發(fā)起搖號的是廈門市委市政府統(tǒng)一政務(wù)服務(wù)平臺“i廈門”官方微信公眾號。公眾號“口罩預(yù)約”欄有一條預(yù)約登記規(guī)則,其中要求:登記于1月31日14:00正式開放,2月1日第一次抽簽,中簽結(jié)果短信通知,未中簽的將參與下一輪搖號;購買需按照短信時間去指定網(wǎng)點購買。
當(dāng)?shù)卣赃x擇搖號的方式,是因為現(xiàn)在市面上口罩難買,與其讓市民扎堆排隊搶購導(dǎo)致交叉感染,還不如政府主動籌集口罩資源協(xié)調(diào)供應(yīng)。
廈門市搖號出售口罩,迅速引起輿論關(guān)注。2019年底,新型冠狀病毒性肺炎突然爆發(fā),該病毒具有人傳人特性并且潛伏周期性較長,讓口罩成為了普通市民出行的必需品,但由于短期內(nèi)需求量太大,市面上的口罩嚴重供應(yīng)不足,各地出現(xiàn)“一罩難求”的局面。

根據(jù)新政策,將把口罩派送給那些在網(wǎng)上成功完成訂單的人,以減少他們在藥店購買口罩時的人員接觸和流動。
在中國東部江西省南昌市,居民可以安排在每天早上8點至下午5點預(yù)約購買口罩。據(jù)報道,在周六政府提供了50,000個口罩之后,在“先到先得”的政策下,規(guī)定已注冊的應(yīng)用程序用戶在一定天數(shù)內(nèi)單個訂單可以免費得到5個口罩。
南昌的口罩價格低于1.2元。杭州和廣州為成功在線下訂單的人提供免費送貨和口里。
許多使用該服務(wù)的人都對口罩購買政策“在線訂購,離線交付”表示贊賞。
一位杭州居民說: “如果我們不得不去藥房購買口罩,這項服務(wù)確實解決了我們在公共場所交叉感染的憂慮?!彼a充說,這項服務(wù)非常人性化。
