Expats and Compatriots in Chongqing： Learning More about China from the Sixth Plenary Session of the 19th Central Committee of the Communist Party of China

On December 16th， 2021， the Office of Foreign Affairs Work Commission of the CPC Chongqing Municipal Committee held a thematic briefing on the Sixth Plenary Session of the 19th CPC Central Committee at the Foreign Affairs Building. Over 80 people attended the event， including：

1） Consular officials： Gergely Kádár， Consul General of Hungary in Chongqing; Flerida Ann Camille P. Mayo， Consul General of the Philippines in Chongqing; Dzmitry Yemelyanau， Consul General of Belarus in Chongqing; Joselito Sia， Acting Consul General of Canada in Chongqing; Timothy Standbrook， Acting Consul General of the United Kingdom in Chongqing; Adriana Lori， Acting Consul General of Italy in Chongqing; as well as officials from Consulates General of Japan， the Netherlands， Cambodia， Uruguay and other countries in Chongqing

2） Overseas correspondents based in Chongqing

3） Foreign enterprises， business associations， and chambers of commerce in Chongqing

4） foreign scholars and experts in Chongqing

5） International student representatives

6） Representatives of Hong Kong and Macao Compatriots.

Wang Wen， Director-General of the Office of Foreign Affairs Work Commission of the CPC Chongqing Municipal Committee and Director-General of the Foreign Affairs Office of the Chongqing Municipal Government， delivered a thematic speech to illustrate the guiding principles of the Sixth Plenary Session of the 19th CPC Central Committee （the Session） from four aspects：

●? The Session was an important meeting held by the CPC at a critical historical juncture;

●? The Session has provided a comprehensive review of the major achievements made by the CPC over the past century， especially since the 18th CPC National Congress;

●? The Session has provided a comprehensive review of the historical significance of the Partys endeavors over the past century; and

●? The Session has provided a comprehensive review of the valuable historical experience of the Partys endeavors over the past century.

In her speech， Wang Wen said that the Session has enabled the world to learn about not only the history， present， and future of the CPC， but also about a real， three-dimensional， changing， and developing China. It is of great significance to the development progress of China in both a practical and a historical sense and will certainly have a positive impact on the world. While pursuing happiness for the Chinese people and rejuvenation of the Chinese nation， the CPC is also committed to promoting human progress and world harmony. Maintaining a global vision， the CPC is committed to safeguarding world peace， contributing to global prosperity， and upholding the international order.

“As the youngest Municipality which reports directly to the Central Government of China， Chongqing is an epitome of Chinas development and progress”， said Wang Wen， “In the future， Chongqing will build a new paradigm led by high-quality development and a high-quality life， add momentum to become an important economic center， a center for sci-tech innovation， a pioneer for reform and opening-up， and a pleasant destination for high-quality life， and achieve new and greater development on the basis of building a moderately prosperous society in all aspects. Chongqing is willing to facilitate broader friendly exchanges and draw a new blueprint for comprehensive cooperation with governments， sister cities， enterprises， and business associations/chambers of commerce represented here today， as well as with experts and scholars， media friends， international students， and Hong Kong and Macao compatriots.”

Ma Ranxi， Director-General of the Chongqing Municipal Government Information Office， attended the event， engaged in exchanges with the participants， and responded to questions during the Q&A session.

To give a full and systematic interpretation of the Session to the expats and compatriots， the event has especially invited Professor Song Fufan， Director of the Teaching and Research Section， Party Building Department， Party School of the CPC Central Committee， and Professor Wu Bing， Deputy Dean of the School of International Relations， Sichuan International Studies University. From the positioning， content， and characteristics of the Resolution of the CPC Central Committee on the Major Achievements and Historical Experience of the Party over the Past Century to “The Sixth Plenary Session of the Nineteenth Central Committee and the Opening-up of Chongqing”， the two experts delivered enlightening interpretations of the Session and have also interacted with the attendees.

Expats， Hong Kong and Macao compatriots who attended the Briefing extended warm congratulations to the successful convening of the Session and spoke highly of the major achievements of the CPC over the past century， especially since the 18th National Congress. They believed that the Session would not only inject strong impetus for China to continue to march forward on the new journey but would also have a positive and far-reaching impact on the development process of the world.

At the event， the attendees were also presented with the Illustrated Guide to the Sixth Plenary Session of the 19th CPC Central Committee in five languages： English， French， Spanish， Russian， and Arabic， in a bid to provide a comprehensive and accurate understanding of its rich connotation， profound significance， and world impact.

Zhang Yaxi and Feng Zimin， Deputy Directors-General of the Foreign Affairs Office of the Chongqing Municipal Government， as well as representatives of municipal departments including the Chongqing Education Commission， Chongqing Science and Technology Bureau， and Chongqing Commerce Commission attended the Briefing.

