（一）位于泰山與黃河之間的泉城大地，最近寫下了人才史上一段難忘記憶。

2023年6月12日至30日，濟(jì)南以“天下泉城聚天下英才——夢(mèng)響海右贏在濟(jì)南”為主題，舉辦首屆“海右人才節(jié)”，組織206場(chǎng)活動(dòng)，以整座城市的名義和專屬節(jié)日的方式，向人才致以最高禮遇，展示了“天下泉城聚天下英才”的雄心壯志。

這次人才盛會(huì)，成為全國(guó)矚目的大事件。其間，相關(guān)話題全網(wǎng)傳播量超過(guò)3億次，被人民日?qǐng)?bào)、新華社、光明日?qǐng)?bào)等中央和省、市級(jí)媒體廣泛報(bào)道，各類新媒體刊發(fā)評(píng)論230余篇，海外平臺(tái)推文300余篇。

“濟(jì)南市將以最大誠(chéng)意、盡最大努力，為各類人才來(lái)濟(jì)發(fā)展創(chuàng)造最好條件、提供最大便利、營(yíng)造最優(yōu)環(huán)境?！敝泄采綎|省委常委、濟(jì)南市委書記劉強(qiáng)鄭重表態(tài)。短短一句話，城市主政者用了“五個(gè)最”，字里行間誠(chéng)意滿滿。

“辦一次節(jié)、聚一批才、興一座城”。熱情的六月，濟(jì)南讓杜甫1200多年前“濟(jì)南名士多”的感嘆變成當(dāng)下的真實(shí)寫照。首屆“海右人才節(jié)”所創(chuàng)造的一切，將成為天下英才、成為千年古城的一筆寶貴財(cái)富。

（二）首屆“海右人才節(jié)”是近年來(lái)濟(jì)南市舉辦的規(guī)模最大、層次最高、輻射最廣的人才盛會(huì)。

這是一屆用人才出彩贏得城市精彩的盛會(huì)，眾多“首次”“首辦”將城市對(duì)人才的渴求提升到新的高度——

首次舉辦由41名院士集中參加的高規(guī)格座談會(huì)，參會(huì)院士全部受聘首批“海右伯樂(lè)”；

首次發(fā)布《濟(jì)南人才發(fā)展藍(lán)皮書》；

首次推出簡(jiǎn)明易懂、便于攜帶、易于傳播的《濟(jì)南市人才政策“雙30條”微詞典》；

首次舉辦線上線下中國(guó)（濟(jì)南）新動(dòng)能創(chuàng)新創(chuàng)業(yè)大賽落地項(xiàng)目成果展；

首次推出面向全國(guó)大學(xué)生的“吃、住、行、游、娛”系列優(yōu)惠政策；

首次啟動(dòng)全國(guó)第一個(gè)以人才為主題的電視連續(xù)劇《人才公寓》攝制工作，講述新時(shí)代泉城青年創(chuàng)新創(chuàng)業(yè)的故事，以點(diǎn)帶面展現(xiàn)濟(jì)南市人才政策的力度和決心；

首次推出以人才為主題的原創(chuàng)主題曲《夢(mèng)響海右》及宣傳片、吉祥物、文化衫、伴手禮等系列文創(chuàng)產(chǎn)品；

首次舉辦以青年人才為主的濟(jì)南大學(xué)生馬拉松賽事；

首次舉辦致敬人才的大型文藝匯演；

首次舉辦“點(diǎn)亮一座城、向人才致敬”主題燈光秀。

“我們將以更加開放的格局、更加包容的胸懷、更加貼心的服務(wù)，誠(chéng)邀各類人才選擇濟(jì)南、共創(chuàng)未來(lái)。”中共濟(jì)南市委副書記、市長(zhǎng)于海田在開幕式上表示。

這是一屆創(chuàng)新引才留才機(jī)制，實(shí)現(xiàn)產(chǎn)業(yè)留人、事業(yè)留人、環(huán)境留人、感情留人的盛會(huì)，人才和城市相融共生——

打響“院士牌”，集聚新資源。注重院士等頂尖人才頭雁效應(yīng)，以最大誠(chéng)意邀請(qǐng)41名院士參會(huì)，并聘為首批“海右伯樂(lè)”。

