摘要:飛機型號研制項目是一個大型復雜項目,對其管理的評價要客觀公正,傳統(tǒng)評價方法的種類有許多,主觀的、客觀的,但是飛機型號研制項目的特殊性導致直接使用普通單一的評價方法無法滿足綜合評價的需要。因此,本文在權衡不同評價方法的優(yōu)缺點之后,選出灰色關聯(lián)分析法和TOPSIS法,并將兩種評價方法進行融合,優(yōu)缺點互補,構(gòu)建出來適用于飛機型號研制項目管理特點的績效評價模型,以5個項目為例開展評價工作,評判優(yōu)劣并提出改進方向。

Abstract:?The?aircraft?model?development?project?is?a?large?and?complex?project,?and?the?evaluation?of?its?management?should?be?objective?and?fair.?There?are?many?kinds?of?traditional?evaluation?methods,?subjective?and?objective,?but?the?particularity?of?the?aircraft?model?development?project?leads?to?the?fact?that?the?direct?use?of?common?and?single?evaluation?methods?can?not?meet?the?needs?of?comprehensive?evaluation.?Therefore,?after?weighing?the?advantages?and?disadvantages?of?different?evaluation?methods,?this?paper?choose?the?grey?correlation?analysis?method?and?TOPSIS?method,?and?combines?the?two?evaluation?methods?to?build?a?performance?evaluation?model?suitable?for?the?characteristics?of?aircraft?model?development?project?management.?Taking?five?projects?as?examples?to?carry?out?the?evaluation?work,?judge?the?advantages?and?disadvantages?and?put?forward?the?improvement?direction.

飛機型號研制項目管理績效評價過程中各種要素間相互影響,關系復雜,由于研制過程的不確定性,導致其中許多指標無法定量表達,并且項目管理工作涉及因素眾多,必須突出重點影響因素開展評價。采用主觀判別的方法操作簡單,其不受樣本的限制,但是又過于主觀完全依賴于專家的意見,當評價指標較多時不適用;而采用一般的統(tǒng)計分析方法,對樣本數(shù)據(jù)的質(zhì)量和數(shù)量要求較高,飛機型號研制項目管理績效評價中,數(shù)據(jù)的來源有很大一部分是專家打分,數(shù)量上也不夠多,這將直接影響到評價結(jié)果的客觀無誤性。
