摘要：建設(shè)陽光政府是澳門特區(qū)第三屆政府的工作重點(diǎn)之一，試圖從政策、制度和工具的方向入手，同時(shí)期望透過陽光政府的建設(shè)能促進(jìn)一個(gè)以更加開放、包容、理性、和諧為基調(diào)的新型治理網(wǎng)絡(luò)的形成。然而，法治意識(shí)的提高和法制建設(shè)將是建設(shè)陽光政府進(jìn)程中的一大挑戰(zhàn)，而實(shí)現(xiàn)陽光政府更需全社會(huì)的共同努力。

　　Abstract:Building a “sunshine government”(open government) is one of the major tasks of the Third Government of the Macao Special Administrative Region. By means of pol
