2021年是中華人民共和國與巴基斯坦伊斯蘭共和國建交70周年。70年來，無論國際風(fēng)云、地區(qū)形勢如何變幻，中巴雙方始終相互信任、相互支持，是不同社會(huì)制度、不同歷史文化國家間友好關(guān)系的杰出典范。

The year of 2021 is the 70th？anniversary of diplomatic relations between China and Pakistan. Over 70 years， no matter how the international and regional situations change， the two countries have always trusted and supported each other. The friendship between China and Pakistan has become an example of friendly relationships for countries with different social systems and historical as well as cultural differences to establish.

2015年，習(xí)近平主席對巴基斯坦成功進(jìn)行了歷史性訪問，將中巴關(guān)系提升為全天候戰(zhàn)略合作伙伴關(guān)系，開啟了新時(shí)代兩國全方位戰(zhàn)略合作新征程。在兩國領(lǐng)導(dǎo)人的共同關(guān)心下，在雙方各界人士的共同努力下，近年來中巴經(jīng)貿(mào)合作駛?cè)肟燔嚨馈Ｖ袊堰B續(xù)6年成為巴最大貿(mào)易伙伴，連續(xù)7年成為巴最大投資來源國，巴基斯坦也成為我在全球最主要的工程承包市場之一。作為“一帶一路”高質(zhì)量發(fā)展的示范工程，中巴經(jīng)濟(jì)走廊建設(shè)穩(wěn)步推進(jìn)、碩果累累，喀喇昆侖公路升級二期項(xiàng)目、拉哈爾橙線、瓜達(dá)爾港及自由區(qū)、卡西姆燃煤電站等項(xiàng)目陸續(xù)投運(yùn)，為當(dāng)?shù)亟?jīng)濟(jì)社會(huì)發(fā)展做出了巨大貢獻(xiàn)，得到了巴社會(huì)各界的廣泛贊譽(yù)，也吸引了國際社會(huì)的普遍關(guān)注。

In 2015， President Xi Jinping paid a historic state visit to Pakistan， during which the two sides upgraded their relations to an all-weather strategic cooperative partnership， opening a new stage of the China-Pakistan all-round strategic partnership in a new era. In recent years， economic and trade cooperation？between China and Pakistan has entered the fast line with the common concern of the two leaders and the joint efforts of all walks of life of two countries. China has been Pakistans largest trading partner for six consecutive years and its？largest？source of investment for seven？consecutive years， Pakistan has also become one of Chinas most important project contracting markets in the world.？As a high-quality demonstration project of the Belt and Road Initiative， the China-Pakistan Economic Corridor has been constructed steadily and made fruitful achievements. Its projects， such as the Upgrade Phase II project of the Karakoram Highway， the？Lahore Orange Line Metro？Train， Gwadar Port and the Gwadar？Port Free Zone， and the Port？Qasim Coal-fired Power Station have been put into operation one after another， and have made great contributions to local economical and social development. These projects are unanimously praised by all walks of life of Pakistan， and have also attracted the common concern of international communities.

當(dāng)前，我國經(jīng)濟(jì)已進(jìn)入高質(zhì)量發(fā)展階段?！妒奈逡?guī)劃和2035年遠(yuǎn)景目標(biāo)綱要》指出：“‘十四五時(shí)期推動(dòng)高質(zhì)量發(fā)展，必須立足新發(fā)展階段、貫徹新發(fā)展理念、構(gòu)建新發(fā)展格局?！边@一戰(zhàn)略導(dǎo)向描繪了開啟全面建設(shè)社會(huì)主義現(xiàn)代化國家新征程宏偉藍(lán)圖，為推動(dòng)共建“一帶一路”高質(zhì)量發(fā)展提供了行動(dòng)指南。中巴經(jīng)濟(jì)走廊是“一帶一路”倡議重大先行先試項(xiàng)目，有基礎(chǔ)也有潛力在實(shí)現(xiàn)高質(zhì)量發(fā)展方面繼續(xù)發(fā)揮先導(dǎo)和引領(lǐng)作用，產(chǎn)業(yè)、農(nóng)業(yè)及社會(huì)民生合作將是走廊建設(shè)提質(zhì)增效關(guān)鍵所在。雙方共同打造的中巴產(chǎn)業(yè)和農(nóng)業(yè)合作信息平臺(tái)在項(xiàng)目對接、信息共享、技術(shù)合作等方面為政、商、產(chǎn)、學(xué)、研各界開展廣泛交流與合作，實(shí)現(xiàn)優(yōu)勢互補(bǔ)和互利共贏提供了堅(jiān)實(shí)平臺(tái)與廣闊發(fā)展空間。瓜達(dá)爾港和自由區(qū)以及拉沙卡伊特別經(jīng)濟(jì)區(qū)建設(shè)的穩(wěn)步推進(jìn)，將為巴基斯坦經(jīng)濟(jì)社會(huì)發(fā)展植入造血機(jī)能，輸入發(fā)展理念，帶動(dòng)雙邊產(chǎn)業(yè)和農(nóng)業(yè)合作不斷向深層次和寬領(lǐng)域邁進(jìn)，對巴基斯坦實(shí)現(xiàn)出口創(chuàng)匯能力提升、工業(yè)化進(jìn)程加快、農(nóng)業(yè)產(chǎn)量增收并最終實(shí)現(xiàn)“新巴基斯坦愿景”目標(biāo)有著重要推動(dòng)作用。相信中巴經(jīng)濟(jì)走廊建設(shè)高質(zhì)量發(fā)展將會(huì)不斷豐富和深化中巴全天候戰(zhàn)略合作伙伴關(guān)系，并為構(gòu)建更加緊密的中巴命運(yùn)共同體作出積極貢獻(xiàn)！

At present， our economy has entered the stage of high-quality development. The Outline of the 14th Five-Year Plan （2021-2025） for National Economic and Social Development and the Long-Range Objectives Through the Year 2035 indicate that？we should have an accurate understanding of this new stage of development， fully apply new development philosophy， and accelerate our efforts to create a new development pattern to promote high-quality development. This strategic outline describes the grand blueprint to set the stage for？building a modern socialist country in all aspects and provides an activity guide for building the high-quality development of the Belt and Road together. As an important pioneer project of the Belt and Road Initiative， with its basis and potential， the China-Pakistan Economic Corridor will continue to take the lead in achieving high-quality development thanks to its basis and potential. Cooperation in industry， agriculture and social and peoples livelihood will be the key to improve the quality and the efficiency of the construction of the CPEC.

The China-Pakistan Industrial and Agricultural Cooperation Information Platform jointly built by the two sides provides a solid platform and broad space for political， commercial， industrial， academic and research circles to carry out extensive exchanges and cooperation in project docking， information sharing and technical cooperation so as to share complementary advantages for mutual benefit and win-win outcomes. The steady progress of the construction of Gwadar Port， the Gwadar Free Zone and the Rashakai Special Economic Zone will inject “a blood-forming function”and introduce a development concept for economic and social development of Pakistan and promotes the further and expanding development of bilateral industrial and agricultural cooperation， which will play an important role in promoting Pakistans？capacity to？earn foreign exchange？through？exports， accelerating the process of industrialization， increasing agricultural production and ultimately achieving the goal of “New Pakistan Vision”. I believe the high-quality development of the construction of the China-Pakistan Economic Corridor will continuously enrich and deepen China-Pakistan all-weather strategic cooperative partnership， and will make active contributions to build a closer China-Pakistan community and a shared future.