打好“產(chǎn)業(yè)牌”，奏響奮進(jìn)曲。聚焦?jié)纤拇笾鲗?dǎo)產(chǎn)業(yè)，組織開展產(chǎn)業(yè)人才供需對(duì)接會(huì)、產(chǎn)業(yè)論壇、園區(qū)調(diào)研等35場(chǎng)專題活動(dòng)，為進(jìn)一步深化合作奠定了堅(jiān)實(shí)基礎(chǔ)。

善打“感情牌”，吸引“鳳還巢”。充分發(fā)揮鄉(xiāng)情、親情、校友情等資源的優(yōu)勢(shì)，邀請(qǐng)各類人才回濟(jì)，讓大家充分感受家鄉(xiāng)變化，回鄉(xiāng)發(fā)展奉獻(xiàn)。

巧打“海外牌”，引才走出去。充分發(fā)揮臺(tái)港澳辦、科協(xié)、僑聯(lián)等單位密切聯(lián)系海外人才資源的優(yōu)勢(shì)，持續(xù)拓寬海外引才渠道。

升級(jí)“政策牌”，激活一座城。利用各種節(jié)會(huì)活動(dòng)、新媒體及公交、地鐵、出租車、旅游景點(diǎn)等重點(diǎn)場(chǎng)所做好政策推介，確保人才政策應(yīng)知盡知、應(yīng)享盡享。

這也是一屆城市方方面面共同參與的集體行動(dòng)，城市凝聚力得以彰顯——

“為了人才這件事，濟(jì)南全城在行動(dòng)?！闭\(chéng)如自媒體大V所言，“海右人才節(jié)”不僅是人才部門的事，更是全市的大事。濟(jì)南“舉全市之力，匯全城之智”，形成強(qiáng)大合力。主動(dòng)上門加強(qiáng)對(duì)接駐濟(jì)高校院所平臺(tái)，邀請(qǐng)他們深度參與100余場(chǎng)活動(dòng)，讓“人才的節(jié)日”變成“城市的節(jié)日”。同時(shí)，堅(jiān)持省會(huì)大人才觀，全面梳理、系統(tǒng)整合各人才品牌，推出以“海右人才”為引領(lǐng)的全市人才工作品牌，在原創(chuàng)主題曲、宣傳片、節(jié)日l(shuí)ogo、吉祥物、伴手禮等方面統(tǒng)一包裝策劃，提升品牌標(biāo)識(shí)度。

此次“海右人才節(jié)”，是濟(jì)南爭(zhēng)創(chuàng)濟(jì)青國(guó)家級(jí)吸引和集聚人才平臺(tái)、加快打造黃河流域人才集聚高地的一項(xiàng)創(chuàng)新舉措，是在全省“2+N”人才雁陣格局中當(dāng)好引領(lǐng)示范的一次具體實(shí)踐，是推進(jìn)“強(qiáng)新優(yōu)富美高”新時(shí)代社會(huì)主義現(xiàn)代化強(qiáng)省會(huì)建設(shè)的一次積極探索。

“濟(jì)南人才服務(wù)工作始終有一股敢于‘吃螃蟹、敢啃‘硬骨頭的硬朗勁兒，敢于從傳統(tǒng)思維定式、條條框框限制、狹隘地域局限中跳出來(lái)，做了很多人想都不敢想的探索創(chuàng)新。正是這種超前思維和勇于創(chuàng)新的精神，讓不同歷史時(shí)期的濟(jì)南人才工作始終有‘佳作?！庇腥诉@樣評(píng)價(jià)濟(jì)南人才工作，“海右人才節(jié)”無(wú)疑是其中最具代表性的“佳作”。

（三）“首屆‘海右人才節(jié)內(nèi)容豐富、形式新穎、氣氛熱烈，在全國(guó)一舉打響了‘海右人才的名氣?！敝袊?guó)青年報(bào)記者邢婷如此評(píng)價(jià)。

人才節(jié)并非濟(jì)南首創(chuàng)，“海右人才節(jié)”為何能熠熠生輝？

“1200多年前，33歲的杜甫揮筆寫下‘海右此亭古，濟(jì)南名士多的千古佳句。1200年后的今天，我們以海右之名為人才喝彩、為夢(mèng)想加油！”中共濟(jì)南市委常委、組織部部長(zhǎng)，市委人才辦主任陳陽(yáng)的這句話，讓人們看到這座“名士之城”的人才觀。

