Abstract: Water conservancy is the basic support of economic and social development and the guarantee system of the ecological environment. The coordinated development of water conservancy project system and economy, society and ecology is related to the regional economic, social and ecological security. The construction of water conservancy projects should follow the basic principle of harmonious symbiosis between human and nature, and strengthen the construction of water ecological civilization. By establishing the evaluation index system of coordination degree, the coordination degree between Henan water conservancy project system and “economic-society-water ecology” composite system is calculated. The results show that the coordinated development of the Henan water conservancy project system and the “economy-society-water ecology” complex system is in a rising trend as a whole, and its coordination degree is greatly influenced by the development level of water conservancy project system, economic subsystem and water ecosystem. In order to promote the coordinated development of the two systems, the investment into water conservancy projects should be increased in the future, the utilization efficiency of water resources should be strengthened, and the reform of the management system of water conservancy projects should be deepened.

Abstract: In order to evaluate the water security situation of Yunnan Province in the past 10 years, by using the multi-strategy cuckoo search (MSCS) algorithm to search the optimum learning parameters of the support vector machine (SVM), a MSCS-SVM evaluation model for water safety is put forward. Firstly, six typical test functions are selected to simulate the CMCS algorithm, and the results are compared with the simulated ones of the cuckoo search (CS) algorithm. Secondly, the regional evaluation index system and grading standard of water safety are established based on the international common water poverty index. The MSCS-SVM model is trained and tested by constructing the training samples and the test samples by random interpolation and randomly selected thresholds. Finally, the MSCS-SVM model is used to evaluate the water security situations of Yunnan Province in recent 10 years and 2020. The results show that the optimization accuracy of the MSCS algorithm is much better than that of the CS algorithm, and it has a better convergence speed, extreme search capability and global search performance. By using the MSCS-SVM model, the evaluated results of water security in Yunnan Province in 2006 are unsafe, they are rated to be critical from 2007 to 2015, and they are safe in 2020. The water safety of Yunnan Province is increasing in the past 10 years, and the increasing trend is significant.

Abstract: The existing environmental and economic accounting systems of the United Nations System of Environmental-economic Accounting (SEEA), Australia and other countries are summarized based on the national economic accounting systems or balance sheets. From the perspective of the audit of leading cadres leaving office, the accounting subjects, accounting elements, accounting installments and related accounting transactions and matters of balance sheet of water resources are defined and analyzed. According to the six kinds of the related transactions and events involved in the development and utilization of water resources, the three kinds of assets, liabilities and owner’ equality are categorized based on five kinds of physical volume accounts and three types of value accounts. Finally, the balance sheet of water resources containing the dual-measurement pattern of physical quality and value is formulated.

Abstract: Shenzhen City, which is the first to face industrial transformation and spatial constraint, is taken as an example. By using the industry, space and transportation as the main line, the port-city relationship in the transition is judged from maturity to stagnation, and it has three contradictions: weakened industrial interaction, spatial layout conflict and coastline and land competition. The development of the port-city relationship is proposed to change from focusing on the quantity to on the quality. The coordination strategies of functional upgrading, spatial optimization and improved facilities are put forward: (1) The function of the port should extend to high-value-added industrial chains such as shipping, trade, finance and service industries and increase the connection with the urban industry. (2) The layout of the port gradually should shift from the eastern port area to the western one so as to promote the coordination of the spatial coordination between the western port area and the Qianhai Center. (3) The water-to-water transfer, sea-rail transport should be vigorously developed, and a layout model of “peripheral transfer and multi-layer compound” should be planned to resolve the dilemma of large land gaps in the rear of port.

Abstract: Based on the analysis of the concept of early warning of carrying status of water resources, by introducing the warning idea of “three types and six levels”, a comprehensive warning index system for the carrying status of water resources in Yancheng City is established by means of the variable fuzzy method and the analytic hierarchy process. Taking Yancheng City as an example, the carrying statuses of water resources in 2015, 2020 and 2030 are evaluated, and those in the future are predicted combined with the variation trend of the carrying statuses in various years. The results show that in 2015, the carrying status of water resources in Yancheng City is almost overloaded. As the implementation of “Notice on the work of establishing the monitoring and early warning mechanism of carrying capacity of the national water resources” issued by the Ministry of Water Resources of China and several other measures, the situations will be good in 2020 and reach the “l(fā)oadable” status in 2030.

Abstract: The water right trading system is one of the important contents of the reform of the property right system of natural resource assets and the construction of ecological civilization. Both the theoretical and practical fields have ushered in a new wave of exploration. The transaction price mechanism is one of the important rings in the construction of the water right market. Combined with the current practices of China’s water right trading pilot areas, the overall price level and price formation method are analyzed. It is found that the incomplete price structure, unscientific pricing measurement, lack of bargaining mechanism and inadequate supervision are the main driving factors for the price reform of water right trading. The following measures are proposed: to establish the understanding of water right price as the property income, to scientifically define the formation of value structure and price of water rights, to rely on the trading organization function of water right platform, to exert the decisive role of the market in the formation of water right price, and to establish effective water right trading market supervision and management system.

