騎馬到公路附近的牧民家搭了輛車去旗里買藥,回來時(shí)遭遇“白毛風(fēng)”,車輛陷在雪里推不出來,巴特只好頂著風(fēng)雪走到檢查站求救。巴特說:“如果再不把藥送回家,家里的羊可能都要病死了?!?/p>
看到牧民老鄉(xiāng)滿臉的焦急,石永志沒有一絲猶豫,向領(lǐng)導(dǎo)說明情況后,他借用老鄉(xiāng)寄存在檢查站的馬,頂著風(fēng)雪走了一夜,把藥品送到了巴特的家中。
2008 年,石永志被調(diào)轉(zhuǎn)至完工交警中隊(duì)工作。一天中午,他接到報(bào)警電話,稱有一群人正在草原上盜挖野生草藥。石永志和同事們立即出警。由于涉案地途經(jīng)一條沙陀路,石永志只能和同事駕駛摩托車前往。在抓捕犯罪嫌疑人的過程中,摩托車因碾壓到埋在深草里的石頭而翻車,石永志和摩托車一起從山坡上翻下來,右臂受傷嚴(yán)重,不能繼續(xù)去追捕嫌疑人,只能由同事們頂上。這次的經(jīng)歷讓他開始思考如何能克服這些自然條件的障礙,提高牧區(qū)辦案的效率。
2013 年,石永志任新組建的特警大隊(duì)大隊(duì)長,根據(jù)實(shí)際工作情況,他開始有計(jì)劃地選拔會說蒙語、熟知馬匹習(xí)性、了解草原的特殊環(huán)境和天氣變化、熱愛草原和牧民的年輕民警,成立了特警騎巡隊(duì)。
2017 年8 月,在胡列也吐地區(qū)發(fā)生了一次草牧場糾紛事件。石永志憑借著多年來走訪基層、熱心助民打下的群眾基礎(chǔ),在事件發(fā)生第一時(shí)間,便帶領(lǐng)著部分騎巡隊(duì)員趕到現(xiàn)場,很快便妥善處理了此事。這一事件讓騎巡隊(duì)找到了發(fā)展的方向,也讓大家意識到騎警在辦案過程中所發(fā)揮的巨大價(jià)值。2018 年8 月1 日,陳巴爾虎旗政府正式授予騎巡隊(duì)海東青騎警隊(duì)稱號。

與小牧民親切互動
“摸著石頭過河,迎著朝陽追趕”,海東青騎警隊(duì)成立之初,全體隊(duì)員們從戰(zhàn)術(shù)訓(xùn)練到與馬匹配合,一路走來受過的傷已無法統(tǒng)計(jì),但他們依然堅(jiān)定從容,決心要當(dāng)好馬背上的忠誠衛(wèi)士。讓人記憶猶新的是,在一次訓(xùn)練中,一名隊(duì)員的馬匹突然失控,橫沖直撞要把騎警隊(duì)員甩下馬背,然而騎警隊(duì)員更是不服輸。在幾番“搏斗”交手中,隊(duì)員安然無恙,烈馬便發(fā)瘋似的沖向路邊帶刺的鐵絲圍欄,導(dǎo)致騎警隊(duì)員大半個(gè)面部摔傷,險(xiǎn)些毀容。
海東青騎警隊(duì)成立以來,在石永志的帶領(lǐng)下,全體隊(duì)員大膽地試、勇敢地闖,騎警隊(duì)逐漸發(fā)展起來,承擔(dān)著重要的巡邏防控任務(wù)和野外救援工作。曾集體榮獲國家級、自治區(qū)級各項(xiàng)榮譽(yù)稱號;圓滿完成草原賽事的安保警衛(wèi)任務(wù)600 余次,累計(jì)邊境沿線巡邏超8 萬公里,協(xié)助抓捕犯罪嫌疑人60 余人;曾參與撲火、搶險(xiǎn)救災(zāi)等任務(wù),幫助牧民群眾找回牲畜2000 余頭。
2020 年夏,海東青騎警隊(duì)遭遇了前所未有的挑戰(zhàn)。五名騎警、六匹戰(zhàn)馬不同程度地受傷,兩名騎警隊(duì)員住院治療,一名主力隊(duì)員訓(xùn)練高難度動作時(shí),右手食指嚴(yán)重受傷,險(xiǎn)些截肢。隊(duì)長石永志也因在景區(qū)沿線疏導(dǎo)交通時(shí),馬匹受到驚嚇發(fā)生側(cè)滑,導(dǎo)致左腳踝、腳面骨折。縱使處于如此艱難的境地,隊(duì)員們依然沒有放棄。在2020 年冬季耐寒抗壓訓(xùn)練中,沒人叫苦、喊累,沒人發(fā)牢騷、鬧情緒、提要求,全體隊(duì)員帶著還未痊愈的傷痛,投入到高強(qiáng)度的實(shí)戰(zhàn)模擬訓(xùn)練中,練就了冬季山地路段縱馬追逃的技能,培養(yǎng)了極寒天氣下團(tuán)隊(duì)作戰(zhàn)的戰(zhàn)斗力和默契度。隊(duì)員們曾驕傲地說:“受過的傷、留下的疤,是獻(xiàn)給青春最美的勛章?!彼麄?,終于成長為牧民們的“守護(hù)神”。
“羽蟲三百有六十,神俊最數(shù)海東青”,海東青騎警隊(duì)如同十萬只雄鷹里才能長成的一只神鷹,守護(hù)著巴爾虎大地上的人們。