濟(jì)南“懂人才”，將敬才愛(ài)才做到極致，持續(xù)擦亮“天下泉城，人來(lái)無(wú)憂”全生命周期人才服務(wù)品牌。人才節(jié)前后，濟(jì)南聚焦青年人才“身邊瑣事”和“人生大事”，面向全國(guó)大學(xué)生率先推出免費(fèi)乘坐公交地鐵、免費(fèi)游園、免費(fèi)觀演、青年人才交友會(huì)等系列優(yōu)厚政策。目前，全國(guó)在校大學(xué)生累計(jì)申領(lǐng)免費(fèi)公交卡67萬(wàn)張、免費(fèi)乘坐地鐵超過(guò)255萬(wàn)人次、免費(fèi)觀演6000余人次，讓廣大青年人才充分感受到“泉城禮遇”。濟(jì)南讓人才“讀懂城市”，在沉浸式體驗(yàn)中“選擇濟(jì)南”。人才節(jié)精心策劃一批沉浸式體驗(yàn)活動(dòng)和高品質(zhì)服務(wù)項(xiàng)目，讓人才來(lái)到濟(jì)南，進(jìn)園區(qū)、進(jìn)企業(yè)，真正了解濟(jì)南機(jī)遇，感受濟(jì)南前景。比如，濟(jì)陽(yáng)區(qū)開展“百名博士家鄉(xiāng)行”活動(dòng)，成立博士聯(lián)盟，與就職全球92所高校院所的150名濟(jì)陽(yáng)籍高層次人才、170名博士人才建立了廣泛聯(lián)系。

這次盛會(huì)，讓“海右人才”成為濟(jì)南的又一城市名片，它與“名士之城”的歷史榮耀交相輝映，成為招引人才的重要砝碼、彰顯城市包容與溫度的重要平臺(tái)、增強(qiáng)城市美譽(yù)度與吸引力的重要倚仗。美國(guó)醫(yī)學(xué)與生物工程院院士文學(xué)軍參加了人才節(jié)多項(xiàng)活動(dòng)，他表示，深刻感受到了濟(jì)南的熱情和美好，希望未來(lái)與濟(jì)南合作共贏，研發(fā)出更多科技成果。俄羅斯自然科學(xué)院外籍院士歐陽(yáng)晨曦講道：“‘海右人才節(jié)對(duì)人才的重視和欣賞程度讓我們感到非?！痼@，也經(jīng)常去全國(guó)各地的人才招聘會(huì)或人才引進(jìn)會(huì)，感覺(jué)都沒(méi)有濟(jì)南這么盛大，濟(jì)南活動(dòng)安排得非常周全，有賓至如歸的感覺(jué)?！?/p>

這次盛會(huì)，讓敬才愛(ài)才的理念成為城市共識(shí)，讓人們看到了濟(jì)南與人才共舞的搖曳多姿，向世界傳遞出“天下泉城聚天下英才”的博大襟懷。很多市民代表對(duì)全市濃厚的節(jié)日氛圍感觸頗深，他們認(rèn)為，濟(jì)南對(duì)人才的重視和支持力度前所未有，讓人看到了這座城市的希望和未來(lái)。

這次盛會(huì)，讓“奔赴濟(jì)南”的想法更加堅(jiān)定，41名院士成為濟(jì)南首批“海右伯樂(lè)”，當(dāng)好濟(jì)南的“引才大使”“引才顧問(wèn)”，達(dá)成院士專家工作站、人才聯(lián)合培養(yǎng)、技術(shù)攻關(guān)等各類意向合作協(xié)議55項(xiàng)。作為“海右伯樂(lè)”，中國(guó)工程院院士、山東大學(xué)校長(zhǎng)李術(shù)才說(shuō)：“我將努力當(dāng)好濟(jì)南發(fā)展的‘人才伯樂(lè)，吸引帶動(dòng)更多天下英才選擇濟(jì)南、共贏未來(lái)?！?/p>

2000余名人才參加濟(jì)南人才引進(jìn)類活動(dòng)，500余人達(dá)成初步合作意向。齊魯制藥引進(jìn)的北大博士于越說(shuō)：“畢業(yè)后我選擇回濟(jì)發(fā)展，濟(jì)南有溫度的人才環(huán)境讓我感受到了家的溫暖。”中國(guó)工程院院士于金明表示，40年前，自己作為一個(gè)名不見經(jīng)傳的醫(yī)學(xué)院畢業(yè)生來(lái)到濟(jì)南，在濟(jì)南這片熱土上逐漸成長(zhǎng)為中國(guó)工程院院士，對(duì)濟(jì)南充滿了感激之情，有信心有決心為這片沃土而奮斗。

