Xiao Yaocai was born in Yuanjiang， Hunan Province. She was a famous female painter in China. She served as a member of China Art Association， member of China Artist Association - Hunan branch， Deputy Chairperson of the Calligrapher and Painter Association of Hunan discipline inspection and supervision system. She was recruited by the Army for her art speciality in college. She had published a great amount of artworks in the PLA and the Armed Police presses and periodicals， mainly in the form of illustrations for the teaching materials. Her paintings were very popular among the soldiers.

After 20 years of work in the army and military institutes， Xiao Yaocai transferred to civilian work and started to attend exhibitions home and aboard. Her artworks focused on meticulous figure painting. The female figures under her brush were elegant， smart and delicate. She made innovations based on traditions， combining classicism and modernism， the West and the East.

肖耀彩，湖南沅江人，中國著名女畫家，現(xiàn)為中華藝術(shù)學(xué)會會員、中國美術(shù)家協(xié)會湖南分會會員、湖南省紀(jì)檢監(jiān)察系統(tǒng)書畫家協(xié)會副主席。讀大學(xué)時(shí)因有美術(shù)特長被特招入伍，先后任放映組組長、軍事院校教員、學(xué)員隊(duì)副政委等職，教書育人。在解放軍和武警部隊(duì)報(bào)刊上發(fā)表了大量作品，《積極預(yù)防腸道傳染病》獲全軍衛(wèi)生宣傳畫一等獎(jiǎng)，出版發(fā)行至全軍各連隊(duì)；為《輕武器射擊手冊》畫插畫300多幅，該書由解放軍出版社出版，為全軍部隊(duì)軍事工具書；為全國解放軍部隊(duì)和武警部隊(duì)《戰(zhàn)術(shù)教材》《射擊教材》《擒拿格斗教材》繪制插圖，教材頒發(fā)至全國陸軍和武警部隊(duì)的戰(zhàn)斗連、排、班訓(xùn)練使用。其創(chuàng)作的插圖人物生動(dòng)形象，受到出版社、軍事專家、廣大指戰(zhàn)員的高度評價(jià)。

在部隊(duì)和軍事院校工作20后，轉(zhuǎn)業(yè)地方工作。2013年在美國參加當(dāng)代名家書畫作品邀請展。2018年由榮寶齋出版社出版畫冊《肖耀彩中國人物畫》。2019年為慶祝中華人民共和國建國70周年，中國郵政等機(jī)構(gòu)推選肖耀彩為中國藝術(shù)先鋒榜樣人物，將其中國人物畫作品編入國慶主題的限量版珍藏郵冊。2019年5月受美國國際文化藝術(shù)交流中心邀請，赴美國舉辦了個(gè)人畫展，受到文化藝術(shù)界贊賞。

肖耀彩以工筆人物畫創(chuàng)作為主，兼畫寫意，其畫作注重人的精神面貌和內(nèi)心活動(dòng)的刻畫，形與神的結(jié)合使她筆下人物生動(dòng)，女性人物文雅聰慧，秀而不媚。肖耀彩在繼承傳統(tǒng)的基礎(chǔ)上進(jìn)行創(chuàng)新，尤其注重古典與現(xiàn)代、東方與西方的結(jié)合。用中國工筆畫描繪西方女性，通過線描造型、墨色暈染，人物立體逼真，開辟了“中為西用”的新領(lǐng)域。
