做好“邊”的文章，助推北部灣經(jīng)濟(jì)區(qū)發(fā)展

翻開《廣西北部灣經(jīng)濟(jì)區(qū)發(fā)展規(guī)劃》，防城港的東興市與崇左的憑祥市憑借其邊境口岸城市的綜合優(yōu)勢(shì)，成為北部灣經(jīng)濟(jì)區(qū)的五大功能組團(tuán)之一。在中國(guó)沿邊開發(fā)開放不斷深化，“一帶一路”建設(shè)有序推進(jìn)的大背景下，邊境口岸城市迎來(lái)了新一陣發(fā)展春風(fēng)。

東興（憑祥）組團(tuán)搶抓機(jī)遇，做好“邊”的文章，也有利于促進(jìn)北部灣經(jīng)濟(jì)區(qū)發(fā)展規(guī)劃整體目標(biāo)的實(shí)現(xiàn)，使北部灣經(jīng)濟(jì)區(qū)服務(wù)中國(guó)西南、華南、中南，面向東盟的定位更加明確。

在2015年12月舉辦的第九屆中國(guó)邊境口岸城市市長(zhǎng)論壇上，廣西北部灣經(jīng)濟(jì)區(qū)和東盟開放合作辦公室常務(wù)副主任李延強(qiáng)表示，希望憑祥等沿邊口岸城市搶抓“一帶一路”發(fā)展機(jī)遇，促進(jìn)口岸互聯(lián)互通，發(fā)展特色產(chǎn)業(yè)，打造跨境經(jīng)貿(mào)合作平臺(tái)，實(shí)現(xiàn)與沿邊東盟國(guó)家的開放合作、互利共贏。

“鯤鵬展翅凌萬(wàn)里，策馬揚(yáng)鞭自?shī)^蹄”，機(jī)遇之下，憑祥與東興已積極前行。

多措并舉，升級(jí)口岸聯(lián)通水平

憑祥市與越南山水相連，作為面向越南，對(duì)接?xùn)|盟的邊境口岸城市，在中國(guó)—東盟自貿(mào)區(qū)框架下，邊貿(mào)互市繁榮，口岸通關(guān)量大。據(jù)廣西憑祥市市長(zhǎng)孫睿君介紹，近年來(lái)，憑祥多措并舉，不斷強(qiáng)化口岸互聯(lián)互通的建設(shè)。

在通關(guān)便利化方面。憑祥正積極爭(zhēng)取與越南實(shí)現(xiàn)“兩國(guó)一檢”。而憑祥友誼關(guān)口岸是廣西第一個(gè)率先實(shí)現(xiàn)電子化通關(guān)的口岸，已被列入廣西關(guān)檢“三個(gè)一”試點(diǎn)，成功實(shí)施“一次申報(bào)、一次查驗(yàn)、一次放行”通關(guān)模式，通關(guān)手續(xù)進(jìn)一步簡(jiǎn)化，通關(guān)效率進(jìn)一步提高，通關(guān)速度廣西第一。除了簡(jiǎn)化通關(guān)手續(xù)，自2015年7月1日起，中越友誼關(guān)—友誼口岸人員及貨物通關(guān)時(shí)間正式延長(zhǎng)，為游客及貨運(yùn)進(jìn)出口岸提供更多便利。

在口岸基礎(chǔ)設(shè)施建設(shè)方面。投資8.6億元人民幣的憑祥邊境貿(mào)易貨物物流中心即將投入使用。作為中越跨境經(jīng)濟(jì)合作區(qū)的關(guān)鍵基礎(chǔ)工程，該項(xiàng)目已被納入聯(lián)合國(guó)亞太社會(huì)（ESCAP）的“具有國(guó)際重要性的陸港”名錄；中國(guó)—東盟憑祥水果輻照檢疫處理中心將成為中國(guó)第一個(gè)在口岸實(shí)現(xiàn)電子輻照檢疫、高科技保鮮的檢疫處理中心，甚至可以代表北部灣經(jīng)濟(jì)區(qū)內(nèi)口岸較高的檢疫水平；2015年11月中國(guó)國(guó)家主席習(xí)近平訪問(wèn)越南期間，廣西與越南諒山政府簽訂了中越友誼關(guān)—友誼、浦寨—新清兩條跨境貨物專用通道協(xié)議。待兩條專用通道建成開通，憑祥對(duì)外貿(mào)易，特別是對(duì)越貿(mào)易的主要通道友誼關(guān)、浦寨將實(shí)現(xiàn)“人貨分流”，為區(qū)域貿(mào)易暢通再添利好。

