栽好梧桐樹，引來金鳳棲。近年來，廣西以推動“央企入桂”“民企入桂”“灣企入桂”（即“三企入桂”）行動為抓手，強主體、促投資，知名企業(yè)紛至沓來，重大項目加快建設(shè)，其中“民企入桂”成就引人注目。

2020年12月，由全國工商聯(lián)與廣西壯族自治區(qū)人民政府共同舉辦的，全國知名民營企業(yè)助推“建設(shè)壯美廣西共圓復興夢想”大會（以下簡稱“民企入桂”大會）在廣西南寧舉辦，將“三企入桂”行動推向了新高潮。會上，各地民營企業(yè)家聚焦廣西發(fā)展，為廣西的營商環(huán)境及未來前景積極點贊。

共圓復興夢想 “民企入桂”正當時

自“民企入桂”行動開展以來，截至2020年12月15日，廣西簽訂招商合同項目總投資10118億元，已開工項目573個，總投資100億元以上項目17個，10億元以上項目157個。項目涉及現(xiàn)代農(nóng)業(yè)、新能源汽車、電子信息、高端裝備制造、金屬及綠色化工新材料，以及大健康和文旅等新興產(chǎn)業(yè)。

而在“民企入桂”大會上，近500家全國工商聯(lián)執(zhí)委企業(yè)、100家全國民營企業(yè)抗疫先進代表、60多家簽約項目企業(yè)出席。會上舉辦了2020年“民企入桂”成果發(fā)布暨簽約儀式、開工儀式，現(xiàn)場共簽訂投資合作項目60個，總投資2083億元;集中開工項目28個，總投資2139億元。廣西高質(zhì)量工業(yè)暨數(shù)字經(jīng)濟、中國（廣西）自由貿(mào)易試驗區(qū)暨西部陸海新通道、廣西文化旅游和健康產(chǎn)業(yè)等專題推介活動同期舉行。

“民企入桂”活動曾在2013年廣西承辦全國工商聯(lián)十一屆二次執(zhí)委會期間舉辦過一次，當時落戶的項目和企業(yè)對廣西培育新興產(chǎn)業(yè)和挖掘新的經(jīng)濟增長點起到了較強的引導促進作用。時隔7年，“民企入桂”大會在全面建成小康社會即將圓滿收官、開啟全面建設(shè)社會主義現(xiàn)代化國家新征程的關(guān)鍵時刻，再一次在廣西召開。廣西壯族自治區(qū)黨委書記、自治區(qū)人大常委會主任鹿心社表示，“民企入桂”大會的舉辦，既是貫徹落實中國國家主席習近平對民營經(jīng)濟重要指示精神的實際行動，也是發(fā)揮民營經(jīng)濟優(yōu)勢助力構(gòu)建新發(fā)展格局的務(wù)實舉措。

營商環(huán)境日新月異 企業(yè)投資有信心

廣西深入開展優(yōu)化營商環(huán)境行動以來，營商環(huán)境優(yōu)化日新月異。據(jù)中國貿(mào)促會研究院發(fā)布《2020年廣西營商環(huán)境調(diào)研報告》顯示，2020年廣西營商環(huán)境評價居全國中上水平，開辦企業(yè)、不動產(chǎn)登記、繳納稅費、辦理破產(chǎn)等指標達到國內(nèi)一流水平，保護中小投資者、跨境貿(mào)易、執(zhí)行合同、獲得信貸等指標接近國內(nèi)一流水平。

良好的營商環(huán)境和巨大的發(fā)展良機，讓前來廣西投資興業(yè)的民營企業(yè)更有信心。

“通過與廣西工商聯(lián)和一些地方政府的溝通，我感受到廣西政府對企業(yè)營商環(huán)境的關(guān)心和重視。廣西區(qū)位優(yōu)勢明顯、勞動力充分、優(yōu)惠政策多，企業(yè)投資也更有信心?！背醮蝸淼綇V西南寧的江蘇肯帝亞董事長酈海星在接受本刊記者采訪時介紹道，公司在越南投資的新材料工業(yè)園區(qū)正在建設(shè)，項目投資7個億，主要出口北美市場。得益于廣西良好的投資環(huán)境，江蘇肯帝亞決定把產(chǎn)業(yè)供應(yīng)鏈放到廣西，接下來還會到崇左、北部灣港等地進行實地考察。酈海星說：“廣西是‘一帶一路有機銜接的重要門戶，我們想在廣西整合一些產(chǎn)業(yè)鏈、供應(yīng)鏈的項目，這有利于我們整個產(chǎn)業(yè)鏈的打通，更好地促進企業(yè)發(fā)展，把國際化做得越來越好?！?/p>

