國(guó)務(wù)委員、公安部部長(zhǎng)趙克志與柬埔寨副首相兼內(nèi)政大臣薩肯28日出席中國(guó)公安部和柬埔寨內(nèi)政部關(guān)于繼續(xù)推進(jìn)中柬執(zhí)法合作年行動(dòng)視頻會(huì)晤和簽字儀式。

趙克志指出，中柬是鐵桿朋友和命運(yùn)共同體。2019年1月，習(xí)近平主席和洪森首相共同關(guān)心、親自推動(dòng)，創(chuàng)造性地作出了開(kāi)展中柬執(zhí)法合作年的重大決策。兩年多來(lái)，在兩國(guó)領(lǐng)導(dǎo)人的政治引領(lǐng)下，雙方推動(dòng)中柬執(zhí)法合作年取得重大成果。繼續(xù)推進(jìn)中柬執(zhí)法合作年行動(dòng)視頻會(huì)晤的舉行，展示了中柬雙方打擊跨國(guó)犯罪的堅(jiān)定決心，表明雙方絕不允許任何人利用犯罪問(wèn)題損害中柬友好合作關(guān)系，中方堅(jiān)定支持柬人民黨政府順利執(zhí)政的鮮明立場(chǎng)。

趙克志表示，中方愿同柬方認(rèn)真落實(shí)好兩國(guó)領(lǐng)導(dǎo)人重要共識(shí)，繼續(xù)從政治上把握合作方向、從戰(zhàn)略上謀劃執(zhí)法行動(dòng)、從實(shí)效上檢驗(yàn)合作成果，延續(xù)中柬執(zhí)法合作年良好態(tài)勢(shì)，深入開(kāi)展聯(lián)合專(zhuān)項(xiàng)行動(dòng)，不斷推動(dòng)中柬命運(yùn)共同體建設(shè)。希望雙方共同努力，持續(xù)開(kāi)展執(zhí)法合作行動(dòng)，依法打擊整治電信詐騙、網(wǎng)絡(luò)賭博等違法犯罪活動(dòng)，不斷加強(qiáng)防范政治安全風(fēng)險(xiǎn)、禁毒和執(zhí)法能力建設(shè)等合作，加強(qiáng)中柬執(zhí)法合作協(xié)調(diào)辦公室建設(shè)，充分展示兩國(guó)執(zhí)法部門(mén)更加互信、更加務(wù)實(shí)、更加團(tuán)結(jié)的合作。

薩肯祝賀中國(guó)共產(chǎn)黨成立100周年，表示柬方愿與中方一道，認(rèn)真落實(shí)兩國(guó)領(lǐng)導(dǎo)人重要共識(shí)，不斷深化雙方務(wù)實(shí)交流合作，推動(dòng)柬中執(zhí)法合作年行動(dòng)取得更多實(shí)質(zhì)性成果。

視頻會(huì)晤后，趙克志和薩肯共同簽署了繼續(xù)推進(jìn)中柬執(zhí)法合作年行動(dòng)工作計(jì)劃。

中國(guó)駐柬埔寨大使王文天、公安部常務(wù)副部長(zhǎng)王小洪、國(guó)家國(guó)際發(fā)展合作署署長(zhǎng)羅照輝、外交部部長(zhǎng)助理鄧勵(lì)，柬埔寨駐華大使西索達(dá)、內(nèi)政部國(guó)務(wù)秘書(shū)騰薩翁、拉杰和警察總監(jiān)奈薩文參加活動(dòng)。

國(guó)務(wù)委員、公安部部長(zhǎng)趙克志日前致函上合組織地區(qū)反恐怖機(jī)構(gòu)執(zhí)委會(huì)主任吉約索夫，預(yù)祝上海合作組織成員國(guó)主管機(jī)關(guān)“帕比—反恐—2021”聯(lián)合反恐演習(xí)取得圓滿成功?！芭帘取纯帧?021”聯(lián)合反恐演習(xí)開(kāi)幕式24日在巴基斯坦帕比舉行。趙克志表示，在各方共同努力下，二十年來(lái)，上海合作組織執(zhí)法安全合作取得重要成績(jī)，工作機(jī)制不斷完善，合作水平不斷提高，合作關(guān)系更加密切。上合組織地區(qū)反恐怖機(jī)構(gòu)作為負(fù)責(zé)協(xié)調(diào)打擊恐怖主義、極端主義和分裂主義的常設(shè)機(jī)構(gòu)，一直發(fā)揮著重要作用，是上合組織成員國(guó)合作維護(hù)地區(qū)安全的重要依托，為上合組織成員國(guó)的長(zhǎng)治久安提供了有力保障，為開(kāi)展反恐國(guó)際合作、維護(hù)國(guó)際和地區(qū)安全發(fā)揮著獨(dú)特的影響力。

