Stable Increase in Xinjiangs Population over Past Decade

The population of Chinas Xinjiang Uygur Autonomous Region increased by 18.52 percent from 2010 to 2020， 13.14 percentage points higher than the Chinese mainlands average over the past decade. The regions permanent population reached 25.85 million by October 2020， 4.04 million more than in Chinas sixth census in 2010， according to census data of the regional statistics bureau.

Over the decade， Xinjiangs population has steadily increased， peoples education levels have been considerably improved， and population mobility and the urbanization level have grown.

The number of people who hold a university or college degree rose to 16，536 per 100，000， from 10，635 per 100，000 in 2010， which is 1，069 more than the national average.

The average years of schooling for people in Xinjiang aged 15 and older increased from 9.27 years in the 2010 census to 10.11 years.

People of ethnic groups other than Han account for 57.76 percent of Xinjiangs population， with Uygurs taking the lions share， at 44.96 percent. Compared with the previous census， non-Han population in the region has grown by 14.27 percent， higher than the national average for minorities –10.26 percent.

White Paper on Political Party System Released

Achievements have been made in consultation between the Communist Party of China （CPC） and other political parties， according to a white paper Chinas Political Party System： Cooperation and Consultation， released by the State Council Information Office.

Consultation is an important form of democracy in which the CPC and other political parties， on the basis of common political goals， carry out direct consultation on major policies and affairs of the state before finalizing decisions and during policy implementation， the white paper noted. People without party affiliation also participate in the consultation.

Since 2012， the CPC Central Committee has organized or entrusted relevant departments to organize more than 170 consultative forums to discuss matters of great importance with the other political parties and people without party affiliation， it said. Central committees of the non-CPC political parties and people without party affiliation have conducted in-depth field work and made more than 730 written proposals， many of which have been turned into major state policies. CPC local committees at all levels conduct consultations with corresponding local organizations of the non-CPC political parties on important local issues， creating a driving force for the development of the local economy and society.

Blood Donation System Matures

The number of people who have voluntarily donated blood has increased from 328，000 in 1998， the year when a law on blood donation was promulgated， to 15.53 million in 2020， the National Health Commission disclosed at a recent press conference.

China has established a nationwide network consisting of 452 blood stations at various levels， with blood safety enhanced by requiring nucleic acid tests for any clinical use of blood. In 2019 China launched a blood information system， which allows for dynamic and interconnected management of data on blood collection， supply， testing， distribution and storage， as well as donor information. The WHO has rated China among the leading countries worldwide in terms of blood donations， blood safety， and clinical use of blood.
