從1976年第一次接到派遣援外醫(yī)療隊(duì)員的任務(wù)開始，在過去的45年里，四川大學(xué)華西醫(yī)院（以下簡稱“華西醫(yī)院”）共有49位醫(yī)務(wù)人員分25批參加援外醫(yī)療團(tuán)隊(duì)，分赴莫桑比克、安哥拉、圣多美和普林西比（以下簡稱“圣普”）等國家執(zhí)行援外醫(yī)療任務(wù)。他們肩負(fù)祖國重托，告別親人遠(yuǎn)赴海外，克服艱難困苦，堅(jiān)守工作崗位，以精湛的技術(shù)救死扶傷，用生命譜寫了一曲曲崇高的生命禮贊。

精英強(qiáng)將出征

將援外任務(wù)當(dāng)作重要工作，將“務(wù)必派出精英強(qiáng)將”作為選拔隊(duì)員的指導(dǎo)思想，華西醫(yī)院派出的援外隊(duì)員均為業(yè)務(wù)骨干，其中不乏四川省乃至全國的著名專家及學(xué)術(shù)帶頭人，產(chǎn)生了多位援外醫(yī)療隊(duì)隊(duì)長、副隊(duì)長、黨支部書記?？梢哉f，華西醫(yī)院援外醫(yī)療團(tuán)隊(duì)的人員數(shù)量與質(zhì)量均在全國名列前茅。

1976年，華西醫(yī)院派出的中國（四川）第1批援莫桑比克醫(yī)療隊(duì)隊(duì)長葉政書，曾任四川醫(yī)學(xué)院附屬醫(yī)院（華西醫(yī)院前身）黨總支部書記;隊(duì)員章茂順曾任華西醫(yī)院大內(nèi)科副主任、心血管內(nèi)科主任、干部保健及老年科主任，四川省醫(yī)學(xué)會(huì)心血管專委會(huì)副主任委員。1989年，華西醫(yī)院派出的中國（四川）第7批援莫桑比克醫(yī)療隊(duì)隊(duì)員楊天府，曾任中華醫(yī)學(xué)會(huì)骨科學(xué)分會(huì)骨質(zhì)疏松學(xué)組委員、四川省醫(yī)學(xué)會(huì)骨科專委會(huì)創(chuàng)傷學(xué)組組長……

2016年12月26日，圣普與中國正式恢復(fù)外交關(guān)系，中國組織援外醫(yī)療隊(duì)前往開展醫(yī)療援助工作。2017年年初，華西醫(yī)院派醫(yī)護(hù)人員組成先遣隊(duì)前往圣普實(shí)地調(diào)研;大年初五，還在新春佳節(jié)之際，呼吸科羅鳳鳴、心臟內(nèi)科蔣凌云、血管外科馬玉奎、運(yùn)管部莫鵬、營養(yǎng)科王永緊急籌組的援圣普醫(yī)療隊(duì)便踏上了遠(yuǎn)征之路。復(fù)交至今，華西醫(yī)院已向圣普派遣醫(yī)療隊(duì)員6批總共14人次（莫鵬兩次援助圣普），除上述5人外，其余8人分別為杜瀟、魏家富、李昂、陳億、鄭翼、游蓁、楊軼、李僑，均為副高以上職稱，是科室的骨干力量。

遠(yuǎn)程會(huì)診發(fā)揮重要作用

2019年，華西醫(yī)院分別向圣普比艾瑞斯·德·梅內(nèi)澤國家中心醫(yī)院、莫桑比克馬普托中心醫(yī)院捐贈(zèng)遠(yuǎn)程診療設(shè)備，搭建遠(yuǎn)程會(huì)診服務(wù)平臺(tái)，對(duì)接華西醫(yī)院遠(yuǎn)程會(huì)診網(wǎng)絡(luò)，使受援國患者不出國門就能享受到國際頂尖的醫(yī)療技術(shù)服務(wù)。

同時(shí)，遠(yuǎn)程會(huì)診還在非洲地區(qū)新冠肺炎疫情防控中起到了非常重要的作用。2020年，非洲疫情防控迫在眉睫，華西醫(yī)院組建頂級(jí)醫(yī)療團(tuán)隊(duì)，與時(shí)任援莫桑比克醫(yī)療隊(duì)隊(duì)長金濤（現(xiàn)為華西天府醫(yī)院副院長）聯(lián)合受援醫(yī)院，舉行了多次疫情防控國際遠(yuǎn)程培訓(xùn)和會(huì)診;聯(lián)合中國駐莫桑比克大使館、駐莫中國商會(huì)為中資企業(yè)、孔子學(xué)院、華人華僑等舉辦疫情防控和心理疏導(dǎo)在線講座。

中國（四川）第4批援圣普醫(yī)療隊(duì)隊(duì)長陳億也多次借用華西醫(yī)院已取得的疫情防控經(jīng)驗(yàn)，為醫(yī)療隊(duì)、受援醫(yī)院的同事開展疫情防控遠(yuǎn)程培訓(xùn)和會(huì)診。陳億聯(lián)系到中國赴吉布提抗疫醫(yī)療專家組 （華西醫(yī)院副院長曾勇、醫(yī)院感染管理部部長宗志勇等）與中國援圣普醫(yī)療隊(duì)、農(nóng)業(yè)組、抗瘧專家組及大使館、華僑代表等相關(guān)人員進(jìn)行遠(yuǎn)程視頻，就當(dāng)?shù)匾咔榉揽仉y點(diǎn)進(jìn)行溝通。兩支援非醫(yī)療隊(duì)因地制宜，除了疫情防控，還開展了許多創(chuàng)新工作，填補(bǔ)了當(dāng)?shù)氐尼t(yī)療技術(shù)空白，實(shí)現(xiàn)了多次零的突破。