人才工作，既彰顯著城市的納賢胸襟，也傳遞著城市的用人氣魄。首屆“海右人才節(jié)”，將成為濟(jì)南人才高地崛起的一個(gè)標(biāo)志性事件。

（四）在一座城市的發(fā)展道路上，總有一些重大事件會(huì)成為全市人民的集體記憶。這些事件的過(guò)程和結(jié)果，將對(duì)城市未來(lái)發(fā)展走向產(chǎn)生深遠(yuǎn)影響。

當(dāng)下的濟(jì)南，正加快建設(shè)強(qiáng)省會(huì)，比以往任何時(shí)候都更渴求人才，也比以往任何時(shí)候都更能成就人才?！昂Ｓ胰瞬殴?jié)”，給濟(jì)南帶來(lái)的影響是重大而深遠(yuǎn)的，必將在強(qiáng)省會(huì)建設(shè)的征程中矗起一座新界標(biāo)。

這次盛會(huì)給強(qiáng)省會(huì)建設(shè)注入新動(dòng)能。此次人才節(jié)，邀請(qǐng)來(lái)自新一代信息技術(shù)、人工智能、數(shù)字經(jīng)濟(jì)等領(lǐng)域的100余位知名院士專家參加專題活動(dòng)，助力產(chǎn)業(yè)技術(shù)水平提升。此外，法國(guó)魯昂高等電子工程工程師學(xué)院山東校區(qū)、可信互聯(lián)網(wǎng)產(chǎn)業(yè)研究院等184個(gè)發(fā)展?jié)摿?、市?chǎng)前景廣闊的項(xiàng)目達(dá)成初步合作意向，實(shí)現(xiàn)簽約114項(xiàng)，為全市科技創(chuàng)新、載體提升、產(chǎn)業(yè)升級(jí)注入了強(qiáng)勁動(dòng)力。

這次盛會(huì)探索出人才經(jīng)濟(jì)的新模式。人才節(jié)的舉辦，讓濟(jì)南更加堅(jiān)定了人才引領(lǐng)發(fā)展的理念，依托人才和人才節(jié)賦能產(chǎn)業(yè)、培育項(xiàng)目、促進(jìn)創(chuàng)新、拉動(dòng)消費(fèi)、助推發(fā)展的效能更加凸顯。一方面，隨著“天下泉城，人來(lái)無(wú)憂”叫響全國(guó)，越來(lái)越多的人了解濟(jì)南、選擇濟(jì)南、奔赴濟(jì)南，在人才政策的加持下，“人才+消費(fèi)”“人才+旅游”“人才+創(chuàng)意”的賦能效應(yīng)會(huì)逐漸凸顯。不少商家表示，與以往相比，人才節(jié)期間來(lái)濟(jì)旅游、消費(fèi)的青年人明顯增多。另一方面，越來(lái)越多的高端人才來(lái)到濟(jì)南發(fā)展，為產(chǎn)業(yè)發(fā)展特別是高技術(shù)產(chǎn)業(yè)發(fā)展賦能，將涌現(xiàn)更多“引進(jìn)一個(gè)人才、帶來(lái)一個(gè)團(tuán)隊(duì)、興辦一個(gè)企業(yè)、帶動(dòng)一個(gè)產(chǎn)業(yè)”的佳話。

這次盛會(huì)講述了精彩濟(jì)南的新故事。這故事，讓人們看到了一個(gè)日新月異、文明靚麗的濟(jì)南。在這里，大家等待超然樓亮燈瞬間；泛舟大明湖體驗(yàn)“船在畫中游，人在畫中留”的美景；走過(guò)不是江南卻勝似江南的新晉網(wǎng)紅起鳳橋……濟(jì)南宜居宜業(yè)宜游的城市形象更加深入人心。這故事，讓人們看到了一座實(shí)力雄厚、活力十足的城市。天下英才來(lái)到濟(jì)南，參觀交流會(huì)、政策宣傳會(huì)、成果推介會(huì)，進(jìn)區(qū)縣、進(jìn)園區(qū)、進(jìn)企業(yè)活動(dòng)，直觀而深入地了解濟(jì)南，感受濟(jì)南活力。這故事，讓人們看到一座誠(chéng)意厚道、充滿溫度的城市。正如《致海右人才的一封感謝信》中所言：“正是因?yàn)槟x擇濟(jì)南、扎根濟(jì)南、建設(shè)濟(jì)南，這座城市得以煥發(fā)勃勃生機(jī)……謹(jǐn)向您表示崇高的敬意和衷心的感謝。”飽含真情的話語(yǔ)，讓人們深切體會(huì)到濟(jì)南的誠(chéng)意。

