The Forerunner of Intelligent Ship Rules

On Sep. 1stof 2015, during the 18thMarintec China, CCS issued the first Rules for Intelligent Ships in the world, which will come into force on Mar. 1stof 2016, it is a good new for the industry.

Before the Rules for Intelligent Ships of CCS, there was no definition for intelligent ships. Due to new technologies applied, enterprises and research institutions have different understandings of intelligent ships. The industry needs a basic definition from an authoritative organization to guide the industry development. To this end, CCS defined the intelligent ship in the Rules for Intelligent Ships: With technological means of intelligent sensors, communication and internet, intelligent ship can automatically sense and acquire information and data of ship, marine environment, logistics and port. Based on computer technology, automatic control technology,big data processing and analyzing technologies,intelligent ship realizes intelligent operation in respects of navigation, management, maintenance and cargo transportation. It is safer, more environmental friendly,economical and reliable.

Intelligent ship functions can be divided into intelligent navigation, intelligent ship hull, intelligent engine room,intelligent energy efficiency management, intelligent good management, and intelligent integration platform.The Rules for Intelligent Ships of CCS is composed by six functions of intelligent navigation, intelligent ship hull, intelligent engine room, intelligent energy efficiency management, intelligent good management, and intelligent integration platform. In aspect of intelligent level, the Rules make requests on different intelligent functions of data aware, analysis, assessment, diagnosis,forecasting, decision supporting and automatic response.

In the past years, CCS devoted greater efforts in the field of "intelligent ship" to promote development of intelligence of Chinese shipping and shipbuilding industries. Such as researches and developments on intelligent ship design indexes, specification standards,verification modes, related databases and application platforms; at the same time, CCS developed ship full-lifecircle on-line monitoring system based on 3 dimension hull maintenance system and machinery equipment maintenance system; CCS have also conducted standard researches of intelligent navigation, intelligent ship hull,intelligent engine room, intelligent energy efficiency management, intelligent good management, intelligent ship information management and intelligent ship software safety assessment, which reserved technologies for better development of intelligent ships. With scientific researches and practices, CCS gathered enough real ship data and experience, as well as rich achievements.

For example, ship energy efficiency management system,ship hull structure health management system, ship hull structure building monitoring system, shipbuilding quality management system and crew training. In addition, as for the safety problems of intelligent ships which caused general concern, CCS has already conducted many researches on intelligent ship safety systems and paid attention to research, development, verification and test of marine software. In 1999, CCS issued Integral Safety Evaluation Handbook. In 2013, Shanghai branch office of CCS started Research on marine computer control and alarm system software, which is a big step of CCS in the field of marine control system software evaluation. In 2015, CCS issued Marine software security and reliability assessment handbook, which has come into force since July 1stof 2015.

There is no doubt that the introduction of the Rules for Intelligent Ships of CCS fills in the gap of intelligent ship specification standard and will lead the intelligent ship to the direction of normalization and standardization.Sun Feng, the Vice President of CCS indicated that the Rules for Intelligent Ships fully demonstrates technical capacities of CCS. At the same time, it is also the product of the joint effort and coordinated innovation of domestic shipbuilding industry.
