Abstract:Common prosperity is the essential requirement of socialism and an important feature of Chinese modernization. As the orderly connection of building a moderately prosperous society in an all-round way, achieving the common prosperity of all the people is another goal of the Communist Party of China based on the new development stage, which is in line with the yearning and expectation of the Chinese people for a better life. The thought of common prosperity has profound historical materialism.“Real people” is the historical subject of common prosperity.The development of productivity is the material basis of common prosperity. “Comprehensive development” is the value pursuit of common prosperity. We should scientifically grasp the dialectical relationship contained in the thought of common prosperity, and deal with the dialectical relationship between material and spirit, whole and part, goal and process in the process of promoting common prosperity. As an extension and innovation of the theory of the essence of socialism, socialist common prosperity is the Millennium continuation of the long cherished wish of the Chinese nation, the inevitable practice of the original mission of the Communist Party of China, and the proper meaning of socialist modernization.

Abstract:Starting from a number of important dimensions involved in national development to construct a set of evaluation system of comprehensive development indicators and a two-layer assessment model, this paper measures, calculates and evaluates the overall developments of China and the 148 countries that have signed state agreements with China to building Belt and Road jointly (we call this group of countries as Belt and Road Countries or simply BRCs in the paper) from 2015 to 2019 by using panel normalization method. This research shows as follows: (1) the overall developments of BRCs are generally good and most of the countries show the upward trend particularly Asian and African countries. (2) The overall developments of BRCs show the following features clearly: firstly, the economic development is not high enough, but quite stable; secondly, the resource endowments are not very good, but rich fossil fuels resources are concentrating in few countries of BRCs; thirdly, the environment protection of the countries is quite well managed; fourthly, social developments of these countries are slightly lower than the world average. (3) There are also some challenges of this group of countries. Firstly, the overall national governance capacity and governance level are not high. Secondly, the country’s industrialization foundation and the level of industrialization need to be further improved, and the pressure of economic transformation is great. Thirdly, the vast majority of countries are small in size, and the scale advantage of national development is poor. (4) China and other BRCs have broad space for cooperation in energy, industry, green development, people’s livelihood, etc.