“百色已經(jīng)成為國家級重點開發(fā)開放試驗區(qū)，靖西又是百色的先導區(qū)，在靖西進行投資，對項目未來的建設(shè)、推廣都會比較有利?！毕嫣峨娀瘓F有限公司負責人丁建奇說。據(jù)介紹，早在2005年，該公司已在廣西百色靖西市打造新能源產(chǎn)業(yè)基地，總投資近20億元，接下來公司計劃再投資近20億元?！耙婚_始，我們主要看中廣西的錳資源，隨著企業(yè)與廣西共成長，特別是近年來得到廣西政府、相關(guān)部門的支持和當?shù)貭I商環(huán)境的優(yōu)化，我們更注重未來的發(fā)展。”丁建奇說，“廣西臨近東盟，未來新能源材料產(chǎn)業(yè)在中國—東盟市場的發(fā)展會有更大的空間?！?/p>

區(qū)位優(yōu)勢提升 強企集聚注入新動能

奮進“十四五”，廣西大力推動產(chǎn)業(yè)轉(zhuǎn)型升級、構(gòu)建跨境產(chǎn)業(yè)供應(yīng)鏈、推進“后疫情時代”經(jīng)濟發(fā)展，為看好廣西這片開放熱土的企業(yè)家投資興業(yè)、創(chuàng)業(yè)者大顯身手提供重大機遇和廣闊舞臺。

“廣西區(qū)位優(yōu)勢好，而且交通非常方便，此外，廣西這幾年出臺了很多政策，包括稅收減免，為企業(yè)提供便利，增加了企業(yè)的信心?！闭憬_州兆王機械有限公司總經(jīng)理王建忠說。據(jù)介紹，廣西兆王汽車配件制造有限公司在桂林興安縣打造了汽車部件產(chǎn)業(yè)園，目前一期完成了總投資10.5億元的項目落地。產(chǎn)業(yè)園區(qū)計劃二期用地面積1500畝，總投資60個億，招商企業(yè)落地60～80家，預(yù)計產(chǎn)值達百億，立足在興安把汽車部件產(chǎn)業(yè)園做強做大?！皬V西是中國—東盟開放合作的前沿，老撾、緬甸以及東盟其他國家對汽車和摩托車的零部件都有比較大的需求。我們也看準整個東盟市場，所以下定決心來投資?！?/p>

據(jù)云鷹投資集團云鷹塑源（廣州）貿(mào)易有限公司副董事長王洪宇介紹，廣西開展“民企入桂”活動以來，該公司先后多次到廣西進行考察和調(diào)研?！皬V西為企業(yè)服務(wù)方面做得很好，此外，賀州當?shù)氐拿耧L和自然環(huán)境令我印象深刻。我們更看重廣西的自然資源，未來加工業(yè)、出口行業(yè)將來會有大的發(fā)展?！?/p>

據(jù)悉，2020年《財富》世界500強中國上榜企業(yè)中，有28家中國內(nèi)地民營企業(yè)，已有25家在廣西投資，其中平安保險、華為、太平洋建設(shè)、正威、京東、騰訊、恒大、綠地、吉利、雪松等14家民營企業(yè)在2020年對廣西有投資項目，涉及金額超4000億元。中國500強企業(yè)中，融創(chuàng)中國、順豐控股、新希望六和股份、浙江正泰電器、浙江華友鈷業(yè)、步步高商業(yè)等眾多民營企業(yè)也在2020年對廣西開展投資。

實現(xiàn)“十四五”規(guī)劃和2035年遠景目標，離不開民營企業(yè)這支生力軍。全國政協(xié)副主席、全國工商聯(lián)主席高云龍表示，廣西壯族自治區(qū)黨委、政府要繼續(xù)在“親商、重商、愛商、護商”上花功夫、下力氣，不斷優(yōu)化營商環(huán)境，不斷激發(fā)民營經(jīng)濟活力。各級工商聯(lián)和商會組織要努力發(fā)揮橋梁紐帶和助手作用，創(chuàng)新服務(wù)方式方法，帶領(lǐng)廣大民營經(jīng)濟人士為“十四五”經(jīng)濟社會發(fā)展作出新的更大貢獻。

