“鏈主”引領(lǐng)，聚鏈成群

在德州天衢新區(qū)，山東省重大項(xiàng)目——有研艾斯12英寸集成電路用大硅片項(xiàng)目拔地而起。該項(xiàng)目一期120萬片生產(chǎn)線預(yù)計(jì)明年底投產(chǎn)，將有效改善中國12英寸半導(dǎo)體級(jí)硅片過于依賴進(jìn)口的局面。

集成電路產(chǎn)業(yè)是德州集中精力打造的新興產(chǎn)業(yè)。德州擁有有研、威訊等8家規(guī)模以上企業(yè)，成功培育材料、封裝、測試等集成電路產(chǎn)業(yè)鏈關(guān)鍵環(huán)節(jié)，逐步探索出集成電路特色集聚化發(fā)展格局。去年，德州市集成電路產(chǎn)業(yè)銷售收入同比增長60%，越來越多產(chǎn)業(yè)鏈上的生產(chǎn)制造以及服務(wù)企業(yè)進(jìn)駐德州，產(chǎn)生規(guī)模效應(yīng)和化學(xué)反應(yīng)。

今年，對標(biāo)省“十強(qiáng)產(chǎn)業(yè)”部署，抓重點(diǎn)抓關(guān)鍵，德州將原本的33條產(chǎn)業(yè)鏈優(yōu)化調(diào)整為11條產(chǎn)業(yè)鏈，以鏈主企業(yè)為核心、上下游融通為主線，重點(diǎn)產(chǎn)業(yè)鏈條實(shí)行“十個(gè)一”工作機(jī)制，培育強(qiáng)企方陣，推動(dòng)梯次登攀，穩(wěn)住工業(yè)經(jīng)濟(jì)“壓艙石”。上半年，德州33個(gè)工業(yè)行業(yè)大類中，有24個(gè)行業(yè)實(shí)現(xiàn)同比增長。全市高技術(shù)制造業(yè)增加值同比增長46.7%，高于規(guī)上工業(yè)增加值39.4個(gè)百分點(diǎn)。

之于城市，產(chǎn)業(yè)鏈?zhǔn)歉哔|(zhì)量發(fā)展的關(guān)鍵所在。青島市將“打造現(xiàn)代產(chǎn)業(yè)先行城市”擺到了今后五年打造“六個(gè)城市”總體布局的首位，深入對標(biāo)省“十強(qiáng)產(chǎn)業(yè)”，提出重點(diǎn)發(fā)展31條產(chǎn)業(yè)鏈。這其中，既有拉長板的智能家電、軌道交通裝備等傳統(tǒng)優(yōu)勢產(chǎn)業(yè)，也有集成電路、新型顯示、虛擬現(xiàn)實(shí)等補(bǔ)短板項(xiàng)目，還有基因技術(shù)、未來網(wǎng)絡(luò)、類腦智能等著眼未來的超前布局。

如燈之火頭，鏈主企業(yè)是產(chǎn)業(yè)鏈條中當(dāng)之無愧的“大象”?！爱?dāng)前，青島市推出第一批先進(jìn)制造業(yè)產(chǎn)業(yè)鏈47家鏈主企業(yè)，發(fā)揮頭雁引領(lǐng)和生態(tài)主導(dǎo)作用，帶動(dòng)產(chǎn)業(yè)鏈上下游協(xié)同發(fā)展?！鼻鄭u市發(fā)展和改革委員會(huì)主任解宏勁介紹。目前，青島智能家電和軌道交通裝備產(chǎn)業(yè)集群入選國家先進(jìn)制造業(yè)集群。青島市共有4批18個(gè)集群和25家集群領(lǐng)軍企業(yè)入庫，新增數(shù)量和總數(shù)均居全省首位。