趙克志表示，當(dāng)前，國(guó)際和地區(qū)安全形勢(shì)嚴(yán)峻復(fù)雜，阿富汗局勢(shì)急劇變化，上合組織成員國(guó)面臨安全威脅和挑戰(zhàn)更加現(xiàn)實(shí)、緊迫。各方應(yīng)進(jìn)一步統(tǒng)一認(rèn)識(shí)，凝聚共識(shí)，加強(qiáng)務(wù)實(shí)合作，認(rèn)真落實(shí)上合組織成員國(guó)元首理事會(huì)有關(guān)決議，有效應(yīng)對(duì)“三股勢(shì)力”借阿富汗局勢(shì)坐大并向上合組織地區(qū)滲透實(shí)施違法犯罪活動(dòng)。在地區(qū)反恐怖機(jī)構(gòu)執(zhí)委會(huì)的協(xié)調(diào)下，上合組織成員國(guó)主管機(jī)關(guān)舉行“帕比—反恐—2021”聯(lián)合反恐演習(xí)恰逢其時(shí)，將提升上合組織成員國(guó)主管機(jī)關(guān)反恐力量協(xié)同作戰(zhàn)戰(zhàn)備水平和實(shí)戰(zhàn)技能，展示共同打擊“三股勢(shì)力”決心。中方將繼續(xù)秉承“上海精神”，與各方主管機(jī)關(guān)加強(qiáng)打擊“三股勢(shì)力”情報(bào)交流和行動(dòng)協(xié)調(diào)、邊防、網(wǎng)絡(luò)反恐、大型活動(dòng)安保、人員培訓(xùn)等各類(lèi)務(wù)實(shí)合作，推動(dòng)上合組織執(zhí)法安全合作邁上新臺(tái)階，維護(hù)地區(qū)安全，在構(gòu)建命運(yùn)共同體道路上邁出更加堅(jiān)實(shí)的步伐，為建設(shè)安全穩(wěn)定、發(fā)展繁榮的共同家園繼續(xù)努力。

Zhao Kezhi Sends Letter to Director of the Executive Committee of RATS SCO Jumakhon Giyosov

State Councilor and Minister of Public Security Zhao Kezhi sent a letter to Jumakhon Giyosov， Director of the Executive Committee of the Regional Anti-Terrorist Structure of Shanghai Cooperation Organization （RATS SCO） on the joint anti-terrorism exercise "Pabbi-Antiterror-2021" held by competent authorities of SCO member states.

Zhao noted that SCO has made remarkable achievements in law enforcement and security cooperation over the past two decades thanks to the joint efforts of all parties， witnessing continuously improved work mechanism， enhanced and closer cooperation. RATS SCO， a permanent body of SCO in coordinating the fight against terrorism， extremism and separatism， has played well its crucial role in supporting SCO member states to maintain regional security. RATS SCO effectively empowers SCO member states prolonged stability and exerts unique influence on international anti-terrorism cooperation， maintenance of international and regional security， said Zhao.

As Zhao stressed， tough international and regional security situations and abruptly changing situation in Afghanistan have brought SCO member states more realistic and urgent security threats and challenges. All the parties shall reach a common understanding， build consensus， enhance practical cooperation， and earnestly practice the relevant resolutions of the Council of the Heads of State of SCO， to curb the development of terrorism， extremism and separatism， and their illegal and criminal activities in SCO region that leverage the unrest in Afghanistan. Under the coordination of the Executive Committee of RATS SCO， competent authorities of SCO member states organized the joint anti-terrorism exercise "Pabbi-Antiterror-2021" in the right time. The exercise will promote the coordinated operational readiness and practical skills of their anti-terrorism forces， and showcase their determination to jointly fight against terrorism， extremism and separatism. China will continue to uphold the "Shanghai spirit" and further enhance the practical cooperation with the competent authorities of all parties in intelligence sharing and action coordination， border defense， counter cyber-terrorism， security of large events， personnel training， etc. to fight against terrorism， extremism and separatism. Efforts will be made to put the law enforcement and security cooperation among SCO member states to a higher level， maintain the regional security， and facilitate the building of a community of shared future， thus empowering a secure， stable and prosperous homeland for all.■
