2020年初，重慶抗擊新冠肺炎疫情的關(guān)鍵時(shí)期，來(lái)自國(guó)際社會(huì)的一批批友情援助溫暖了山城人民的心。隨著疫情防控形勢(shì)持續(xù)向好，重慶投桃報(bào)李，積極開(kāi)展對(duì)外援助工作：在力所能及的范圍內(nèi)，向有關(guān)國(guó)家及友好城市提供幫助和支持;開(kāi)展疫情防控合作，舉行近10場(chǎng)新冠肺炎疫情防控交流視頻會(huì)，積極分享抗疫經(jīng)驗(yàn);積極響應(yīng)國(guó)家總體部署，參與組成中國(guó)醫(yī)療專(zhuān)家組，先后赴阿爾及利亞、蘇丹、巴勒斯坦開(kāi)展抗疫國(guó)際合作。

At the beginning of 2020， during the critical moment of Chongqing's fight against COVID-19， batches of friendly assistance from the international community brought warmth to the mountainous city. As the situation of epidemic prevention and control continued to look up， Chongqing reciprocated and actively carried out foreign aid work： it provided assistance and support to relevant countries and friendly cities within its capacity; unfolded epidemic prevention and control cooperation， held nearly 10 video meetings on COVID-19 prevention and control， and actively shared epidemic response experience; actively responded to the overall national deployment， participated in the establishment of Chinese medical teams， and successively visited Algeria， Sudan， and Palestine to conduct international epidemic response cooperation.

積極對(duì)外捐贈(zèng)抗疫物資

3月10日至9月初，重慶以市政府名義先后向近50個(gè)國(guó)家的中央政府、友好城市以及上海合作組織實(shí)施捐贈(zèng)，捐贈(zèng)物資包括N95口罩、其它醫(yī)用口罩、醫(yī)用防護(hù)服等。重慶市政府及有關(guān)區(qū)縣、部門(mén)、企業(yè)、協(xié)會(huì)共向境外捐贈(zèng)防疫醫(yī)療物資近160批次，受贈(zèng)對(duì)象包括近60個(gè)國(guó)家的中央政府部門(mén)，40余個(gè)國(guó)際友好城市政府，40余個(gè)境外企業(yè)、商會(huì)及民間組織，海外華僑華人及留學(xué)生、海外僑團(tuán)僑社、海外顧問(wèn)等，獲得國(guó)際社會(huì)的廣泛贊譽(yù)。

From March 10 to early September， Chongqing， in the name of the People's Municipal Government， successively donated supplies， including N95 respirators， other medical masks and medical protective suits to central governments and friendly cities of nearly 50 countries and Shanghai Cooperation Organization. The Chongqing People's Municipal Government and relevant districts and counties， departments， enterprises， and associations donated nearly 160 batches of epidemic-prevention medical supplies to central government departments of nearly 60 overseas countries， 40-plus governments of international friendly cities， and over 40 overseas enterprises， chambers of commerce and NGOs， overseas Chinese compatriots and students， overseas Chinese groups and societies， overseas consultants， etc.， gaining extensive applause from the international community.

“云端”分享經(jīng)驗(yàn)

隨著新冠肺炎疫情在全球蔓延，防控形式趨于嚴(yán)峻。按照外交部有關(guān)指示要求，重慶開(kāi)啟抗疫國(guó)際合作新路徑，先后與烏克蘭、亞美尼亞、匈牙利、巴西、美國(guó)、德國(guó)、巴巴多斯等多個(gè)國(guó)家和地區(qū)舉行近10場(chǎng)新冠肺炎疫情防控交流視頻會(huì)。重慶醫(yī)療專(zhuān)家結(jié)合外方關(guān)切，毫無(wú)保留地分享抗疫經(jīng)驗(yàn)，為其在疫情防控和臨床診療等方面提供“中國(guó)方案”。

As COVID-19 spread around the world， epidemic prevention and control was becoming even more grim. In accordance with relevant instructions of the Ministry of Foreign Affairs， Chongqing blazed a new trail for international epidemic response cooperation， and successively held nearly 10 video meetings on COVID-19 prevention and control with Ukraine， Armenia， Hungary， Brazil， the United States， Germany， Barbados and other countries and regions. Combining the concerns of foreign parties， Chongqing medical experts shared their epidemic response experience without any reservation， and provided them with "China's plan" in epidemic prevention and control and clinical diagnosis and therapeutics.

國(guó)際合作戰(zhàn)“疫”

重慶積極響應(yīng)國(guó)家總體部署，參與組成中國(guó)醫(yī)療專(zhuān)家組，先后赴阿爾及利亞、蘇丹、巴勒斯坦開(kāi)展抗疫國(guó)際合作，分享診療方案，實(shí)地指導(dǎo)外方抗疫，與三國(guó)共克時(shí)艱、并肩戰(zhàn)“疫”。

Chongqing actively responded to the overall national deployment， participated in the establishment of Chinese medical teams， successively visited Algeria， Sudan， and Palestine to conduct international epidemic response cooperation， shared diagnosis and therapeutic plans， guided foreign parties for field epidemic response so as to overcome the challenges and join hands to fight against COVID-19 with these three countries.

