4月1日，重慶市市長(zhǎng)唐良智與薩克拉門(mén)托市市長(zhǎng)施德伯簽署建立友好合作關(guān)系諒解備忘錄。

3月31日至4月2日，美國(guó)薩克拉門(mén)托市市長(zhǎng)施德伯率代表團(tuán)訪問(wèn)重慶，深入推動(dòng)薩克拉門(mén)托市與重慶市友好交往，提升雙方務(wù)實(shí)合作水平。4月1日，重慶市委副書(shū)記、市長(zhǎng)唐良智會(huì)見(jiàn)薩克門(mén)托市市長(zhǎng)施德伯，雙方共同簽署了建立友好合作關(guān)系諒解備忘錄。

唐良智說(shuō)，近年來(lái)，重慶與美國(guó)合作緊密。2018年，重慶對(duì)美國(guó)進(jìn)出口1064億元，同比增長(zhǎng)23.2%。截至2019年1月底，美國(guó)累計(jì)在渝設(shè)立外商投資企業(yè)近600家。薩克拉門(mén)托市

Darrell Steinberg,Mayor of Sacramento,California,led a delegation to visit Chongqing from March 31 to April 2,in the hope that the two cities could enhance friendship and practical cooperation.Tang Liangzhi,Deputy Secretary of the Municipal Committee of the CPC and Mayor of Chongqing,met with Steinberg on April 1 and they signed the Memorandum of Understanding on Establishing the Relations of Friendship and Cooperation.

Tang Liangzhi remarked that recent years have witnessed an increasingly close cooperation between Chongqing and the U.S.In 2008,the volume of imports and exports between在重慶市設(shè)有駐華經(jīng)貿(mào)及教育代表處，未來(lái)與重慶合作潛力巨大、前景廣闊。希望雙方以簽署建立友好合作關(guān)系諒解備忘錄為契機(jī)，進(jìn)一步增進(jìn)相互了解和溝通，積極推進(jìn)人員往來(lái)，全面加強(qiáng)自動(dòng)駕駛汽車(chē)、生物醫(yī)藥、信息技術(shù)、環(huán)保、農(nóng)業(yè)、教育、科研、文化、旅游等領(lǐng)域合作。歡迎薩克拉門(mén)托市政府、企業(yè)、商協(xié)會(huì)來(lái)渝參加西洽會(huì)、智博會(huì)等重要活動(dòng)，進(jìn)一步推動(dòng)兩市交流與合作。

施德伯表示，重慶產(chǎn)業(yè)基礎(chǔ)強(qiáng)，市場(chǎng)空間大，投資環(huán)境好，雙方合作前景廣闊。薩克拉門(mén)托市愿與重慶市建立友好合作關(guān)系，依托駐華經(jīng)貿(mào)及教育代表處，增進(jìn)雙方溝通了解，積極深化在經(jīng)貿(mào)、教育、醫(yī)療等領(lǐng)域合作，努力擴(kuò)大雙方投資貿(mào)易，拓展合作領(lǐng)域，實(shí)現(xiàn)互利共贏。Chongqing and the U.S.amounted to RMB106.4 billion,23.2%more than that of the last year.By the end of January 2019,WFOEs established by American investors in Chongqing have totaled around 600.The California Capital - Sacramento Trade & Education Office indicates great potential and broad prospects for the future cooperation between the two cities.The two sides are expected to take the MOU as an opportunity to further enhance mutual understanding and communication,encourage personnel exchanges,and comprehensively strengthen cooperation in autonomous vehicles,biomedicine,information technology,environmental protection,agriculture,education,scientific research,culture,tourism and other fields.We are looking forward to seeing that Sacramento government,enterprises and business associations engage in Western China International Fair for Investment and Trade and Smart China Expo and some other important activities held in Chongqing so as to further promote communication and cooperation between the two cities.

Sacramento is located in the Sacramento River basin in central California.Driven by the gold rush in the 19th century,it saw a rapid development of business and agriculture,with a continuous flow of trains,carriages and ships carrying various goods and personnel.Sacramento City was thus established and became the first autonomous city in California.In 1854,the California Parliament and the state government moved to Sacramento,making it the capital of California.As the political,medical technology and advanced agriculture center as well as an important transportation hub of California,Sacramento is home to many industries,trade organizations,world-class clean energy and technology research and development centers in California,with high quality of living and highquality workforce.The air,sea and land transportation is well-developed and convenient,which is conducive to the work of operation service center,big data center and product distribution center of various enterprises.

根據(jù)備忘錄，重慶市與薩克拉門(mén)托市同意建立友好合作關(guān)系，將共同致力于支持和促進(jìn)兩地互利友好合作關(guān)系的發(fā)展，并推動(dòng)建立有效的交流合作機(jī)制。雙方將在智能城市管理、雙向貿(mào)易與投資、物流、教育、文化藝術(shù)等領(lǐng)域開(kāi)展互訪與合作。

4月1日，“智投資·惠選擇2019重慶——加州薩克拉門(mén)托商務(wù)對(duì)接會(huì)”在重慶舉行。

Steinberg stated that the solid industry foundation,huge market and favorable investment environment of Chongqing constitute a broad prospect for the cooperation between Chongqing and Sacramento.Therefore,Sacramento is ready to establish the relations of friendship and cooperation with Chongqing.With the support of Sacramento-China Office,the both side will enhance mutual communication and understanding,deepen their cooperation in economic and trade cooperation,education,health and other fields,increase two-way investments and trade,and broaden the areas of cooperation,so as to achieve a win-win result.