牧民們逐水草而居,騎警們隨牧民而為。海東青騎警隊(duì)常年要在杳無人煙的邊境沿線進(jìn)行巡防管控,邊境線上每個(gè)牧民家的情況,隊(duì)員們已是了然于胸,牧民老巴圖就是這其中之一。老巴圖沒有妻子兒女,只有三頭維持生計(jì)的老黃牛日夜陪伴他。石永志和隊(duì)員們常常在下鄉(xiāng)巡邏時(shí)給老巴圖帶一些日常生活用品,幫助老巴圖清理牛圈、搬運(yùn)草捆,時(shí)間長了便熟悉起來。2018 年10 月,草原上已是涼露寒秋,牧民們早已穿起棉衣御寒。這一天傍晚時(shí)分,海東青騎警隊(duì)巡邏歸隊(duì)時(shí)路過老巴圖家,遠(yuǎn)遠(yuǎn)望去,老巴圖的氈房卻沒有生火。由于方圓數(shù)里沒有鄰居,而老巴圖又是獨(dú)居,石永志心中不禁擔(dān)心起來。他帶領(lǐng)隊(duì)員快速趕往老巴圖家,不僅未見到老巴圖的身影,連家中的三頭老黃牛也不見了,石永志當(dāng)即帶領(lǐng)騎警隊(duì)員沿山搜索老巴圖的蹤跡。直至晚上10 點(diǎn),終于在10 余里外的山口發(fā)現(xiàn)了凍得瑟瑟發(fā)抖的老巴圖。原來老巴圖是出來尋找老黃牛的,由于天黑路難走,不僅沒有找到老黃牛,自己還迷了路。經(jīng)過騎警隊(duì)員徹夜尋找,三頭老黃牛被安全地送回老巴圖的家,老巴圖懸著的心終于也安定下來。
海東青騎警隊(duì)如同平安、和諧的圖騰般,他們不畏嚴(yán)寒風(fēng)霜,一往無前,用實(shí)際行動踐行著人民警察的責(zé)任與擔(dān)當(dāng)。草原深處那一抹流動的公安藍(lán),就是牧民們心中最踏實(shí)的“安全感”。忠誠衛(wèi)士們在馬背上丈量著呼倫貝爾大草原的安靜與祥和,他們也將在這里續(xù)寫草原雄鷹的傳奇故事……■

Falcon Mounted Police Team: The Guardian Angel of Herdsmen

Their footprints can be found throughout the vast Hulunbuir grassland, in the northeastern reaches of China's Inner Mongolia Autonomous Region.They are a mobile defense, akin to another Great Wall, safeguarding the nation's border.They are the cavalry who faithfully uphold their solemn duty to protect the northern border of the motherland.They serve as the guardian angels of herdsmen.They are the Falcon Mounted Police Team, based in Chenbalhu county of Hulunbuir city.
The Falcon Mounted Police Team is the first squad of its kind in Hulunbuir city.It was founded on August 1, 2017 as the Chenbalhu Special Mounted Police Patrol Team under the Chenbalhu Public Security Bureau.The team comprises 10 members, with 8 of them proficient in both Mongolian and Chinese languages.The average age of the team members is 29.Since its establishment, the team has actively provided security for numerous major events, patrolling a distance of over 80,000 kilometers along the border and making significant contributions to maintaining peace and harmony in Chenbalhu county.
Expert Navigators on the Grassland
Chenbalhu county is situated in the heart of the Hulunbuir grassland, covering a total area of 17,400 square kilometers.It borders Russia for 206.7 kilometers along the Ergun River.Fifteen different ethnic groups call this region home,including Mongolian, Han, Ewenki, Daur, etc.Owing to the unique geographical location and intricate natural terrain of Chenbalhu county,horseback riding has evolved into the most convenient way of life and an essential mode of transportation for residents on the grassland.