（五）首屆“海右人才節(jié)”的舉辦，塑造了校地合作新典范。

2023年7月10日，以“夢(mèng)響海右贏在濟(jì)南”為主題的“大學(xué)生追夢(mèng)濟(jì)南”暑期實(shí)訓(xùn)營(yíng)正式開營(yíng)。這是濟(jì)南連續(xù)第5年舉辦此類活動(dòng)，讓青年人才感受濟(jì)南發(fā)展成就和發(fā)展機(jī)會(huì)。

于此而言，首屆“海右人才節(jié)”的成功舉辦，在于用足用活用好高校院所資源優(yōu)勢(shì)，在校地企合作、科技成果轉(zhuǎn)化、青年人才引進(jìn)等方面取得明顯成效。其間，打造了一批校地企合作平臺(tái)，在我市與全國(guó)120家高校設(shè)立人才工作聯(lián)絡(luò)站和簽訂戰(zhàn)略合作協(xié)議的基礎(chǔ)上，首次在北京大學(xué)、清華大學(xué)、中國(guó)科學(xué)院大學(xué)3家國(guó)內(nèi)頂尖高校設(shè)立人才工作聯(lián)絡(luò)站，上海交通大學(xué)、南京大學(xué)等50所知名高校與重汽、浪潮等29家企業(yè)成立“濟(jì)南市校地企合作聯(lián)盟”。落地了一批成果轉(zhuǎn)化項(xiàng)目，舉辦14場(chǎng)成果轉(zhuǎn)化類活動(dòng)，其中科技成果校企對(duì)接會(huì)發(fā)布了78項(xiàng)企業(yè)關(guān)鍵技術(shù)需求和128項(xiàng)高價(jià)值成果，實(shí)現(xiàn)簽約14項(xiàng)。舉辦長(zhǎng)清大學(xué)城首屆科研成果轉(zhuǎn)化大賽，已吸引高校教師、博士后等高層次人才報(bào)名項(xiàng)目200余個(gè)。

近期，陳陽(yáng)帶隊(duì)到駐濟(jì)高校調(diào)研座談，在人才培養(yǎng)、科技成果轉(zhuǎn)化、產(chǎn)學(xué)研合作、平臺(tái)載體建設(shè)等方面進(jìn)一步深化校地合作，推動(dòng)城市發(fā)展與高校建設(shè)共榮共生、互融互促。駐濟(jì)高校負(fù)責(zé)同志紛紛表態(tài)：濟(jì)南為人才干事創(chuàng)業(yè)提供了廣闊的發(fā)展空間，校地合作更加緊密了，一定會(huì)為濟(jì)南發(fā)展盡心竭力、貢獻(xiàn)才智。

（六）“海右人才節(jié)”是首次舉辦，濟(jì)南用怎樣的智慧，書寫打動(dòng)天下英才的故事、留下開創(chuàng)未來(lái)的財(cái)富？

必須要有“大”的格局。大格局方能成就大事業(yè)，人才節(jié)高點(diǎn)站位、高點(diǎn)謀劃，主動(dòng)融入全國(guó)人才戰(zhàn)略布局，立足強(qiáng)省會(huì)建設(shè)全局，打造同頻共振、共融共生的城市人才新格局，這也是辦好人才節(jié)的關(guān)鍵所在。傾力打造“天下泉城，人來(lái)無(wú)憂”品牌，體現(xiàn)了濟(jì)南的雄心與壯志，充分展現(xiàn)了省會(huì)大人才觀，從人才到人力再到人口，濟(jì)南發(fā)出盛情邀約，歡迎廣大人才，歡迎有識(shí)之士，歡迎青年朋友，不論是誰(shuí)，不論來(lái)自何方，只要愿意來(lái)濟(jì)南發(fā)展，濟(jì)南都將提供最好的發(fā)展空間。