中國(guó)政府赴阿爾及利亞、蘇丹抗疫醫(yī)療專(zhuān)家組由國(guó)家衛(wèi)生健康委組建，重慶市政府和澳門(mén)特區(qū)政府共同選派，共有20名成員，其中，重慶市選派15人，主要為重慶市新冠肺炎疫情防控市級(jí)專(zhuān)家組成員。

5月13日至6月11日，應(yīng)兩國(guó)政府邀請(qǐng)，專(zhuān)家組在兩國(guó)開(kāi)展了大量抗疫合作。通過(guò)交流座談、培訓(xùn)指導(dǎo)、現(xiàn)場(chǎng)考察、病例討論等多種方式，與兩國(guó)政府官員和技術(shù)專(zhuān)家、世界衛(wèi)生組織駐當(dāng)?shù)卮頇C(jī)構(gòu)以及當(dāng)?shù)蒯t(yī)療機(jī)構(gòu)臨床一線(xiàn)醫(yī)務(wù)人員分享了中國(guó)重慶、澳門(mén)特區(qū)新冠肺炎防控救治經(jīng)驗(yàn)、共同研討當(dāng)?shù)胤揽鼐戎未胧⑻岢黾夹g(shù)建議。對(duì)在兩國(guó)中資機(jī)構(gòu)、華人華僑、留學(xué)生和中國(guó)醫(yī)療隊(duì)進(jìn)行疫情防控技術(shù)培訓(xùn)和指導(dǎo)，對(duì)患病人員治療給予技術(shù)支持，開(kāi)展送醫(yī)送藥慰問(wèn)工作。此外，還通過(guò)視頻連線(xiàn)，與周邊埃及、南蘇丹、摩洛哥、毛里塔尼亞等國(guó)政府官員和技術(shù)專(zhuān)家開(kāi)展技術(shù)交流，對(duì)中方有關(guān)人員進(jìn)行抗疫技術(shù)培訓(xùn)和指導(dǎo)。

專(zhuān)家組累計(jì)走訪(fǎng)當(dāng)?shù)蒯t(yī)院、實(shí)驗(yàn)室、研究所等醫(yī)療衛(wèi)生機(jī)構(gòu)23家次，召開(kāi)技術(shù)交流會(huì)56次，現(xiàn)場(chǎng)指導(dǎo)19次，專(zhuān)題培訓(xùn)30余場(chǎng)，累計(jì)培訓(xùn)約5400人次;并分別向阿、蘇兩國(guó)衛(wèi)生部遞交了多語(yǔ)種當(dāng)?shù)匾咔榉揽毓ぷ鹘ㄗh書(shū)。

中國(guó)政府赴巴勒斯坦抗疫醫(yī)療專(zhuān)家組由國(guó)家衛(wèi)生健康委組建，重慶市政府選派，共有10名成員，分別來(lái)自重慶市衛(wèi)生健康委、市政府外辦、市疾控中心、重醫(yī)附一院、重醫(yī)附二院和市中醫(yī)院，都曾參加過(guò)湖北、重慶抗疫一線(xiàn)防控救治工作，均是具有豐富實(shí)戰(zhàn)經(jīng)驗(yàn)的骨干。

6月10日至18日，應(yīng)巴勒斯坦政府邀請(qǐng)，中國(guó)政府赴巴勒斯坦抗疫醫(yī)療專(zhuān)家組在巴開(kāi)展了為其8天的抗疫國(guó)際合作。期間，在我駐巴辦事處領(lǐng)導(dǎo)下，專(zhuān)家組通過(guò)交流座談、培訓(xùn)指導(dǎo)、現(xiàn)場(chǎng)考察、病例討論等多種方式，與巴政府官員、技術(shù)專(zhuān)家以及當(dāng)?shù)蒯t(yī)療機(jī)構(gòu)臨床一線(xiàn)醫(yī)務(wù)人員開(kāi)展抗疫技術(shù)分享和經(jīng)驗(yàn)交流，共同研討當(dāng)?shù)胤揽鼐戎未胧?，并提出技術(shù)建議;與聯(lián)合國(guó)近東巴勒斯坦難民救濟(jì)和工程處、世界衛(wèi)生組織駐巴代表機(jī)構(gòu)等在巴國(guó)際機(jī)構(gòu)分享中國(guó)和重慶新冠肺炎防控救治經(jīng)驗(yàn);對(duì)巴以地區(qū)中資機(jī)構(gòu)、華人華僑及留學(xué)生進(jìn)行疫情防控技術(shù)培訓(xùn)和指導(dǎo)。

專(zhuān)家組累計(jì)走訪(fǎng)當(dāng)?shù)蒯t(yī)院、實(shí)驗(yàn)室、研究所等醫(yī)療衛(wèi)生機(jī)構(gòu)23家次，召開(kāi)技術(shù)交流會(huì)15次，開(kāi)展技術(shù)指導(dǎo)8場(chǎng)次，專(zhuān)題培訓(xùn)13場(chǎng)次，累計(jì)培訓(xùn)約500人次;與巴方簽訂遠(yuǎn)程醫(yī)療合作框架協(xié)議1項(xiàng)。
