8月初，日本新潟縣三條市市長(zhǎng)國(guó)定勇人率政府代表團(tuán)和學(xué)生代表團(tuán)一行25人，赴巴南區(qū)開展友好訪問(wèn)，這是巴南區(qū)與三條市正式締結(jié)友好城市關(guān)系后的首次訪問(wèn)。

今年6月5日，巴南區(qū)委書記辛國(guó)榮與三條市市長(zhǎng)國(guó)定勇人在三條市簽訂了《中華人民共和國(guó)重慶市巴南區(qū)和日本國(guó)新潟縣三條市建立友好城市關(guān)系協(xié)議書》及《中華人民共和國(guó)重慶市巴南區(qū)和日本國(guó)新潟縣三條市友好交流事宜之備忘錄》，中國(guó)駐新潟縣總領(lǐng)館總領(lǐng)事代理劉宏到場(chǎng)見證。根據(jù)協(xié)議書和備忘錄內(nèi)容，雙方將在平等互利的原則下，每年開展一次互訪交流活動(dòng)，共同促進(jìn)兩區(qū)市市民的互相了解和友好交流，積極開展經(jīng)濟(jì)、貿(mào)易、文化、人力資源等領(lǐng)域的交流合作，促進(jìn)兩區(qū)市的共同發(fā)展。

From August, the government delegation and student delegation led by Isato Kunisada, mayor of Sanjo city in Niigata Prefecture of Japan, arrived in Banan District for a friendly visit. This was the first visit since Banan District formally concluded friendly city relations with Sanjo city .

On June 5, Xin Guorong, Secretary of the Banan District Party Committee, and Isato Kunisada, mayor of Sanjo city signed the Agreement on the Establishment of Friendly City Relations between Banan District of Chongqing City of the People’s Republic of China and Sanjo city in Niigata Prefecture of Japan, and the Memorandum on Friendly Exchanges between Banan District of Chongqing City of the People’s Republic of China and Sanjo City in Niigata Prefecture of Japan. Liu Hong, Consul General of the Chinese Consulate General in Niigata Prefecture, was present to witness it. According to the Agreement and the Memorandum, the two sides will conduct an annual exchange of visits and exchanges under the principle of equality and mutual benefit, jointly promote mutual understanding and friendly exchanges between the citizens of the two districts and cities, actively carry out exchanges and cooperation in the fields of economy, trade, culture and human resources, and promote the common development of the two districts and cities.

2019年6月5日，巴南區(qū)與三條市正式締結(jié)友好城市關(guān)系。

During the Sanjo city delegation’ visit to Banan District, the two sides had in-depth exchanges on cooperation and exchanges in various fields after the establishment of friendly city relations. The two sides indicated that there are many similarities and complementarities between Banan District and Sanjo city, and that there is a wide space for exchanges and cooperation in the fields of economy, trade and culture. They hope that after the formal conclusion of friendly cities, they will give full play to their respective advantages and achieve substantive results as soon as possible in accordance with the principles of equality, mutual benefit, complementarity and common development.

Delegation of Sanjo government visited Mudong River Street to watch the performance of Mudong folk songs, one of the national intangible cultural heritages with Banan characteristics. The delegation appreciated the experience of making Mudong River Street into an ancient tourist town with functions of catering, leisure and entertainment in Banan District.The delegation of the Sanjo governments also visited the Huaxi Cultural and Sports Center and Banan Wanda Shopping Center, and held business talks with relevant departments and enterprises. The two sides communicated and exchanged on intentional cooperation matters such as metal processing manufacturing industry and modern service industry. After consultation, it was preliminarily determined that product promotion conferences of Sanjo city would be held in Banan District this year.

This visit laid a solid foundation for the follow-up expansion of economic and trade cooperation and cultural exchanges between the two districts and cities.

