At the two sessions held last year， the Economic and Technological Committee of Keqiao District PCC put forward the “proposal on promoting the establishment of‘characteristic towns at a high level by the high quality development of the dyeing and printing industry in Keqiao District.” It is suggested that by speeding up the listing of enterprises and increasing independent innovation， the government and enterprises should work together to achieve the high quality development of printing and dyeing industry， and promote the establishment of Lan Yin Fashion Town at a high level.

On the basis of 69 dyeing and printing enterprises closed in early last year， there were 46 printing and dyeing enterprises closed and exited from this area in Keqiao District. So far the printing and dyeing enterprises all exited from this area. And those enterprises who moved to agglomeration area also start a new round of development.

“Ellis dyeing and finishing” is the first production enterprise in phase 3. With the overall upgrading of equipment， technology， management and so on after agglomeration， orders had been constantly placed since the trial operation in March last year. Compared with the annual output of about 250 million yuan per 125 mu of land from the old factory， the new factory， which now covers an area of 80 mu， will produce 400 million yuan a year.

At present， all 40 projects are put into operation except for printing and dyeing agglomeration and upgrading project 1 and 2. Of the 17 projects in phase 3， 16 have been put into operation， and 1 main body has been completed， with a cumulative investment of 9.947 billion yuan and 89.33% of the total investment.

Dyeing and printing agglomeration is not only a simple move， but a radical elimination of backward production capacity， the introduction of advanced technology and equipment， increase investment in technical innovation to achieve quality and efficiency enhancement process. In order to better promote the development of the dyeing and printing industry toward the goal of “green high-end， leading the world”， since 2018， the Economic and Information Bureau of Keqiao District， as the sponsor of the proposal， has worked hard not only to speed up the construction of the third phase of the project， but also to support the reform and listing of enterprise shares. Construction of industrial innovation service complex， promote the original land for dyeing and printing development， and other aspects of efforts.

At present， “Yingfeng Technology”， “Lego shares” two dyeing and printing enterprises have been listed as Keqiao District backup enterprises key support. On the basis of the original stock reform and listing policy， Keqiao District specially issued the “Keqiao District to promote the implementation of the” Phoenix Action “three-year plan”， “on the improvement of the listed service system to help” Phoenix Action“implementation of the program”， and other policies.