此外，憑祥（鐵路）口岸正進(jìn)一步優(yōu)化升級(jí)，“東盟水果進(jìn)北京”專列籌備工作已全面啟動(dòng)；平而河大橋及其南端引道竣工通車，以憑祥為節(jié)點(diǎn)的中越口岸互聯(lián)互通水平將得到新的提升。

“互聯(lián)網(wǎng)+”開啟產(chǎn)業(yè)興邊“E”時(shí)代

產(chǎn)業(yè)是地區(qū)社會(huì)經(jīng)濟(jì)發(fā)展的重要支撐。經(jīng)過(guò)多年發(fā)展，憑祥已形成了外貿(mào)、紅木、旅游三大傳統(tǒng)特色產(chǎn)業(yè)。

外貿(mào)方面，憑祥近年來(lái)一直保持高速增長(zhǎng)態(tài)勢(shì)，已形成了輻射中國(guó)國(guó)內(nèi)和越南、柬埔寨、泰國(guó)等東盟國(guó)家的紅木家具、農(nóng)副產(chǎn)品（水果）、紡織服裝、五金機(jī)電為主的四大貿(mào)易集散中心；紅木文化產(chǎn)業(yè)不斷發(fā)展壯大，憑祥紅木文博城2014年獲評(píng)為國(guó)家4A級(jí)旅游景區(qū)；文化旅游產(chǎn)業(yè)蓬勃發(fā)展，尤其是東盟跨境游，包括越南、柬埔寨、泰國(guó)、老撾、緬甸5國(guó)在內(nèi)的自駕線路備受游客青睞。除了這三大傳統(tǒng)產(chǎn)業(yè)外，憑祥還著力培育進(jìn)出口加工、專業(yè)市場(chǎng)、現(xiàn)代物流三大新興產(chǎn)業(yè)，加快通道經(jīng)濟(jì)向口岸經(jīng)濟(jì)轉(zhuǎn)型。

據(jù)孫睿君市長(zhǎng)介紹，為了順應(yīng)“互聯(lián)網(wǎng)+”產(chǎn)業(yè)發(fā)展的新趨勢(shì)，借助與東盟國(guó)家農(nóng)產(chǎn)品進(jìn)出口貿(mào)易和國(guó)際物流基礎(chǔ)，憑祥大力發(fā)展電商產(chǎn)業(yè)，一大批電商在憑祥的沃土上，如雨后春筍般迅速成長(zhǎng)。

互聯(lián)網(wǎng)的融入也為憑祥新老產(chǎn)業(yè)的發(fā)展插上了起飛的翅膀。在紅木產(chǎn)業(yè)方面，中國(guó)憑祥紅木交易網(wǎng)已成為中國(guó)紅木行業(yè)極具影響力的行業(yè)網(wǎng)站；紅木文博城電子商務(wù)交易平臺(tái)正式上線運(yùn)營(yíng)。目前，由中國(guó)紅木第一城、人人網(wǎng)、美麗灣聯(lián)合打造的中國(guó)東盟（憑祥）電子商務(wù)信息港正在穩(wěn)步建設(shè)。

在水果電商方面，憑祥充分發(fā)揮中國(guó)—東盟水果進(jìn)出口最大口岸的優(yōu)勢(shì)，積極推進(jìn)以生鮮水果為主的農(nóng)產(chǎn)品電商產(chǎn)業(yè)的發(fā)展。2015年9月掛牌成立的中國(guó)—東盟（憑祥）電商產(chǎn)業(yè)園將成為新興電商成長(zhǎng)的搖籃。

在跨境電商方面，憑祥擁有憑祥綜合保稅區(qū)的保稅優(yōu)勢(shì)，依托跨境電商產(chǎn)業(yè)園、跨境電商倉(cāng)庫(kù)兩大項(xiàng)目，將借助中國(guó)郵政等大型國(guó)有企業(yè)資金、網(wǎng)絡(luò)，開展跨境電商業(yè)務(wù)。

“政府搭好臺(tái)，企業(yè)唱好戲”，產(chǎn)業(yè)的發(fā)展既離不開政府在政策、公共服務(wù)方面的支持，也更需要企業(yè)，特別是中小企業(yè)的積極參與，才能讓互聯(lián)網(wǎng)發(fā)揮其作用，為產(chǎn)業(yè)興邊注入新活力。

沿邊金改，促“資金融通”

“資金融通”是“一帶一路”建設(shè)的題中之義，廣西北部灣經(jīng)濟(jì)區(qū)作為中國(guó)對(duì)接海絲沿線東盟國(guó)家的重要前沿，理應(yīng)肩負(fù)起促進(jìn)中國(guó)—東盟區(qū)域“五通”的使命。而在“資金融通”方面，經(jīng)濟(jì)區(qū)內(nèi)的東興市積極先行先試，推動(dòng)了北部灣經(jīng)濟(jì)沿邊金融改革跨越式的發(fā)展。