According to the memorandum,Chongqing and Sacramento agreed to establish the relations of friendship and cooperation,and will work in concert to promote the development of the mutually-beneficial relations of friendship and cooperation between the two cities and the establishment of an effective exchange and cooperation mechanism.The two sides will pay visits to each other to seek cooperation in the fields of smart city management,two-way trade and investment,logistics,education,culture and art.

“Smart Investment · Wise choice” Chongqing-Sacramento Business Conference 2019 was held in the Chongqing Foreign Affairs Building on the morning of April 1.Pan Yiqin,vice mayor of Chongqing,Steinberg,and Jim Mullinax,U.S.Consulate General in Chengdu,attended the conference and delivered speeches.There were also 250 representatives of about 90 enterprises present at the conference under the invitation of the Chongqing Municipal Commission of Economy and Informatization,Chongqing Municipal Commission of Commerce,Chongqing Municipal Health Commission,Chongqing Administration of Sports,Chongqing Investment Promotion Agency,Chongqing Liangjiang New Area Administration,Chongqing Federation of Industry and Commerce,China Council for the Promotion of International Trade Chongqing Committee,and governments of main districts of Chongqing.Wang Jue,Vice Chairman of the Chongqing Municipal Commission of Commerce,and a principal of Jiulongpo Investment Promotion Agency gave an introduction to the construction of a pilot zone of inland free trade in Chongqing,and the consequent opportunities of trade and economic cooperation,and the trade and economic development of Jiulongpo District respectively.Members of the Sacramento delegation introduced the projects of Sacramento in the areas of autonomous rail rapid transit,the construction of UC Davis medical system,the cooperation on cross-border trade e-commerce platform,and strategic cooperation with NBA Sacramento Kings.At the matchmaking meeting,the representatives of the two sides had warm and in-depth one-on-one communication,discussing extensively the practical cooperation and matchmaking.

訪渝期間，代表團(tuán)出席了美國(guó)加州首府薩克拉門(mén)托市駐華代表處新址剪彩儀式，走訪金康新能源汽車(chē)有限公司，邀請(qǐng)其積極參與自動(dòng)駕駛汽車(chē)研發(fā)合作并提供相關(guān)政策建議。參觀阿里巴巴線下超市盒馬鮮生，與其商洽開(kāi)展貿(mào)易合作，引進(jìn)加州優(yōu)質(zhì)產(chǎn)品進(jìn)駐并設(shè)立加州產(chǎn)品角等。

During their stay in Chongqing,the delegation attended the ribbon-cutting ceremony at the new location of California Capital - Sacramento Trade& Education Office,visited Chongqing Jinkang New Energy Automobile Co.,Ltd.and invited the latter to engage in the research and development of autonomous car,and provide some policy suggestions.When visiting Freshhema,the offline supermarket of Alibaba Group proposed that they should develop trade cooperation by means of importing quality products from California and setting up a California corner in the supermarket.

4月2日，美國(guó)加州首府薩克拉門(mén)托市駐華代表處舉行新址剪彩儀式。

為擴(kuò)大中國(guó)與美國(guó)加州雙邊務(wù)實(shí)合作。2012年7月，國(guó)家商務(wù)部組織代表團(tuán)前往美國(guó)加州訪問(wèn)。7月23日，重慶市對(duì)外貿(mào)易經(jīng)濟(jì)委員會(huì)與美國(guó)薩克拉門(mén)托市政府共同簽署了“全面經(jīng)貿(mào)戰(zhàn)略合作詳解備忘錄”。

根據(jù)備忘錄，雙方同意尋求建立戰(zhàn)略合作伙伴關(guān)系，整合雙方資源和優(yōu)勢(shì)，爭(zhēng)取雙贏的合作，合作事項(xiàng)主要包括在重慶設(shè)立美國(guó)加州首府薩克拉門(mén)托市駐華代表處以及清潔能源技術(shù)中心。共同推動(dòng)兩市建立戰(zhàn)略合作伙伴關(guān)系，以及分別在兩市舉辦交流推介活動(dòng)。合作領(lǐng)域包括但不限于清潔能源技術(shù)、農(nóng)業(yè)、食品安全、教育、貿(mào)易、投資，以及公共管理和運(yùn)作經(jīng)驗(yàn)交流等。

2013年5月17日，美國(guó)加州首府薩克拉門(mén)托市駐華代表處在重慶揭牌成立。代表處同時(shí)也是美國(guó)加州駐華貿(mào)易投資代表處成員。

2019年4月2日，薩克拉門(mén)托市駐華代表處遷新址，來(lái)渝訪問(wèn)團(tuán)出席剪彩儀式。

California Capital - Sacramento Trade & Education Office

To expand the practical cooperation with California,China sent a delegation of the Ministry of Commerce to California in July 2012.And the former Chongqing Foreign Economic & Trade Commission signed the Memorandum of Understanding on the Comprehensive Strategic Economic and Trade Cooperation with the government of Sacramento.

According to the memorandum,the two sides agreed to seek to establish a strategic partnership,and integrate the resources and advantages of both sides to strive for win-win cooperation,which mainly includes the establishment of the California Capital - Sacramento Trade & Education Of fice and the Clean Energy Technology Center in Chongqing.The two cities promised to make joint efforts to promote the establishment of a strategic partnership between the two cities and hold exchange and promotion activities in the two cities.Areas of cooperation include but are not limited to clean energy technologies,agriculture,food safety,education,trade,investment,and exchange of experience in public management and operations.

On May 17,2013,the California Capital - Sacramento Trade & Education Of fice was unveiled in Chongqing.It is also a member of the California-China Of fice of Trade and Investment.

On April 2,2019,California Capital - Sacramento Trade & Education Office is relocated to a new place and the delegation of Sacramento to Chongqing attended the ribbon-cutting ceremony.
