A New Material Industry Fund Of Rmb 10 Billion Is To Be Set Up In Yunnan

It was learned from Provincial Development and Reform Commission that Yunnan Province is planning the establishment of new material industry fund with a total capacity of RMB 10 billion. This move is to promote the transformation from resource superiority to competitive advantage in Yunnan and inject fresh momentum for “green energy” project.

As one of our strategic emerging industries and “Made in China 2025” top 10 key industries, new material industry is deemed as a high and new technology industry that boasts greatest development potential and is of greatest influence to future development. According to person in charge in Provincial Development and Reform Commission, Yunnan, with the reputation of “Kingdom of Non-ferrous Metals” since history, has been enjoying 142 types of metals involving nonferrous metals, ferrous metals, rare and precious metals and nonmetallic minerals, resource reserve among top 10 nationwide; a competitive raw material industrial system that is based on beneficiation, smelting and processing and is supported by scientific research, technologies and talents taken initial shape. However, as a whole, Yunnan new material industry centers on basic raw materials and primary metal pressing process instead of end products, so added value of the industry isn’t high and industrial chain is short. The whole industry is at the low-end part of global division of labor system.

According to this responsible person, there are tasks that should be earnestly implemented: to further promote the development of new material industries, introduce leading enterprises and extend industrial chain. For this purpose, Yunnan is actively boosting the establishment of provincial new material fund with a total scale of RMB 10 billion and first period of RMB 2 billion. Statistics show that in 2017, there are 1366 above-provincial-scale new material enterprises, with total assets of RMB 648.7 billion and prime operating revenue of RMB 542.5 billion, added value of RMB 96.5 billion. New material industry becomes the third pillar industry right following tobacco and energy. It is specifically pointed out in newly-released “Planning Map of Yunnan New Material Industry” that Yunnan will put priority on the development of 7 major new material industries involving advanced photoelectron and microelectronics material, advanced nonferrous metal material, green new energy material, new precious metal material, new rare earth material, high performance fiber and composite, and frontier new material.

At present, Provincial Development and Reform Commission closely follows the decision and deployment of provincial party committee and provincial government to accurately connect departments such as Investment Promotion Bureau. The Commission actively promotes collaboration among departments to jointly advance investment attraction for new material industry so as to concentrate the efforts on integrated development of hydro aluminium and hydro silicon. It is planned that by 2025, added value in Yunnan new material industry will reach RMB 140 billion and average annual growth rate will reach 13%, and new material industry will grow into the important strategic emerging pillar industry in kinetic energy transformation.