據(jù)廣西東興市市長(zhǎng)陳建林介紹，東興市積極探索沿邊金改工作，并取得了積極成效。

一是深化擴(kuò)大個(gè)人跨境貿(mào)易人民幣結(jié)算試點(diǎn)。截止2015年12月，東興市跨境貿(mào)易人民幣結(jié)算已達(dá)554.83億元，其中個(gè)人跨境貿(mào)易人民幣結(jié)算322.89億元。

二是搭建了中國(guó)（廣西東興試驗(yàn)區(qū)）東盟貨幣服務(wù)平臺(tái)。2014 年4月起，東興試驗(yàn)區(qū)各會(huì)員銀行依托平臺(tái)統(tǒng)一了對(duì)客戶越南盾買賣價(jià)及對(duì)越南銀行人民幣購(gòu)售美元價(jià)，擺脫了“地?cái)傘y行”長(zhǎng)期主導(dǎo)人民幣對(duì)越南盾匯率的被動(dòng)局面。

三是建立中國(guó)東盟貨幣業(yè)務(wù)中心。作為中國(guó)農(nóng)業(yè)銀行在邊境一線建立的第一家東盟貨幣業(yè)務(wù)中心，該中心掛牌的中國(guó)—東盟貨幣價(jià)格將作為其總行制定相關(guān)價(jià)格的重要參考，是推動(dòng)中國(guó)與越南等東盟國(guó)家開展金融邊貿(mào)合作、樹立人民幣結(jié)算品牌的積極舉措。

此外，東興市還爭(zhēng)取到個(gè)人本外幣特許兌換業(yè)務(wù)試點(diǎn)新政策，率先建立跨境反假幣合作機(jī)制、打造金融支持沿邊經(jīng)濟(jì)發(fā)展示范區(qū)，為人民幣通過(guò)東盟走向世界，促進(jìn)中國(guó)—東盟區(qū)域的“資金融通”提供了動(dòng)力。

沿邊的開發(fā)開放與廣西北部灣經(jīng)濟(jì)區(qū)的建設(shè)是一個(gè)有機(jī)整體。東興（憑祥）作為北部灣經(jīng)濟(jì)區(qū)的重要組團(tuán)肩負(fù)著“發(fā)揮通向東盟陸海大通道的門戶作用，發(fā)展邊境出口加工、商貿(mào)物流和邊境旅游”等使命。邊境口岸城市搶抓時(shí)代機(jī)遇，做好“邊”的文章，對(duì)于廣西北部灣經(jīng)濟(jì)區(qū)沿邊、陸路發(fā)展具有十分積極的意義。

Border Prosperity to Promote BGEZ Development

When delving into the Development Plan on Guangxi Beibu Gulf Economic Zone,we find that supportive factors such as neighbors of Vietnam and land ports access to ASEAN countries help Dongxing (Chongzuo City) and Pingxiang (Fangchenggang City) become functional groups in Guangxi Beibu Economic Zone (BGEZ).The deepening border opening-up and development as well as the building of the Belt and Road bring the above-mentioned port cities with a new round of development.

By grasping opportunities and utilizing its unique location,Dongxing has facilitated the implementation of the Development Plan on BGEZ and better clarifi ed BGEZ’s position targeted at China’s southwest,south,central south and ASEAN.

Li Yanqiang,Executive Deputy Director of Beibu Gulf Economic Zone & Cooperation with ASEAN Office of Guangxi Zhuang Autonomous Region,pointed out at the 9th Border Port City Mayor Forum of China held in December 2015 that port cities like Pingxiang should grasp opportunities brought by the Belt and Road Initiative,accelerate the construction of port connectivity,engage in featured industries,establish cross-border trade and economic platform for cooperation so as to achieve the win-win results with other port cities of ASEAN countries.On such an occasion,Dongxing and Pingxiang have started to take their steps forward.

Taking Measures to Upgrade Port Connectivity Linked by mountains and rivers,Pingxiang and Vietnam are neighbors and share prosperity in border trade.Sun Ruijun,Vice-secretary of Pingxiang Party Committee and Mayor of Pingxiang briefed in the Forum that Pingxiang has strived to strengthen the construction of port connectivity by adopting different measures.

With regard to customs clearance facilitation,Pingxiang,together with Vietnam,has planned to implement the policies of “Two Countries,One Inspection”.“Three One-time” (namely,“one-time declaration,one-time check and one-time release”) in customs declaration and inspection has been conducted to raise customs clearance effi ciency in Pingxiang,thus making itself No.1 in Guangxi for the speed of customs declaration.To make clearance time more feasible and abundant,China and Vietnam also extended extra time for passengers and cargoes customs clearance since July 1,2015.