三條市政府代表團(tuán)一行考察華熙文化體育中心項(xiàng)目。

三條市代表團(tuán)訪問(wèn)巴南區(qū)期間，雙方就友城締結(jié)后各領(lǐng)域合作交往進(jìn)行了深入交流。雙方表示，巴南區(qū)和三條市有很多相似性和互補(bǔ)性，在經(jīng)濟(jì)、貿(mào)易、文化等領(lǐng)域交流合作空間十分廣闊，希望在正式締結(jié)友好城市后，本著平等互利、優(yōu)勢(shì)互補(bǔ)、共同發(fā)展的原則，充分發(fā)揮各自優(yōu)勢(shì)，盡快取得實(shí)質(zhì)性成果。

代表團(tuán)參觀木洞河街，觀看具有巴南特色的國(guó)家級(jí)非物質(zhì)文化遺產(chǎn)木洞山歌表演。代表團(tuán)對(duì)巴南區(qū)將木洞河街打造成集餐飲、休閑、娛樂等功能于一體的旅游古鎮(zhèn)的經(jīng)驗(yàn)做法非常贊賞。代表團(tuán)還實(shí)地考察了華熙文化體育中心、巴南萬(wàn)達(dá)購(gòu)物中心等項(xiàng)目，并與相關(guān)部門和企業(yè)進(jìn)行了商務(wù)洽談。雙方就金屬加工制造業(yè)、現(xiàn)代服務(wù)業(yè)等意向性合作事項(xiàng)進(jìn)行溝通交流。經(jīng)協(xié)商，初步確定今年內(nèi)在巴南區(qū)召開三條市產(chǎn)品推介會(huì)。

本次訪問(wèn)為兩區(qū)、市后續(xù)拓展經(jīng)貿(mào)合作和文化交流奠定了堅(jiān)實(shí)基礎(chǔ)。

◇ 重慶市巴南區(qū)

巴南位于重慶主城南部，該區(qū)歷史文化悠久，前身是千年歷史名邑巴縣，早在5000年前，就有先民在此繁衍生息，先后涌現(xiàn)出英雄將軍巴蔓子、“革命軍中馬前卒”鄒容等杰出人物，巴渝文化、抗戰(zhàn)文化、古鎮(zhèn)文化、茶文化等異彩紛呈；自然資源豐富，沿江、傍泉、依山、靠林、臨湖、環(huán)島，擁有60公里長(zhǎng)江岸線，主城近50%的森林面積，全市50%的溫泉資源，是“中國(guó)優(yōu)秀旅游城區(qū)”“中國(guó)溫泉之鄉(xiāng)”；該區(qū)區(qū)位優(yōu)勢(shì)突出，8條高速公路在境內(nèi)交匯，是“重慶—東盟南向國(guó)際物流大通道”的起點(diǎn)；產(chǎn)業(yè)基礎(chǔ)雄厚，重慶國(guó)際生物城落戶于此，公路物流基地成為全市“1+3”國(guó)際物流分撥基地之一，汽車摩托、生物醫(yī)藥、電子信息、商貿(mào)物流、軍民融合等產(chǎn)業(yè)集群不斷發(fā)展壯大。

◇ 新潟縣三條市

三條市位于日本新潟縣中部，新干線、高速公路、普通鐵路等經(jīng)過(guò)該市市區(qū)，交通往來(lái)十分便利。該市是新潟著名的工業(yè)城市，金屬工具、刀叉等鍛冶加工業(yè)全國(guó)聞名。三條市土地肥沃，日本最長(zhǎng)的河流信濃川給當(dāng)?shù)靥峁┝藘?yōu)質(zhì)豐富的灌溉水源，使得該地農(nóng)業(yè)發(fā)達(dá)，盛產(chǎn)水稻、水果、蔬菜。

該市文化資源非常豐富，日本著名漢學(xué)家、《漢和大辭典》編者諸橋轍次出生于此。建在當(dāng)?shù)氐摹爸T橋撤次紀(jì)念館”每年舉行全國(guó)性的漢詩(shī)大會(huì)，舉辦各類中日文化交流活動(dòng)，深受日本民眾喜愛和關(guān)注，當(dāng)?shù)乇蛔u(yù)為“漢學(xué)之鄉(xiāng)”。2012年，中日邦交正常化40周年之際，我國(guó)駐新潟總領(lǐng)事館聯(lián)合國(guó)內(nèi)有關(guān)部門向其捐贈(zèng)了中國(guó)涼亭、紹興石和中國(guó)大型水墨畫等文化物品。

此外，三條市森林覆蓋率高，天然氧吧中建有多處高爾夫球場(chǎng)。八木鼻斷崖絕壁被評(píng)為“新潟白景”，山水風(fēng)景秀麗，令人流連忘返。八木鼻溫泉、矢田溫泉、越后長(zhǎng)野溫泉礦物質(zhì)含量豐富，周邊自然環(huán)境優(yōu)美。
