在山東省淄博市沂源縣悅莊鎮(zhèn)崔家莊村,村里的許多農(nóng)民通過(guò)山楂種植、加工紛紛走上致富道路。而在這個(gè)產(chǎn)業(yè)從苦澀走向甜蜜的歷程中,有著一段劉志坤與山楂樹(shù)的故事。
今年63歲的劉志坤,是崔家莊村一名有著40多年黨齡的老黨員。1983年,正值青春年華的劉志坤退伍回村后發(fā)現(xiàn),作為村民們重要收入來(lái)源的山楂種植產(chǎn)業(yè),由于與市場(chǎng)需要對(duì)接不暢通等原因,采收的果子常因賣(mài)不出去而壞掉。面對(duì)果農(nóng)的困境,經(jīng)過(guò)多方考察,劉志坤決定發(fā)展果品深加工產(chǎn)業(yè),解決果農(nóng)們的銷(xiāo)售難題。當(dāng)年,劉志坤便在崔家莊村建起了山楂果脯、山楂罐頭、炒紅果等山楂深加工企業(yè),不但使村里的山楂果有了穩(wěn)定的銷(xiāo)路,還通過(guò)山楂加工帶動(dòng)了村民就業(yè)。
劉志坤常說(shuō),發(fā)展家鄉(xiāng),帶領(lǐng)鄉(xiāng)親們脫貧致富,才是他回鄉(xiāng)創(chuàng)業(yè)的初心和使命。多年來(lái),在做大企業(yè)的同時(shí),劉志坤時(shí)刻不忘依靠產(chǎn)業(yè)引領(lǐng)鄉(xiāng)親們走共同富裕的路子。在推進(jìn)精準(zhǔn)扶貧中,劉志坤和企業(yè)積極擔(dān)當(dāng),主動(dòng)與鎮(zhèn)村聯(lián)合,依托企業(yè)優(yōu)勢(shì)創(chuàng)設(shè)了“公司+現(xiàn)代特色農(nóng)業(yè)+基地+貧困戶(hù)+產(chǎn)業(yè)”的精準(zhǔn)扶貧發(fā)展模式,與村民、基地、合作社建立訂單式生產(chǎn)關(guān)系,訂單式、保護(hù)價(jià)收購(gòu)果農(nóng)的果品,提升了村民的致富信心和內(nèi)生動(dòng)力。同時(shí),他積極建立“扶貧車(chē)間”,全力為貧困人口創(chuàng)設(shè)就業(yè)崗位,多方吸納、安置貧困群眾和農(nóng)村剩余勞動(dòng)力到企業(yè)務(wù)工。目前,企業(yè)年安置季節(jié)工和常年用工村民達(dá)600多人。
時(shí)至今日,劉志坤的山楂深加工產(chǎn)業(yè)成為集果脯、果糕、果汁研發(fā)、生產(chǎn)、銷(xiāo)售于一體的、年產(chǎn)值過(guò)億元的國(guó)家級(jí)林業(yè)龍頭企業(yè)、省級(jí)農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)。隨著企業(yè)的不斷發(fā)展,劉志坤將更多的精力投入到對(duì)社會(huì)的回饋上。幾年來(lái),他先后投入各類(lèi)扶貧資金和向社會(huì)捐贈(zèng)資金達(dá)400余萬(wàn)元,累計(jì)直接受益貧困群眾4719人,穩(wěn)步帶動(dòng)3000余戶(hù)貧困群眾實(shí)現(xiàn)增收脫貧。同時(shí),他以產(chǎn)業(yè)項(xiàng)目資金分紅的方式為扶貧村、戶(hù)提供增收來(lái)源,鞏固提升脫貧成果,實(shí)現(xiàn)穩(wěn)定增收。劉志坤說(shuō),山楂樹(shù)上有著他和鄉(xiāng)親們的夢(mèng)想,他要和鄉(xiāng)親們一起努力呵護(hù),讓它長(zhǎng)成山鄉(xiāng)富裕的大產(chǎn)業(yè)。

63-year-old Liu Zhikun is an old CPC member of over 40 yearsstanding in Cuijiazhuang Village, Zibo City, Shandong Province. In 1983, after leaving the army and returning to the village, Liu Zhikun in the prime of life found that for the hawthorn planting industry—one of villagers important sources of income, picked fruits were unmarketable and rotted too quickly due to obstructed connections with market needs and other reasons. Considering the plight of fruit growers, after many investigations, Liu Zhikun decided to develop the intensive processing of fruits to solve their difficulty in sales. In those years, under the overall planning by the village party branch and the village committee, Cuijiazhuang Village established intensive haw processing enterprises concerning preserved haws, canned haws, and haw compotes, which not only brought stable sales for the haws in the village, but also boosted villagers employment through haw processing.
Over the years, while developing his enterprise, Liu Zhikun has been leading villagers to seek common prosperity in reliance upon the industry. In the process of advancing targeted poverty alleviation, Liu Zhikun has established MTO (make-toorder) relations with villagers, bases and cooperatives, and purchased fruit from growers at a protected price in an order-based form, thereby enhancing villagers confidence in acquiring wealth and internal driving forces. Meanwhile, he actively built“Workshops for Poverty Alleviation”. So far, his enterprise could employ more than 600 villagers as seasonal workers and permanent workers every year.
Today, Liu Zhikuns intensive haw processing industry has become a national leading forestry enterprise and a provincial leading enterprise of agricultural industrialization integrating the R & D, production and sales of preserved fruit, fruitcakes and juice, with an annual output value exceeding RMB 100 million. Moreover, Liu Zhikuns contribution to society is growing with his enterprise.
