從掃碼支付到電子商務(wù)，從智慧港口到工業(yè)互聯(lián)網(wǎng)再到城市“智慧大腦”，數(shù)字經(jīng)濟(jì)的浪潮正在深刻改變著人們的生產(chǎn)生活方式。山東著力激發(fā)數(shù)據(jù)要素活力，用數(shù)據(jù)驅(qū)動(dòng)全價(jià)值鏈網(wǎng)絡(luò)協(xié)同，重塑經(jīng)濟(jì)新動(dòng)能。

海量數(shù)據(jù)的開(kāi)放、流動(dòng)和共享，正在賦能政務(wù)、金融、社會(huì)治理等各行業(yè)各領(lǐng)域。根據(jù)《數(shù)字山東發(fā)展規(guī)劃（2018-2022年）》，山東提出數(shù)字經(jīng)濟(jì)的具體目標(biāo)：到2022年，數(shù)字經(jīng)濟(jì)與經(jīng)濟(jì)社會(huì)各領(lǐng)域融合的廣度、深度顯著增強(qiáng)，重要領(lǐng)域數(shù)字化轉(zhuǎn)型率先完成，數(shù)字經(jīng)濟(jì)規(guī)模占地區(qū)生產(chǎn)總值比重年均提高2個(gè)百分點(diǎn)。

為了達(dá)到這一目標(biāo)，山東圍繞數(shù)字產(chǎn)業(yè)化、數(shù)字農(nóng)業(yè)、智能制造、智慧服務(wù)、培育新業(yè)態(tài)5大任務(wù)，從加大要素供給、強(qiáng)化人才支撐、激發(fā)創(chuàng)新活力、培育市場(chǎng)主體、加強(qiáng)資金扶持等5方面出臺(tái)相關(guān)政策，全力支持?jǐn)?shù)字經(jīng)濟(jì)發(fā)展。

目前，山東數(shù)字產(chǎn)業(yè)先發(fā)優(yōu)勢(shì)已經(jīng)形成，累計(jì)開(kāi)通5.1萬(wàn)個(gè)5G基站，實(shí)現(xiàn)了全省16市城區(qū)網(wǎng)絡(luò)全覆蓋，實(shí)施智能制造帶動(dòng)提升工程，建成大批數(shù)字化車間、智能工廠和智慧園區(qū)。

2020年11月，山東獲得工信部支持創(chuàng)建工業(yè)互聯(lián)網(wǎng)示范區(qū)，根據(jù)試點(diǎn)政策，山東綜合運(yùn)用財(cái)政、股權(quán)、基金等方式，加快工業(yè)互聯(lián)網(wǎng)平臺(tái)建設(shè)；重點(diǎn)推動(dòng)工業(yè)設(shè)備上云，2022年“上云用數(shù)賦能”企業(yè)將突破30萬(wàn)家。

以數(shù)字驅(qū)動(dòng)為特征、數(shù)據(jù)資源為要素的數(shù)字經(jīng)濟(jì)蓬勃發(fā)展，在激發(fā)經(jīng)濟(jì)增長(zhǎng)新動(dòng)力的同時(shí)，也為人民群眾創(chuàng)造出看得見(jiàn)、摸得著、感受得到的數(shù)字化生活。外賣平臺(tái)、打車軟件、在線辦公平臺(tái)、電商平臺(tái)等極大方便了人們的生活。無(wú)需刻意感受，數(shù)字經(jīng)濟(jì)正在潛移默化地改變著人們?nèi)粘Ｉ畹狞c(diǎn)點(diǎn)滴滴。

From QR code payment to e-commerce， from smart ports and industrial Internet to urban smart brains， digital economy is profoundly changing our way of production and lifestyle. The opening， flowing and sharing of massive data is empowering such industries and fields as government affairs， finance， and social governance. At present， Shandong has formed its first-mover advantage in the digital industry， accumulatively opened 51，000 5G base stations， achieved the full network coverage in urban areas of cities throughout the province， implemented improvement engineering driven by smart manufacturing， and built a large number of digital workshops， smart factories and smart parks.

In recent days， Shandong obtained support from MIIT in establishing an industrial internet demonstration zone. According to the pilot policy， Shandong is fully utilizing finance， equity， funds and other modes to accelerate industrial Internet platform construction； focusing on promoting the clouding of industrial equipment， and planning to realize more than 300，000 enterprises of “Digital Empowerment on Clouds”. Characterized by digital driving， centered on data resources as elements， the digital economy is booming， and creating a digital life that can be seen， touched and felt by the masses while stimulating new economic growth drivers.