A favorable business environment is helpful to attract business. In recent years， Guangxi focuses on the implementation of “central enterprises， private enterprises and enterprises in the Greater Bay Area entering Guangxi” （namely “three kinds of enterprises entering Guangxi”）， strengthens market development， and promotes investment. In December 2020， jointly held by the All-China Federation of Industry and Commerce and the Peoples Government of Guangxi Zhuang Autonomous Region， the Conference of National Well-Known Private Enterprises Boosting the “Building of a Splendid Guangxi and Realizing the Rejuvenation Dream” （hereinafter referred to as the “private enterprises entering Guangxi” conference） was held in Nanning， Guangxi， bringing the “three kinds of enterprises entering Guangxi” to a new climax. During the conference， private entrepreneurs all over the country focused on Guangxis development and praised its business environment and prospects.

To realize the rejuvenation dream together， “private enterprises entering Guangxi” is at the right time

Since the implementation of the “private enterprises entering Guangxi”， as of December 15， 2020， Guangxi has signed contracts with a total investment of RMB 1011.8 billion yuan. The fields cover modern agriculture， new energy vehicles， electronic information， high-end equipment manufacturing， metal and green chemical new materials， big health， culture and tourism， and other emerging industries.

Nearly 500 enterprises under the Executive Committee of All-China Federation of Industry and Commerce， 100 model private enterprises fighting against the epidemic， and more than 60 enterprises signing contracts attended the conference， at which held the signing ceremony and commencement ceremony. 60 cooperation projects with a total investment of RMB 208.3 billion yuan were signed. 28 projects with a total investment of RMB 213.9 billion yuan were launched. Special promotion activities themed on Guangxi high-quality industry and digital economy， China （Guangxi） Pilot Free Trade Zone， the New International Land-Sea Trade Corridor， Guangxi culture and tourism， and health industry were held at the same time.

“Private enterprises entering Guangxi” activity was held once in 2013 when Guangxi undertook the 11th All-China Federation of Industry and Commerce Congress. Projects and enterprises settled down at that time played an important role in guiding and promoting Guangxi to cultivate new industries and explore new economic growth points. Seven years later， the “private enterprises entering Guangxi” conference is once again held at a critical moment. It is a time when the building of a moderately prosperous society in an all-round way is coming to a successful end and the building of a socialist modern country in an all-round way is starting. Lu Xinshe， Secretary of the CPC Guangxi Committee and Director of the Standing Committee of the Peoples Congress of Guangxi Zhuang Autonomous Region， said the holding of the “private enterprises entering to Guangxi” conference is not only a practical action to implement the important directive given by Chinese President Xi Jinping， but also a pragmatic move to give full play to the advantages of the private economy in building a new development pattern.

Enterprises have confidence in investment with favorable business environment

Over the past two years， Guangxi has carried out in-depth actions to optimize the business environment， making it favorable day by day. According to the Research Report on Guangxi Business Environment in 2020 issued by the Research Institute of China Council for the Promotion of International Trade， the business environment of Guangxi in 2020 ranks at top level in China， with indicators such as setting up enterprises， registering real estate， paying taxes， and managing bankruptcy reaching the first-class level in China， and indicators such as protecting small and medium-sized investors， cross-border trade， executing contracts， and obtaining credit approaching the first-class level in China.

A good business environment and great development opportunities make private enterprises in Guangxi more confident.

“Through communication with Guangxi Federation of Industry and Commerce and some local governments， I feel that the Guangxi government cares about and attaches importance to the business environment. Guangxi boasts obvious location advantages， sufficient labor force， many preferential policies， which give more confidence to enterprise investment，” said Li Haixing， Chairman of Jiangsu Kendiya Company， who first came to Nanning， Guangxi， in an interview with the reporter from China-ASEAN Panorama. He? also added that the new material industrial park invested by his company in Vietnam was under construction， with an investment of RMB 700 million yuan， the market of which was North America. Since Guangxi boasted a favorable business environment， therefore， Jiangsu Kentiya Company decided to put industrial supply chains in Guangxi and then made field visits to Chongzuo， Beibu Gulf Port， and other places. And because Guangxi served as an important gateway connecting the Belt and Road， thus he wanted to integrate some industrial chains here， which would be conducive to arranging the whole industry chain， promoteing enterprise development， and making internationalization better and better.