華西醫(yī)院已形成融援非醫(yī)療隊(duì)、受援醫(yī)院、華西醫(yī)院為一體的全方位立體式醫(yī)療援助體系，為改善當(dāng)?shù)孛癖姷尼t(yī)療健康狀況，為非洲受援國衛(wèi)生部門基礎(chǔ)設(shè)施和當(dāng)?shù)蒯t(yī)療技術(shù)人員能力建設(shè)發(fā)揮了重要作用。

堅(jiān)實(shí)后盾

華西援外醫(yī)療團(tuán)隊(duì)在海外工作取得的成績離不開華西醫(yī)院的支持。2020年，新冠肺炎疫情暴發(fā)之初，華西醫(yī)院快速反應(yīng)，立即為醫(yī)療隊(duì)作了線上心理測(cè)評(píng)，邀請(qǐng)心理衛(wèi)生專家根據(jù)評(píng)估結(jié)果有針對(duì)性地為隊(duì)員做專題心理疏導(dǎo)，緩解他們的壓力，并為有需要的援外隊(duì)員配備了一對(duì)一心理醫(yī)生，規(guī)定部門、科室以及心理醫(yī)生定期與隊(duì)員保持聯(lián)系;同時(shí)，還為他們及時(shí)寄送個(gè)人防護(hù)物資，保證疫情下援外工作的順利開展。

每逢中國傳統(tǒng)節(jié)假日，華西醫(yī)院領(lǐng)導(dǎo)都會(huì)專程上門慰問援外隊(duì)員家屬，醫(yī)院還會(huì)定期組織座談會(huì)，及時(shí)了解并協(xié)助家屬解決實(shí)際困難。醫(yī)院的一系列暖心舉動(dòng)，讓援外隊(duì)員和家屬倍感溫暖。

醫(yī)者仁心 救死扶傷

正是有了華西醫(yī)院這塊堅(jiān)實(shí)的后盾，援外團(tuán)隊(duì)才能全身心地投入到工作中，圓滿完成各項(xiàng)任務(wù)。援莫桑比克和援圣普醫(yī)療隊(duì)因疫情延遲2個(gè)月甚至8個(gè)月回國而毫無怨言，團(tuán)隊(duì)中不斷涌現(xiàn)國家級(jí)援非先進(jìn)集體、先進(jìn)個(gè)人、省部級(jí)先進(jìn)個(gè)人等。

在歷次援外醫(yī)療工作中，華西醫(yī)院援外醫(yī)療隊(duì)員秉承“人道、博愛、奉獻(xiàn)”的精神，堅(jiān)守在瘧疾、艾滋病、霍亂、結(jié)核等傳染病流行地區(qū)，充分展示了中國衛(wèi)生工作者、白衣外交官無私奉獻(xiàn)、救死扶傷的人道主義精神，多次獲得國家衛(wèi)健委、四川省衛(wèi)健委和各受援國政府、人民的表揚(yáng)和贊譽(yù)。

遠(yuǎn)赴異國他鄉(xiāng)的華西人就像一粒粒種子，播撒著國家與國家之間的友誼、人民與人民之間的互助，以及以家國情懷為己任的華西文化。45年的援外醫(yī)療已是過往，華西援外醫(yī)療隊(duì)仍將初心不改、禮贊生命、大愛無疆！

Since the first task of dispatching foreign aid medical team in 1976， 49 medical staff of 25 batches of foreign aid medical teams from West China Hospital （WCH） of Sichuan University have been sent to Mozambique， Angola， S?o Tomé and Príncipe and other countries in the past 45 years. They keep in mind the trust of homeland， bid farewell to their loved ones， overcome difficulties and hardships， stand fast at their posts， and rescue the dying with superb skills， creating an ode to life and a poem in praise of humanity.

Regarding foreign aid as an important mission and “selecting elites” for the team as the guiding ideology， the WCH foreign aid team members all play a crucial role in their respective field， including well-known experts and academic leaders at provincial and national levels. Many of them take up the post of chief， deputy chief， and party branch secretary of the medical team. The WCH foreign aid medical team ranks among the best in the country in terms of both member quantity and quality.

In 2019， WCH donated telemedicine equipment to S?o Tomé and Príncipe National Central Hospital and Maputo Central Hospital in Mozambique， and built a telemedicine consultation service platform connected with the WCH telemedicine consultation network， enabling local medical staff and patients to enjoy world-class medical technology services in their own countries.

Telemedicine consultation has also played an active role in the COVID-19 prevention and control in Africa. In 2020， Africa faced imminent challenges in the epidemic prevention and control. As a response， WCH set up a top-notch medical team， which held international remote training and consultations on epidemic prevention and control for recipient hospitals together with Jin Tao （current vice president of West China Tianfu Hospital）， then head of the medical team for Mozambique. In collaboration with the Chinese Embassy in Mozambique and the Chinese Chamber of Commerce in Mozambique， online lectures on epidemic prevention and control and psychological counseling were held for Chinese-funded enterprises， Confucius Institutes and overseas Chinese.

In the previous foreign aid medical rescue tasks， the WCH medical team members upheld the spirit of “humanity， fraternity， and dedication”， and stuck to their posts in the areas stricken with malaria， AIDS， cholera， tuberculosis and other infectious diseases. They have demonstrated the selflessness and humanitarian spirit of Chinese medical workers， and have been praised by the National Health Commission， the Health Commission of Sichuan Province， and the governments and people of the recipient countries.

They have contributed a lot to enhancing the friendship between China and other countries， facilitating the mutual assistance between the people， and promoting the WCH culture centered on patriotism. After 45 years of selfless dedication， the WCH foreign aid medical team still keeps in mind its founding mission， that is， creating an ode to life and humanity！