必須要有“好”的創(chuàng)意。濟(jì)南堅(jiān)持守正創(chuàng)新，在人才節(jié)的名字、logo、主題曲、文創(chuàng)產(chǎn)品等方面既融入海右亭、泉水等本土標(biāo)識(shí)，又兼具現(xiàn)代科技時(shí)尚元素，拉滿人才節(jié)氛圍。比如，人才節(jié)形象標(biāo)識(shí)由象征海右亭、泉水、人才的三大元素組成，奔跑的“人”代表活力迸發(fā)、充滿夢(mèng)想的四海英才；由“人”匯聚成“泉”，寓意濟(jì)南人才如泉涌，城市與人才同發(fā)展、共進(jìn)步，共贏美好未來(lái)。

必須要有“細(xì)”的作風(fēng)?！凹?xì)”的作風(fēng)是做好一切工作的前提。濟(jì)南堅(jiān)持精益求精、講求細(xì)節(jié)，對(duì)各項(xiàng)活動(dòng)逐一細(xì)化研究具體實(shí)施方案，同時(shí)把人才的“關(guān)鍵小事”當(dāng)成“頭等大事”，全方位解決人才的生活難題和后顧之憂。正是這種“細(xì)”，戳中人才的“心窩子”，確保人才節(jié)成為一次精品盛會(huì)。

（七）期待“海右人才節(jié)”更好更實(shí)更精彩。

合上熱情六月的精彩，就像合上一本厚重的書。在這本書里，天下泉城攜手天下英才，用最大的熱情和最大的努力，搭建了人才與城市的夢(mèng)想舞臺(tái)。不少新聞媒體評(píng)價(jià)：“‘海右人才節(jié)帶給濟(jì)南的影響將是深遠(yuǎn)而澎湃的，可以想見，這場(chǎng)規(guī)?？涨暗娜瞬殴?jié)激發(fā)的效應(yīng)還將持續(xù)……”

From June 12 to 30， Jinan held the first "Haiyou Talent Festival" under the theme of "The City of Springs Gathers Talents from All Over the World - Realizing Dream and Winning in Jinan"， and launched 206 activities. In the name of the city and by the form of an exclusive festival， it offered the greatest courtesy to talents and demonstrated the ambition of "gathering talents from all over the world in the City of Springs".

“Jinan will do its best with utmost sincerity to provide all kinds of talents with the best conditions， convenience and environment for their development.” Liu Qiang， secretary of the CPC Jinan Municipal Committee， made a solemn statement. （Ⅱ） The first "Haiyou Talent Festival" is the largest， highest level and most comprehensive talent festival held in Jinan in recent years.

"We will further open up， become more inclusive and provide more attentive services to invite all kinds of talents to work together for a shared future in Jinan.” Yu Haitian， deputy secretary of the CPC Jinan Municipal Committee and mayor of Jinan， said at the opening ceremony.

Chen Yang， member of the Standing Committee of the CPC Jinan Municipal Committee， director of the Organizational Department， and director of Talent Office of Jinan Municipal Committee said. This event has turned "Haiyou Talent" into a brilliant calling card for Jinan， echoing the honourable title of "City of Scholars"， and serving as an important weight to attract talent， a significant platform to highlight the citys inclusiveness， and a major path to enhance the citys reputation and attractiveness.

This event has helped to solidify talents determination to "go to Jinan". 41 academics are invited to become the first batch of "Haiyou Bole"， who take on the role of talent scout and talent attraction ambassador. 55 agreements are reached on academician expert workstations， joint talent cultivation， technology research and other forms of cooperation.

On July 10， the Summer Training Camp for University Students to Pursue Dreams in Jinan， themed "Following Our Dreams， Winning in Jinan"， was officially opened. Jinan has held this event for five consecutive years， giving young talents a chance to experience the achievements and development opportunities in Jinan.

The success of the first "Haiyou Talent Festival" is attributed to the all-round effective utilization of the resource advantages of colleges and institutes， which achieved remarkable results in school-cityenterprise cooperation， transformation of scientific and technological achievements， and introduction of young talents. A number of school-city-enterprise cooperation platforms have been created.

Based on the establishment of talent work liaison stations and the signing of strategic cooperation agreements between the city and 120 colleges and universities across the country， its the first time that three top domestic colleges and universities， namely Peking University， Tsinghua University and University of Chinese Academy of Sciences， have set up talent work liaison stations. 50 renowned colleges and universities， such as Shanghai Jiaotong University， Nanjing University， etc.， have jointly established the "Jinan School-City-Enterprise Cooperation Alliance" with 29 enterprises， such as SINOTRUK， Inspur， etc.