轉(zhuǎn)型升級(jí)，再造優(yōu)勢

走進(jìn)位于岱岳區(qū)大汶口工業(yè)園的泰安漢威集團(tuán)有限公司，看不到傳統(tǒng)化工企業(yè)黑煙滾滾的景象，也聞不到任何異味，整個(gè)廠區(qū)非常整潔；生產(chǎn)車間內(nèi)，機(jī)器人代替了人工，生產(chǎn)線實(shí)現(xiàn)了自動(dòng)化，公司還被評(píng)為省級(jí)綠色工廠。

“為防止生產(chǎn)過程中因人為操作不當(dāng)造成污染，公司對生產(chǎn)線進(jìn)行智能化提升，是全市首家使用LDAR檢測儀的企業(yè)，能快速對氣體進(jìn)行泄漏探測，防止跑冒滴漏?！睗h威集團(tuán)CEO孫桂彬說。據(jù)了解，公司為了打造數(shù)字工廠，光鋪設(shè)信號(hào)線費(fèi)用就達(dá)3000萬元。技術(shù)的升級(jí)改造，換來企業(yè)的脫胎換骨。公司生產(chǎn)的氯化膽堿產(chǎn)品，市場份額位居國內(nèi)第一、全球第二。今年前5個(gè)月，企業(yè)營收同比增長70%。

通過數(shù)字賦能、智能化改造等手段，做大核心競爭力，增強(qiáng)發(fā)展動(dòng)力，已成為許多山東企業(yè)家們的共識(shí)。在“中國軸承之鄉(xiāng)”臨清，軸承產(chǎn)業(yè)的“掌舵人”們也瞄準(zhǔn)了智能化，他們以新一輪技改推動(dòng)著軸承“制造”向“智造”轉(zhuǎn)變。

“今年5月正式開工，在各方支持下，我們有信心實(shí)現(xiàn)一期項(xiàng)目明年5月份達(dá)產(chǎn)?！?月30日，在威海臨港區(qū)優(yōu)康利萊健康產(chǎn)業(yè)園項(xiàng)目建設(shè)現(xiàn)場，項(xiàng)目負(fù)責(zé)人初志浩表示，項(xiàng)目建成后，將引進(jìn)意大利、日本等國家的11條國際一流生產(chǎn)線，主要從事醫(yī)療衛(wèi)生用品、醫(yī)用新材料等健康領(lǐng)域產(chǎn)品的研發(fā)、生產(chǎn)和銷售，全部達(dá)產(chǎn)后可實(shí)現(xiàn)年收入8億元。

這一項(xiàng)目屬于威海重點(diǎn)發(fā)展的七大產(chǎn)業(yè)集群之一的新醫(yī)藥與醫(yī)療器械產(chǎn)業(yè)。威海全面對接省“十強(qiáng)產(chǎn)業(yè)”，集中規(guī)劃打造新一代信息技術(shù)、先進(jìn)裝備與智能制造、碳纖維等復(fù)合材料等七大產(chǎn)業(yè)集群。經(jīng)過多年培育，七大產(chǎn)業(yè)集群呈現(xiàn)良好發(fā)展態(tài)勢，形成多點(diǎn)支撐、多業(yè)并舉、多元發(fā)展的新興產(chǎn)業(yè)發(fā)展格局。

近年來，山東多地不斷推動(dòng)新興產(chǎn)業(yè)加快發(fā)展，培育壯大發(fā)展新動(dòng)能?！俺浞职l(fā)揮日照臨港涉海、自然生態(tài)宜居比較優(yōu)勢，在擴(kuò)能上量的同時(shí)，加快構(gòu)建現(xiàn)代化產(chǎn)業(yè)體系，為高質(zhì)量發(fā)展奠定堅(jiān)實(shí)的產(chǎn)業(yè)基礎(chǔ)?！敝泄踩照帐形瘯洀埢荼硎?。從“一鋼獨(dú)大”到“多業(yè)支撐”，日照市產(chǎn)業(yè)結(jié)構(gòu)不斷優(yōu)化，產(chǎn)業(yè)能級(jí)不斷提升，發(fā)展質(zhì)量不斷躍升。