“Baise has become a national key development and opening pilot zone， and Jingxi functions as the pilot zone of Baise. Therefore， investment in Jingxi will be beneficial to the construction and promotion of the project in the future，” said Ding Jianqi， Head of Xiangtan Electrochemical Group Co.， Ltd. It is said that as early as 2005， the company has built a new energy industry base in Jingxi， Baise， Guangxi， with a total investment of nearly RMB 2 billion yuan. And the company was going to invest another nearly RMB 2 billion yuan in the future. “At the beginning， we were interested in the manganese resources in Guangxi. With the development of our company and Guangxi， especially with the support of Guangxi government and relevant departments， and the optimization of the local business environment in recent years， we pay more attention to Guangxis future development，” said Ding Jianqi. “Guangxi is close to ASEAN. In the future， there will be more room for the development of new energy material industry in China-ASEAN market.”

Enhance location advantage and inject new energy into the agglomeration of leading enterprises

Striving for the 14th Five-Year Plan， Guangxi vigorously pushes industrial transformation and upgrading， constructs cross-border industrial supply chains， and promotes economic development in the post-epidemic era， which provides great opportunities and broad stage for entrepreneurs who are optimistic about Guangxi to invest and start a business.

“Guangxi has good location advantages and convenient transportation. Besides， Guangxi has introduced many policies in recent years， including tax reduction and exemption， which has provided convenience for enterprises and increased their confidence，” said Wang Jianzhong， General Manager of Zhejiang Taizhou Zhaowang Machinery Co.， Ltd. Its said that Guangxi Zhaowang Auto Parts Manufacturing Co.， Ltd. has built an auto parts industrial park in Xingan County， Guilin. At present， phase Ⅰ has completed a project with a total investment of RMB 1.05 billion yuan. Phase Ⅱ of the industrial park is planned to cover an area of 1500 mu， with a total investment of RMB 6 billion yuan. It plans to introduce 60 to 80 investment enterprises， with an estimated output value of RMB 10 billion yuan. We are determined to make the auto parts industrial park based on Xingan big and strong. “Guangxi is the forefront of China-ASEAN open cooperation. Laos， Myanmar， and other ASEAN countries have a relatively large demand for auto and motorcycle parts. ASEAN is a large market， so we are determined to invest here.”

According to Wang Hongyu， Vice Chairman of Yunying Suyuan （Guangzhou） Trading Co.， Ltd. of Yunying Investment Group， since Guangxi launched the activity of “private enterprises entering Guangxi”， the company has successively visited Guangxi for investigation and research. “Guangxi really provides a good service to enterprises. In addition， I am deeply impressed by the local customs and natural environment of Hezhou. We attach more importance to Guangxis natural resources. In the future， the processing and export industries will have great development.” At present， Yunying Suyuan （Guangzhou） Trade Co.， Ltd. has signed a contract with Hezhou Group， and the next step is to comprehensively publicize and expand the new material industry of calcium carbonate.

It is reported that there are 28 private enterprises in the mainland of China among the Fortune Global 500 enterprises in 2020， 25 of which have invested in Guangxi. Among them， 14 private enterprises， including Ping An Insurance， Huawei， Pacific Construction， Zhengwei， JD， Tencent， Evergrande， Greenland， Geely， and Cedar， have invested in Guangxi in 2020， with more than RMB 400 billion yuan. Among Chinas top 500 enterprises， Sunac China， SF Holding， New Hope Liuhe， Zhejiang Zhengtai Electric， Zhejiang Huayou Cobalt， BBK Electronics， and many other private enterprises will also invest in Guangxi in 2020.

To realize the 14th Five-Year Plan and the Long-Range Objectives Through the Year of 2035， private enterprises are indispensable. Gao Yunlong， Vice Chairman of the Chinese Peoples Political Consultative Conference and Chairman of the All-China Federation of Industry and Commerce， said that the Party Committee and government of Guangxi Zhuang Autonomous Region should continue to “keep close relationship with business， think highly of business， and protect business”， constantly optimize the business environment and constantly stimulate the vitality of the private economy.