Mongolians have long been renowned as "an ethnic group on horseback." Horseback riding is not only essential for their daily existence but also an integral part of their horseback tradition.In Chenbalhu county, a popular saying goes: "Even a drunken herdsman can safely return to his yurt, so long as he's on horseback." This horseback culture has greatly influenced the Falcon Mounted Police Team, motivating them to safeguard the grassland and the traditional way of life there.They are dedicated to preserving and respecting the natural environment, ensuring that no harm comes to the ecology of the grassland.
As a border area home to various ethnic minorities, Chenbalhu county holds significant national security importance.Each year, it hosts major events such as the Naadam festival, Aobao worship ceremonies, and horse racing.However,the grassland ecosystem in this region is delicate,and any harm inflicted upon it takes a long time to heal.This poses a significant challenge for the police.During events with thousands of participants, the emphasis lies not only on the efficiency of police response but also on environmental protection.Relying solely on police foot patrols is impractical.When emergencies arise, police cars may not arrive promptly,leading to uncertainty and potential danger.In such situations, mounted police are an ideal alternative.They are not only adept at conducting regular patrols but also excel in rapid response to emergencies on the vast grasslands, day or night, rain or shine.Their ability to act promptly with precision and efficiency has earned them an endearing nickname among locals: "Expert Navigators of the Grassland".
Guardians of Pastoral Lands
There is a famous police captain in the Falcon Mounted Police; a revered and inspirational figure among the team's members.His name is Shi Yongzhi.Growing up on the grasslands, Shi's childhood memories are intertwined with the harsh realities of pastoral life.During that period, winter snowfall often led to road closures, and herders frequently experienced the loss of their livestock.In 2000, Shi embarked on his journey in the public security force, dedicating himself to daily police work for over two decades, starting from the lowest administrative level.
While serving at the Xiwuzhuer Traffic Police Squadron in the town of Xiwuzhuer, Shi was tasked with daily highway patrol duties.In an early spring in the midst of lambing season, a series of blizzards blanketed the region for several days, rendering the grassland nearly deserted.To purchase essential supplies from the city, the herdsmen would ride their horses to the checkpoint where Shi was stationed.Here, they would leave their horses behind and hitch a vehicle ride to the downtown area.
One evening, a herdsman covered in snow arrived at the checkpoint.He spoke anxiously and excitedly in broken Chinese.After a conversation in Mongolian, Shi learned that the herdsman's name was Bart.Due to the severe blizzard,nearly one-third of his ewes were suffering from diarrhea.The mother sheep were unable to stand,and the newborn lambs were unable to receive milk from their mothers.Despite challenging weather conditions, Bart had ridden his horse to a neighboring herdsman's house near the road.From there, he hitched a ride to the downtown area to purchase medicine in another person's car.On his return, he confronted a fierce blizzard, and the vehicle became stranded in the snow.Bart had to trek through the wind and snow for assistance from the checkpoint."If the medicine isn't brought home in time, all our sheep may fall ill," he explained.
Observing the distress on the man's face, Shi wasted no time.He immediately discussed the situation with his supervisor, and using the horses left by other herders at the checkpoint, he braved the fierce winds and heavy snow throughout the entire night.Finally, he successfully delivered the essential medicine to Bart's herd.
In 2008, Shi was reassigned to the Traffic Police Squadron in the town of Wangong.One noon, a caller provided a tip about a group of people foraging wild herbs on the grassland.Shi and his fellow officers promptly made their way over there.The road leading to the location was rough—unsuitable for police cars—so Shi and his colleagues had to reach the site by motorcycle.During the pursuit of the suspects, Shi's motorcycle overturned after hitting a stone in the grass.Shi and the motorcycle tumbled down the hillside, his right arm seriously injured.Unable to continue chasing the suspects, he could only watch as his colleagues continued the pursuit.The incident prompted him to reflect on ways to improve policing of such cases in pastoral areas.
In 2013, Shi was made captain of the newly created special police brigade.Recognizing the unique demands of police patrolling in the area,he began selecting young officers from the police force who were proficient in Mongolian and well-acquainted with horse behavior, the distinct environment, and the ever-shifting weather patterns of the grassland.Importantly, they all held a deep attachment to the grassland and the herders residing there.This selection process led to the establishment of a dedicated mounted patrol team,tailor-made for the region's needs.
