To Deploy 50 Recycling Bases For Waste Non-Ferrous Resources By 2020
Based on the Guidance on the Construction of Recycling Bases for Waste Non-ferrous Resources co-released by National Development and Reform Commission, Ministry of Finance and Ministry of Housing and Urban-Rural Development, by 2020, about 50 recycling bases will be deployed nationwide and the resource utilization rate in base service area will be increased by 30%; to explore and form multiple waste disposal models that match urban green development, practically safeguarding urban green recycled development.
The Guidance points out that resource recycling base is the site for classification collection and disposal of waste steel, waste non-ferrous metal, waste tire, construction waste, kitchen waste, garden waste, waste textile, waste plastics, waste lubricating oil, waste paper, kuaidi packaging, waste glass, domestic waste, sewage sludge and so on. The bases connect with urban waste clearance and recycling system and treat the resources that are in the form of raw material and semi-finished products in a harmless way. Meanwhile, they also treat end waste accordingly. Through this way, to enable the coexistence of urban development and ecological environment.
According to the spirit of the Guidance, recycling bases are the functional area of new-type urban construction, which is a principal approach to solving waste disposal problem while achieving “not-in-my-back-yard”. It is also contributive to improving urban resource utility. To completely implement the spirit of the 19th National Congress of the Communist Party of China, follow overall requirement of ecological civilization construction and stick to combining government guidance and market force, combining classification collection and end disposal, overall arrangement and step-by-step construction; to focus on the promotion of technology innovation and mechanism innovation and drive the construction of a batch of comprehensive waste disposal demonstration bases that feature high environment standards and high technology standards to make up for weakness in urban green development.