日照體育發(fā)展集團(tuán)已經(jīng)布局帆船、龍舟、沙灘運(yùn)動(dòng)等產(chǎn)業(yè)鏈條；中大體育產(chǎn)業(yè)集團(tuán)建立健全了體育健身器材上中下游產(chǎn)業(yè)鏈；安泰集團(tuán)打造了包含網(wǎng)球、帆船、自行車等項(xiàng)目的產(chǎn)業(yè)鏈……體育產(chǎn)業(yè)這一“慢產(chǎn)業(yè)”，在日照步入了發(fā)展“快車道”。國字號(hào)、省字號(hào)體育賽事扎堆，近年來日照陸續(xù)舉辦過200多場省級(jí)以上體育賽事，產(chǎn)業(yè)版圖日漸清晰。

更多的新興產(chǎn)業(yè)、特色產(chǎn)業(yè)正在日照拔節(jié)孕穗、聚優(yōu)成勢。目前，先進(jìn)鋼鐵制造、汽車整車及零部件、陽光海岸帶精品旅游等6個(gè)產(chǎn)業(yè)集群入選省“十強(qiáng)產(chǎn)業(yè)”雁陣形集群，9家企業(yè)入選省級(jí)“十強(qiáng)產(chǎn)業(yè)”集群領(lǐng)軍企業(yè)。信息技術(shù)服務(wù)產(chǎn)業(yè)集群、高品質(zhì)特種鋼鐵材料產(chǎn)業(yè)集群，上榜山東省首批12個(gè)戰(zhàn)略性新興產(chǎn)業(yè)集群之列。

日照市汽車整車及零部件產(chǎn)業(yè)集群已入選省“十強(qiáng)產(chǎn)業(yè)”雁陣形集群，是省新能源汽車產(chǎn)業(yè)發(fā)展規(guī)劃明確的3個(gè)新能源乘用車產(chǎn)業(yè)集群之一。圖／韋婧Rizhao City's automobile and parts industry cluster has been selected into the provincial "top ten industries" goose-type cluster,and it is one of the three new energy passenger vehicle industry clusters clearly defined in the provincial new energy vehicle industry development plan.

“The production line,with a width of 4 meters and a vehicle speed of 50 m/min,is one of the separator production lines with the largest single line capacity and the highest intelligent degree in the world,and supplements a key part to the lithium battery industry chain,” said the person in charge of Sinoma Lithium Battery Separator Co.,Ltd.So far,the company’s lithium battery separator ranks among the top in China in terms of capacity and market size.

At the beginning of this year,the People’s Government of Shandong Province released the,clearly proposing the “construction of the City of Lithium Batteries in North China (Zaozhuang) and other industry ‘landmarks’ with distinctive characteristics and clustering strength.” At present,in the process of exerting efforts of the whole city to develop the lithium battery industry,Zaozhuang has broken down the regional administrative barrier,and formed a new trend of clustered development for the lithium battery industry.

In light of the “Top 10 Industries” of Shandong,all parts of Shandong have adjusted measures to local conditions,advanced the replacement of old growth drivers with new ones in depth,and promoted high-quality local development.

Qingdao has given priority to“Building a Modern Industry Pioneer City” in the overall layout of building “Six Cities” in the next five years,further connected to Shandong’s “Top 10 Industries”,and proposed laying emphasis on the development of 31 industry chains.

“At present,Qingdao has launched 47 chain owner enterprises in the first batch of advanced manufacturing industry chains,and given play to their bellwether leading and ecological dominance roles to stimulate the upstream and downstream coordinated development of industry chains,” said Xie Hongjin,director of the Qingdao Municipal Development and Reform Commission.At present,the Qingdao smart home appliance and rail transit equipment industry clusters have been selected as national advanced manufacturing clusters.In Qingdao,there are a total of four batches of 18 industry clusters and 25 cluster leading enterprises registered.It ranks first in the province in terms of both the newly increased number and the total number.