In August 2017, a dispute erupted among villagers in the Hulieyitu natural reservation area within Hulunbuir city.Shi, along with his mounted officers, responded to the scene and effectively resolved the conflict by leveraging his rapport with the locals over the years.This incident provided the mounted patrol team with a fresh perspective on their future development and underscored the significant role that mounted police could play in handling cases efficiently.In recognition of their contributions, on August 1, 2018, the Chenbalhu county government officially conferred the title of Falcon Mounted Police Team upon them.
"Be innovative and courageous, prepare to face challenges with unwavering determination." This is the motto that every member holds in their minds.During the early days after the Falcon Mounted Police's establishment, each member experienced multiple injuries while participating in a range of training programs, which included intense tactical training in improving their horsemanship.Nevertheless, they remained resolute and composed, unwavering in their commitment to being loyal mounted guardians dedicated to their country.In one memorable incident during training, a team member lost control of his horse and was nearly thrown from the saddle multiple times.However, this officer refused to give in.Eventually, the frenzied horse charged towards a barbed wire fence by the roadside.This chaotic incident nearly caused disfigurement on the part of a team member.
The Falcon Mounted Police Team, under the leadership of Shi, has been entrusted with the crucial responsibilities of border control and rescue since its establishment.Each member of the team approaches their work with courage, contributing to the team's growth into a professional and disciplined unit.Collectively, they have earned numerous prestigious accolades at national and regional levels.They have successfully completed over 600 security missions for significant events held on the grassland, assisted in the apprehension of more than 60 criminal suspects, and actively participated in firefighting, humanitarian rescue,and disaster relief efforts.This includes rendering aid to local herders and the recovery of more than 2,000 livestock for them over the years.
In the summer of 2020, the Falcon Mounted Police Team faced an array of unprecedented challenges.Five officers and six horses sustained injuries of varying severity, with two officers hospitalized.During a demanding training exercise, one key team member suffered a severe injury to his right index finger, narrowly avoiding amputation.Captain Shi also suffered fractures to his left ankle and instep while directing traffic in scenic areas when his horse was startled unexpectedly and fell sideways.Despite the adversity, every team member remained resolute in carrying out their duties.Even during the 2020 winter cold-weather and stress test training,no one uttered complaints or succumbed to the pressure.All team members, including those with lingering injuries, dedicated themselves to highintensity simulation training.The rigorous training significantly enhanced their ability to pursue suspects on horseback along treacherous mountain roads during the winter and bolstered their teamwork and cooperation in harsh cold climates.One member proudly remarked, "The injuries we've endured and the scars etched on our bodies are the most meaningful medals, symbolizing our dedication to our youth." This mounted police team ultimately solidified its status as the guardian angel of the herders.
Promoter of Peace and Prosperity
The local community praises the police with the words: "Birds come in thousands of species,yet the falcon stands as the foremost among them."The Falcon Mounted Police Team, much like their namesake bird, serves as vigilant protectors of the people in Barhu county.
The herders' way of life relies on the availability of water and grass, often prompting them to migrate in search of these resources.The Falcon Mounted Police Team, dedicated to the safety of the herders,moves alongside them in this nomadic lifestyle.They conduct year-round patrols and border control in the sparsely inhabited border region, and over time, amity was fostered between the team and the herders.
Among them is Batu, a herdsman with no wife or children, whose livelihood depends on three elderly cows that accompany him day and night.During their patrols, Shi and his team frequently provide Batu with essential supplies and lend a hand with tasks like cleaning cattle pens and relocating straw bales.In the chilly October 2018,the herders had already donned their thickest clothing to ward off the cold.On one evening,as the team passed by Batu's yurt after a day of patrolling, they noticed that there was no sign of fire from his home.Because he lived in such isolation, miles from any neighbors, Shi couldn't help but feel concerned.He led his team to Batu's home, where they found no trace of Batu or his three cows.Without hesitation, Shi guided the mounted police team in searching for traces of Batu in the nearby mountains.It wasn't until 10 p.m.that they finally found him, trembling from the cold on a mountain pass more than 10 miles from his home.It turned out that Batu had gone out to locate his cows grazing in the wilderness.Because of the darkness and the difficult terrain,he not only couldn't find the elderly cows but also lost his way.The mounted police members spent all night searching for Batu's cows, and eventually returned them all safely to him.
The Falcon Mounted Police Team stands as a symbol of peace and harmony, unflinching in the face of extreme cold and winds, faithfully and courageously carrying out their duties.They wholeheartedly fulfill their obligations and responsibilities as members of the people's police.The distinctive blue attire of the Falcon Mounted Police as they traverse the vast grassland signifies security in the hearts of the herders.These devoted guardians survey the expanse of the Hulunbuir grassland with tranquility and serenity from horseback.They are like courageous falcons soaring in the vast skies above the expansive grassland.■
