2013年，習(xí)近平主席發(fā)出“一帶一路”重大倡議，為推動構(gòu)建人類命運(yùn)共同體注入不竭動力。2018年4月，習(xí)主席又在博鰲亞洲論壇上向全世界鄭重宣告“中國開放的大門不會關(guān)閉、只會越開越大”，倡議各國把“一帶一路”打造成為順應(yīng)經(jīng)濟(jì)全球化潮流的最廣泛國際合作平臺。2018“一帶一路”媒體合作論壇上，大家會聚海南、探討交流，充分彰顯了各國人民推動構(gòu)建人類命運(yùn)共同體的強(qiáng)烈意愿，也是“一帶一路”強(qiáng)勁生命力的歷史見證。

1988年4月，海南建省并成為中國最大的經(jīng)濟(jì)特區(qū)。2009年底，海南建設(shè)國際旅游島，著力打造世界一流的海島休閑度假旅游目的地。2013年4月，習(xí)近平主席視察海南，要求加快建設(shè)經(jīng)濟(jì)繁榮、社會文明、生態(tài)宜居、人民幸福的美好新海南。經(jīng)過30年的發(fā)展，海南從一個較為封閉落后的邊陲島嶼，發(fā)展成為中國最開放、最具活力的地區(qū)之一。特別是近5年來，海南經(jīng)濟(jì)、社會快速發(fā)展，生態(tài)環(huán)境始終保持全國一流，博鰲亞洲論壇等國際交流平臺效應(yīng)擴(kuò)大，離島免稅、59國入境免簽等開放政策落地實(shí)施，海南正成為中國對外開放的重要窗口。

2018年是中國改革開放40周年、海南建省辦經(jīng)濟(jì)特區(qū)30周年。4月13日，習(xí)近平主席宣布，黨中央決定支持海南全島建設(shè)自由貿(mào)易試驗(yàn)區(qū)，逐步探索、穩(wěn)步推進(jìn)中國特色自由貿(mào)易港建設(shè)，著力打造全面深化改革開放試驗(yàn)區(qū)、國家生態(tài)文明試驗(yàn)區(qū)、國際旅游消費(fèi)中心、國家重大戰(zhàn)略服務(wù)保障區(qū)，爭創(chuàng)新時代中國特色社會主義生動范例，為海南帶來了前所未有的重大發(fā)展機(jī)遇。當(dāng)前，海南正按照中央決策部署，全面深化改革開放，全力打造我國面向太平洋和印度洋的重要對外開放門戶、“一帶一路”重要支點(diǎn)。我向大家發(fā)出熱忱邀請：

第一，共同參與海南自由貿(mào)易試驗(yàn)區(qū)和中國特色自由貿(mào)易港建設(shè)。2018年4月，習(xí)近平主席向全世界投資者發(fā)出了到海南投資興業(yè)的邀請，一批世界知名企業(yè)簽約落地。希望各國媒體多幫助我們溝通信息、宣介推廣。海南將最大限度對接國際規(guī)則慣例，強(qiáng)化知識產(chǎn)權(quán)保護(hù)，加快營造法治化、國際化、便利化的營商環(huán)境和公平開放統(tǒng)一高效的市場環(huán)境。

第二，共同促進(jìn)“一帶一路”沿線經(jīng)貿(mào)往來。習(xí)近平主席要求海南利用建設(shè)自由貿(mào)易港的契機(jī)，加強(qiáng)同“一帶一路”沿線國家和地區(qū)開展多層次、多領(lǐng)域的務(wù)實(shí)合作。我們希望與沿線各國和地區(qū)加強(qiáng)互聯(lián)互通，多開通空中、海上航線;加強(qiáng)政策溝通對接，提高雙向投資合作的質(zhì)量和水平;擴(kuò)寬交流合作領(lǐng)域，建設(shè)21世紀(jì)海上絲綢之路的文化、教育、農(nóng)業(yè)、旅游等交流平臺。

第三，共同打造“一帶一路”媒體交流合作重要平臺。新聞媒體是文化和友誼的使者，在民心溝通方面作用獨(dú)特而重要。希望各國媒體借助博鰲亞洲論壇、’“一帶一路”媒體合作論壇、海南島國際電影節(jié)等平臺，常來常往、交流共鑒、深化合作，共同推動新聞媒體發(fā)展繁榮。

In 2013， Chinese President Xi Jinping?I put forward the Belt and Road Initiative，?injecting inexhaustible vitality into the cause?of building a community of shared future formankind. In April 2018 President Xi Jinping made?it clear at the Boao Forum for Asia to all that"China's door of opening-up will not be closed?and will only open even wider"， and proposed?that countries work together in developing theBelt and Road Initiative into a broadest-based?international cooperation platform in line with?the trend of economic globalization. At the 2018Media Cooperation Forum on Belt and Road，?guests from media outlets across the world and?international organizations gathered in Hainan?and engaged in full exchanges of views. Active?participation in the event from global community?has fully proven the aspiration of people all over?the world for building a community of shared?future for mankind and is also a testimony of the?enduring appeal of the Belt and Road Initiative.