In terms of port infrastructure construction,with an investment of 860 million yuan,Pingxiang Border Trade Logistics Center,which is added to the annex of “Dry Ports of International” identifi ed by Intergovernmental Agreement on Dry Ports of the United Nations Economic and Social Commission for Asia and the Pacifi c (ESCAP),will be put into use.Also,Pingxiang Fruit Irradiation Quarantine Processing Center will become a demonstration project in China to conduct the electronic irradiation and quarantine as well as high-tech fruit preservation.During Chinese President Xi Jinping’s visit to Vietnam in November 2015,Guangxi (China) and Lang Son (Vietnam) inked an agreement to establish exclusive cargoes channels between Friendship Pass (China) and International Friendship Border Gate (Vietnam) as well asbetween Puzhai (China) and Tan Thanh (Vietnam),realizing the separation between passengers and goods.In addition,Pingxiang is striving to optimize its port infrastructure and prepare for the train commissioning of “bringing ASEAN fruits to Beijing”.Meanwhile,Ping’er Bridge has been completed and put into operation,lifting Pingxiang’s infrastructure to a new level.

“Internet Plus” Opens an E-era in Borderland

Foreign trade,red wood and tourism are three mainstays in Pingxiang.The city has maintained rapid growth in foreign trade.Specializing in redwood furniture,farm and sideline products,textile and clothing as well as hardware mechanical and electrical products,a distribution center extending to China’s domestic market and ASEAN countries like Vietnam,Cambodia and Thailand has taken shape.Meanwhile,Pingxiang Redwood Relics and Museology City was listed as the national AAAA grade scenic spot in 2014.Its ASEAN cross-border tour with routes connecting Vietnam,Cambodia,Thailand,Laos and Myanmar is welcomed by tourists.The emerging industries including import and export processing,professional markets and modern logistics prosper in Pingxiang and have accelerated its economy to be port-oriented.

According to Sui Ruijun,by conforming to the trend of “Internet Plus” and relying on import & export trade as well as the modern logistics,Pingxiang has made efforts to foster Internet-based industries and cultivate a raft of E-commerce enterprises.

The Internet has given wings to Pingxiang,which can be seen from Pingxiang’s increasingly influential redwood trade website,the launch of E-commerce trading platform for Pingxiang Redwood Relics and Museology City as well as the building of China-ASEAN (Pingxiang) E-commerce Information Harbor.As China’s largest imported base for ASEAN fruits,the city has also fully utilized its advantages to develop fruit-oriented E-commerce industry.In September 2015,China-ASEAN E-commerce Industrial Park was offi cially unveiled with the aim of establishing a cradle for emerging E-commerce industry.

Pingxiang Integrated Free Trade Zone,cross-border industrial park as well as the cross-border E-commerce warehouse will better promote the development of cross-border E-commerce business.At the same time,the support and involvement from government and SMEs enterprises also add new vigor to Internet-based industry.

Reforms to Promote Borderland Financial Integration

The BGEZ,as the frontier linking ASEAN countries along the Maritime Silk Road,needs to undertake the mission of promoting the “Five Approaches”(namely,“Policy Coordination,Facilities Connectivity,Unimpeded Trade,Financial Integration and Peopleto-people Bond”).Pingxiang has taken a leading and exploratory role in facilitating the leap-forward development of border fi nancial reform.

Chen Jianlin,Mayor of Dongxing City (Guangxi,China) briefed in the Forum that positive results have been achieved by focusing on six respects.Firstly,it expanded the service of cross-border RMB settlement for individual.As of December 2015,the volume of crossborder has amounted to 55.483 billion yuan,among which individual settlement occupied 32.289 billion yuan.Secondly,it set up a service platform for ASEAN currencies in Pingxiang,creating the fi rst pilot area with exchange concession for RMB and VND exchange.Thirdly,the China (Dongxing Experimental Zone)-ASEAN Currency Business Center was established to be an important reference as well as a positive initiative for fi nancial cooperation between China and ASEAN.

Besides,Pingxiang was permitted to offer individual local-foreign currency exchange franchise business.With a view to adding momentum to fulfill “Financial Integration” and realize RMB internationalization,Pingxiang also took a lead in establishing cooperative mechanisms of cross-border anti-counterfeit currency and setting up economic demonstration zones in border area.

The border opening-up and development as well as the building of the BGEZ constitute an organic whole.Being a component of the BGEZ,Dongxing and Pingxiang need to take responsibility in exerting their portal influences and promoting border export processing,trade logistics and border tourism,etc.In a word,to seize opportunities and promote the prosperity in borderland is of positive signifi cance to the development of the BGEZ both on land and at sea.