Abstract: From the perspective of government supervision, the connotation and evaluation content of the government supervision effects of the market subject of water conservancy construction are discussed. On this basis, the relevant evaluation index system is established from three aspects of the behaviors of market subject of water conservancy construction and the performance and social responsibility of projects by using the bibliometrics method. Finally, the multi-level gray evaluation theory is used to verify the science and feasibility of the proposed evaluation index system through examples.

Abstract: With regard to the current credit evaluation index system of water conservancy construction market subject, the construction unit is taken as an example. The existing credit evaluation results are compared and analyzed. The questionnaire survey method is adopted to obtain the identity of the market subjects to the existing evaluation index. The reasons for the difference of the identification degree of the different indexes are analyzed. The corresponding improvement suggestions are put forward: to delete “portal and platform information”, “the proportion of fixed assets in total assets”, “construction annual output value” and other indices of low identification, and to improve the weights of “management quality”, “personnel quality” and “management system” and other indices with high identification.

Abstract: The post-legislation assessment is an important approach to improve the water resource legal system, to enhance the legislation quality and effectiveness, and to strengthen the public awareness of participating into the legislation process in China. It should be carried out in line with the objective open and transparent, systematic and holistic, effectiveness-oriented principles. The assessment approaches including systematical analysis, comparative analysis and social investigation are adopted to evaluate the legality, rationality, compatibility, operability, conformity and effectiveness of water resources-related laws and regulations. In light of the current development of water resources-related legal system and the post-legislation assessment situations in China, the following suggestions are put forward: to improve the post-legislation assessment mechanism, to plan and implement the post-legislation assessment, and to give full play of the China’s think tank of water resources in the the post-legislation assessment.

Abstract: With the rapid development of economy and society, the economic losses caused by flood disasters are more and more serious. On the basis of clarifying the high risk of flood disasters, the strong fragility of bearing body and the analysis of insurable capability, the flood insurance products are designed from four aspects of risk subject, fund raising, rate calculation and adjustment of flood insurance and reinsurance system of flood insurance. The flood insurance has the risk sharing of time and space dimensions. It can promote the design and development of flood insurance system by improving the relevant legislation of flood insurance, establishing the flood insurance organizations, constructing the multi-element fund raising system, advancing the flood insurance risk securitization and strengthening the supervision of the flood insurance system.

Abstract: Taking the data of 2015 as that of the reference year, the water-saving potentials in the key fields of high-efficient water saving irrigation and industry are assessed in accordance with the obligatory targets stipulated in such plans as the 13thFive-Year Plan for construction of water-saving society and the implementation schedule for an additional 6.667 million hectares of farmland with high-efficient water-saving irrigation facilities. The demand of saving-water market is calculated based on the assessed potentials of water saving in the key fields and cost estimation, and the development prospect of contracted water-saving management as well as the main direction is analyzed. The market demand forecast and its benefits in 2020 are proposed. This study may provide data support and decision-making for accelerating the development of contracted water-saving management market and its relevant services industry.

Abstract: The characteristics of river dredging and dredged sand are analyzed. It is pointed out that the natural resource attribute of the dredged sand in the Yangtze River is not changed, and its right of disposition and attribution of income distribution are similar to the permission of sand mining and the attribution of income distribution in the Yangtze River. On the basis of studying the sand transaction modes and the characteristics of utilizing the dredged sand of a typical river section, it is necessary to use the “sand mining operation+sand sale” transaction method to divide the main bodies of the river dredging construction and dredged gravel transaction. By analyzing the main utilization ring of dredged sand in the Yangtze River, the management mode for the dredged sand in the Yangtze River is proposed, that is, the river dredging project and the dredged sand transaction should be supervised by the water administrative department of the government, and the transportation administration department is responsible for the specific management of waterways and other dredging projects, and the river management agencies manage the transfer of dredged sand.

Abstract: By selecting case study of D village in Danjangkou Reservoir of the Middle Route Project of South-to-North Water Division, the organized participation as a feasible mode of public participation in reservoir resettlement is summarized. The Thomas effective decision model and the CLEAR model of participatory governance are used to demonstrate that the organized participation is a scientific and efficient path of public participation. The conditions for the successful application of organized participation are concluded as follows: The grassroots’ mobilization is the internal motivation of the organized participation; The organized participation can be conducted on the premise of strong subjective consciousness; The successful organized participation is based on the good system environment; The support from the government is the outside motive of organized participation; The positive interaction between the early and later stages has greatly promoted the further development of organized participation.