In April 1988， Hainan was made a separate province?and was designated a Special EconomicZone， the largest one in China. In late 2009，Hainan government announced its plan to buildHainan into a world- -class tourist destination. InApril 2013 during his inspection tour to Hainan，?President Xi Jinping proposed that pace should?be picked up to set Hainan on track towardseconomic prosperity， social development，?cultural advance， pollution- free environment?and ameliorative well-being. Three decades of?development has turned Hainan from the oncebackward and remote island into one of China’s most open and dynamic regions. Over the pastfive years in particular， Hainan has kept breaking?new ground in every front. Economic and?social development saw a rapid growth; ecological environment?held the national lead; a series of?intemational exchange platforms?represented by the?Boao Forum for Asia played an even greater role;?a package of pro-opening-up policies including offshore?duty- -free shopping and visa- -free access to?Hainan for 59 countries was implemented. With?these efforts， Hainan is shaping well as an important?window for China's opening-up.

The year 2018 marks not only the 40th?anniversary of China's reform and opening-up policy but also the 30th anniversary of the?establishment of Hainan Special Economic?Zone. On April 13， President Xi Jinping pledged?the support of the Party Central Committee?to Hainan's development. With the aid of the?central government， Hainan will build a pilotfree trade zone across the board， explore ways?for establishing a free trade port with Chinese?characteristics in a stepwise manner and?emerge as a pilot zone for deepening the reform?and opening-up in an all-round way， a pilot zone?for national ecological progress， a consumption center?for global tourism and a service base for?national major strategies， aiming for a prime example?of how to pursue socialism withChinese characteristics in the new era. All willopen up a world of unprecedented opportunities?for Hainan's development. Now， in accordance?with the master plan of the central government ， Hainan is beefing up efforts in deepening form and opening-up in an all-round way?and developing itself into an important gateway?in the landscape of China's opening-up towards Pacific Ocean and Indian Ocean and?a key fulcrum of the China-proposed Belt andRoad Initiative. Let me take this opportunity to?sincerely invite all of you to：

Firstly， contribute to building Hainan into a?pilot free trade zone and a free trade port withChinese characteristics. Thanks to the promotion?of President Xi Jinping in April 2018， Hainan has?attracted much attention from global investors，?and has become a magnet for a batch of world?famous firms which have signed cooperation agreements?with Hainan. On the occasion， I call?on media outlets present to bring into full play their?role and help increase the global visibility of Hainan.On its part， Hainan?will also enhance alignment withinternational rules and practices and strengthen property?rights protection so as to create a law-based， globalized and facilitated business climate?and a famines?-based， open-oriented， integrated?and high- efficiency market delimit.

Secondly， join each other to facilitate economic?and trade exchanges between countries along theBelt and Road routes. President Xi Jinping pointed?out that Hainan should press home the rare opportunities?presented by the construction of the?free trade port and enhance practical cooperation in?multiple levels and fronts with countries and?regions along the Belt and Road routes. Inresponse to President Xi's proposal， in the future，?we will enhance connectivity with countries and?regions along the Belt and Road routes by opening?more air and sea routes， advance the two -way?investment cooperation of higher quality and?efficiency by increasing complementarity between?development policies of Hainan， China and other?countries along the routes， and expand exchange?and cooperation fields by building exchange platforms?on more fields such as culture，?education， agriculture and tourism centered?around building the 21st-Century Maritime SilkRoad.

Thirdly， team up with each other to establish a?significant platform for media exchange and?cooperation on the Belt and Road Initiative. Asa messenger of culture and friendship， media is?in a unique and important position to advance?people- -to- people exchanges all over the world.Therefore， we hope that the Boao Forum forAsia， the Media Cooperation Forum on Belt?and Road， the Hainan Island International?FilmFestival and other Hainan-hosted platforms will?enhance mutual exchanges， reciprocal learning?and deepened cooperation between global media outlets， in a bid to boom the global media with?concerted efforts.
