Nature is like an all-encompassing net; sparsely meshed as it is, nothing can slip through it.The net of heaven, or the scope of nature, is later used figuratively to refer to the law of the state. This concept indicates that no one would get away with a guilty deed though the law may be lenient. Nowadays, it is usually used to warn people against tendencies to violate the law.