2021年12月16日，中共重慶市委外事工作委員會辦公室在外事大樓舉辦中國共產(chǎn)黨十九屆六中全會精神專題宣介會。匈牙利駐重慶總領(lǐng)事葛凱達、菲律賓駐重慶總領(lǐng)事瑪友、白俄羅斯駐重慶總領(lǐng)事葉·德米特里、加拿大駐重慶代總領(lǐng)事謝和安、英國駐重慶代總領(lǐng)事施博榮、意大利駐重慶代總領(lǐng)事羅莉安，以及日本、荷蘭、柬埔寨、烏拉圭等國駐重慶總領(lǐng)事館官員，境外常駐渝記者、在渝外企和外國商協(xié)會、在渝外籍學(xué)者專家、留學(xué)生代表、港澳人士代表共80余人參加。

市委外辦主任、市政府外辦主任王雯從“此次全會是中國共產(chǎn)黨在重要歷史關(guān)頭召開的一次繼往開來的重要會議”“全會全面總結(jié)了中國共產(chǎn)黨100年特別是黨的十八大以來取得的重大成就”“全會全面總結(jié)了中國共產(chǎn)黨百年奮斗的偉大歷史意義”“全會全面總結(jié)了中國共產(chǎn)黨百年奮斗的寶貴歷史經(jīng)驗”四個方面作專題宣講，著重介紹了中共十九屆六中全會精神要義。

王雯講到，這次全會讓全世界了解了中國共產(chǎn)黨的歷史、現(xiàn)在和未來，了解了一個真實立體的、變化發(fā)展的中國，對中國的發(fā)展進程具有重大的現(xiàn)實意義和深遠歷史意義，也必將對世界產(chǎn)生積極的影響。中國共產(chǎn)黨既為中國人民謀幸福，也為中華民族謀復(fù)興，為人類謀進步，為世界謀大同，始終胸懷天下，始終做世界和平的建設(shè)者，全球發(fā)展的貢獻者，國際秩序的維護者。

重慶市政府新聞辦主任馬然希出席宣介會，并在宣介會上與參會嘉賓互動交流、回應(yīng)提問。

為向與會境外人士系統(tǒng)全面介紹黨的十九屆六中全會精神，此次宣講會還特別邀請了中共中央黨校黨的建設(shè)教研部思想政治教育教研室主任、教授宋福范，四川外國語大學(xué)國際關(guān)系學(xué)院副院長、教授吳兵，分別圍繞“《關(guān)于黨的百年奮斗重大成就和歷史經(jīng)驗的決議》的定位、內(nèi)容和特點”“十九屆六中全會與重慶對外開放”議題深刻解讀黨的十九屆六中全會精神。兩位專家還與參會境外人士進行現(xiàn)場互動交流。

與會外籍人士和港澳人士熱烈祝賀中國共產(chǎn)黨十九屆六中全會成功召開，高度評價中國共產(chǎn)黨百年來特別是十八大以來取得的輝煌成就，認為全會不僅為中國在新的征程上繼續(xù)前進注入強大動力，也將對世界發(fā)展進程產(chǎn)生積極而深遠的影響。

會上，還向與會人員贈送了英、法、西、俄、阿5個語種版本的《黨的十九屆六中全會精神解讀手冊》，讓與會嘉賓全面、準確地了解其豐富內(nèi)涵、重大意義和世界影響。

嘉賓聲音

白俄羅斯駐重慶總領(lǐng)事葉·德米特里：

感謝重慶市政府外辦的精心組織和安排本次專題宣介會，讓在渝境外人士更好地了解中國，了解中國共產(chǎn)黨。對包括白俄羅斯在內(nèi)的許多國家來說，今天的中國是建設(shè)現(xiàn)代國家模式的一個好榜樣。白俄羅斯通過積極參與共建“一帶一路”，推動與重慶各領(lǐng)域交流合作蓬勃開展。如今，白中兩國的重點項目巨石工業(yè)園正在順利建設(shè)，已入駐83家企業(yè)中，有42家來自中國。

菲律賓駐重慶總領(lǐng)事瑪友：

很榮幸能夠通過這次宣介會認識中國共產(chǎn)黨的百年發(fā)展歷程，了解中國是如何一步一個腳印實現(xiàn)經(jīng)濟發(fā)展，對中國提出的“一帶一路”“構(gòu)建人類命運共同體”等倡議，中國如何全面消除絕對貧困，以及疫情下如何實現(xiàn)高質(zhì)量發(fā)展等方面，都有了更深刻的體會。我更加認識到重慶在中國持續(xù)深化改革開放當中扮演著重要的角色。相信重慶與菲律賓在綠色發(fā)展、數(shù)字經(jīng)濟、城市治理方面都有很大的合作潛力。

匈牙利駐重慶總領(lǐng)事葛凱達：

這次宣介會我們學(xué)習(xí)到中國共產(chǎn)黨怎么判斷過去的工作和黨在歷史上扮演的角色。匈牙利和中國建立了全面戰(zhàn)略伙伴關(guān)系，可以說兩國關(guān)系進入歷史上最好時期。在全球新冠肺炎疫情沖擊下，重慶與匈牙利醫(yī)療專家開展了多次防疫經(jīng)驗交流。匈牙利駐重慶總領(lǐng)事館也將持續(xù)大力支持促進兩地交流與合作。

西南大學(xué)喀麥隆籍留學(xué)生Awu Isaac Oben：

重慶這座城市非常漂亮，3000萬人口跟我的國家一樣多，這個巨大的城市讓我感到很親切。我曾參加過“看中國·外國青年影像計劃”活動，深入重慶的鄉(xiāng)村拍攝了一部關(guān)于脫貧攻堅的紀錄片。我看到中國的鄉(xiāng)村跟城市一樣，發(fā)展日新月異。中國成功地達到了減貧目標，這是值得學(xué)習(xí)和研究的課題。
